Programme Officer – Health ( 1 Position) Kismayo – Somali-National only

ROLE PURPOSE:
Under the general guidance of the Health Coordinator, the Health officer will take the overall responsibility of the day-to-day implementation of the emergency and long-term health project activities in their respective areas by leading the coordination of health activities with the staffs at the health facilities and working closely with the hospital administrators and district health management team in the larger District district.
Reports to: Health Coordinator-Kismayo
Dimensions: Save the Children operates across all zones in Somalia and currently has three main area offices and additional 11 field offices. Programmatically Somalia is a large Country Office with more than $110million annual budget and staff over 650 staff.
Staff directly reporting to this post: Health program Assistant and will provide technical oversight/ supervision for the Health administrators, facility in charges, and overall clinical staff together with the Ministry of Health in kismayo district.

CHILD SAFEGUARDING:
Level 3: the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; ore because they are responsible for implementing the police checking/vetting process staff.
SCOPE OF ROLE:

KEY AREAS OF ACCOUNTABILITY:
- Contribute to the coordination of all aspects of the health programme to meet programme objectives
- Responsible for the day to day implementation of the community and health facility component of the programme
- Provide regular field visits to the supported facilities, communities, community health workers and outreach sites
- Organize regular supportive supervision visits with the district health management team to primary health care facilities
- Provide on the job training to the health facilities staffs on the key areas and guidelines
- Provide direct supervision to Community Healthy Workers
- Responsible for all community level reporting (distribution of reporting tools to CHWs and facilities, regular collection of reports from communities/CHWs
- Assist in development of detailed health programme plans for the district
- Responsible for ensuring effective and continuously updated data bases for health facilities data, and where possible collation of all community health activities and IEC/BCC/Health Education data from supported communities and partners, plus appropriate data management and analysis.
- Provide technical support to the health staffs from supported facilities
- Support community health workers during appropriate practical tasks in project implementation.
- Lead public consultation exercises and facilitate community participation, using a variety of techniques to ensure the involvement of the community.
- Follow up and supervise Save the Children’s COVID 19 activities in the district.
- Resolve conflicts of interest, build consensus and keep communities informed of project progress
- Responsible for the appropriate distribution of drugs, medical supplies and other NFIs to health facilities and the community
- To undertake other duties as required
M&E and Reporting
- Provide weekly update on the health activities implementation
- Provide detailed technical monthly, quarterly and supervision for the health activities
- Lead district level assessment with the project manager and the consultant.
In liaison with the HMIS officer ensure monthly HMIS data analyzed and report shared with the relevant partners

QUALIFICATIONS

- Strong organizational, interpersonal, and communication skills
- Experience of living and traveling in remote and insecure place
- Understanding rights-based approaches and participatory concepts and practical experience in similar context.
- Sensitive to issues affecting children and committed to Save the Children’s Child Safe Guarding policy.
Desirable
- Experience with Essential package of health services model/ approach (EPHS)
- health interventions in the region
- Experience with international NGOs.
- Good command of English, and use of computer functions.
