TERMS OF REFERENCE

REHABILITATION OF COMMUNITY PRIORITISED WATER PANS IN GARISSA AND TANA RIVER COUNTIES

PROJECT ID: P03997 and P02917.

PROJECT NAME: REPLAP COMMUNITY WATER INITIATIVE.

1.0 Introduction and Background.

About the project.

The Resilience for People and Landscapes Programme (REPLAP) is a three-year innovative programme aimed at building the resilience of communities and ecosystems within selected river sub-catchments to the impacts of increasingly severe and frequent drought, through strengthened ecosystem management and adaptive capacity. The Resilience for People and Landscapes Programme (REPLAP), with two target landscapes of Aswa and Tana in Northern Uganda and Eastern Kenya respectively builds on the experience and results of the Building Drought Resilience (BDR) project, which has previously been co-funded by ADA, and a detailed situational analysis of the regional climate change vulnerability assessments that depict an increased exposure to climate-induced drought risks for communities, ecosystems and economies in the dryland areas.

The overall objective of the REPLAP is “the resilience of communities to the impacts of increasingly severe and frequent climate disasters within well-managed and functioning river catchments and ecosystems is strengthened”. The project is being implemented in Garissa and Tana river counties of Kenya.

  1. Location:

In Kenya, the REPLAP builds on the BDR project sites which are located in the Lower Tana River Basin (Tana River and Garissa Counties), particularly in the six sub-catchments of Tula, Al-Amin Moju, Bangale, Saka, Kasha and Khorweyne and an additional 3 sub catchments where the REPLAP will be scaled up, targeting a total of 124,000 beneficiaries. The main implementing partner is Water Resources Authority (WRA) and other partners including national and county government institutions (National Drought Management Authority, Water, Forest and Wildlife, Livestock, Agriculture, Irrigation, National Environment Management Authority, Administration), civil society organizations and communities.

  1. Background of the assignment.

The projects is contributing to delivery the following outputs.

  1. Output 1: Institutional governance strengthened for climate resilience. Consolidation of the climate-responsive mitigation and adaptation plans developed to support institutional strengthening, capacity building and learning at national and sub-national levels.
  2. Output: Sustainable catchment restoration and management: Integrity, functioning and productivity of catchments and ecosystems is enhanced by appropriate techniques for restoration, and sustainable management
  3. Output 3: Climate adaptive livelihoods systems supported: Climate resilient value chains that promote enterprise development are strengthened

and are underpinned by innovative inclusive finance models including the CECF.

Under output 2, Among other activities IUCN is in process of undertaking rehabilitation around 5 existing water pans that have been prioritised by stakeholders and local communities in pre-selected locations in Tana river and Garissa county sites, where project is being implemented. To execute the assignment IUCN is seeking to applicants to deliver the activities.

  1. 4. Objectives of the assignment.

The main objective of the consultancy is to ensure the effective functionality of strategic water sources in the project sites to improve access to water for domestic and livestock use in by Bangale, Tula, Biyagadud and Ohiyo communities of Garrisa and Tana river counties.

Specific tasks.

  • Provide, install and maintain for the entire contract period a contract sign board as shown in contract drawings and to the satisfaction of IUCN or his appointed representative.
  • Mobilization of plant and equipment to the project site(s).
  • Clear reservoir area of all bushes, grass and shrubs including grabbing up roots and deposit away as directed and guided by supervisory team.
  • Excavate water pan with the top dimensions as per respective BoQ’s
  • Construct an embankment around the excavated pan
  • Excavate normal soil to create the silt trap with depth as per the drawings and cart away to embankment as shown in drawings and as directed by the supervisory team
  • Provide riprap protection for the silt trap inlet walls and pan inlet walls and outflow channel as shown in drawings.
  • Excavate normal soil to create the inflow channel as per the drawings and cart away top soil and construct weighted gabions.
  1. Deliverables/Outputs of the assignment

The main deliverables of the assignment are:

1). Inception Report: In the inception phase, the consultant will undertake consultative calls and meetings combined with review and analysis of documents, which will culminate in the development of an inception report. The report will describe in details the approach, methodology and workplan to be used in executing the assignment within set timelines.

  • Field delivery. The consultant shall rehabilitate the water pan in line with BOQs, drawings and other requirements in the sites within specified time frame.
  1. Required experience, skills and competencies

The consultant will work independently, with IUCN providing overall coordination.

The consultant should have the following qualifications:

To qualify for award of the Contract, tenderers shall meet the following minimum qualifying criteria;

  • annual volume of construction work of at least 2.5 times the estimated annual cashflow for the Contract
  • experience as main contractor in the construction of at least two works of a nature and complexity equivalent to the Works over the last 8 years (to comply with this requirement, works cited should be at least 70 percent complete)
  • proposals for the timely acquisition (own, lease, hire, etc.) of the essential equipment listed as required for the Works;
  • Contract manager with at least five years’ experience in works of an equivalent nature and volume, including no less than three years as Manager; and
  • liquid assets and/or credit facilities, net of other contractual commitments and exclusive of any advance payments which may be made under the Contract, of no less than 4 months of the estimated payment flow under this Contract.

(g)Annual practicing licence -NCA4 and above -Water works

The applicant shall include the following information and documents:

  • Copies of original documents defining the constitution or legal status, place of registration, and principal place of business; written power of attorney of the signatory of the tender to commit the tenderer:
  • Total monetary value of construction work performed for each of the last five years:
  • Experience in works of a similar nature and size for each of the last five years, and details of work under way or contractually committed; and names and addresses of clients who may be contacted for further information on these contracts;
  • Major items of construction equipment proposed to carry out the Contract and an undertaking that they will be available for the Contract.
  • Qualifications and experience of key site management and technical personnel proposed for the Contract and an undertaking that they shall be available for the Contract.
  • Reports on the financial standing of the tenderer, such as profit and loss statements and auditor’s reports for the past five years
  • Evidence of adequacy of working capital for this Contract (access to line(s) of credit and availability of other financial resources).
  • Authority to seek references from the tenderer’s bankers.
  • Information regarding any litigation, current or during the last five years, in which the tenderer is involved, the parties concerned and disputed amount.
  • Experience working in Garissa and tana-river counties preferred.

Tenderers should in addition, provide copies of the following documents:

  • Valid Tax Compliance Certificate and registration certificate
  • Completion of Confidential Business Questionnaire
  • Registration certificate from National Construction Authority
  • Quoted billing quantity (BoQs) with the company letter head, which is stamped and signed
  • Company profile
  • Bank statement; for the last 12 months.
  • Updated tax clearance (KRA) certificates and documents
  • Certificate of experience. (Experience in thematic area is highly acknowledged)

NB: Must be available to start work immediately and complete before 15th July 2022.

How to apply

  1. Timeframe for the Consultancy

The assignment will be conducted within a period of 30 days between 15th June and 15th July 2022.

  1. Applications/Submission

Interested consultants should email their technical and financial proposals detaining the proposed approach, methodology and work plan for the assignment. The proposal should be accompanied by (a) Detailed CV outlining the consultant’s academic qualifications and previous relevant experience, (b) documented evidence of previous related work done.
