1. BACKGROUND

The Somalia Food Systems Resilience Program (FSRP) is part of a regional initiative by the World Bank to provide a comprehensive framework to intervene at both the national and regional levels. This Multiphase Programmatic Approach (MPA) aims to tackle the underlying structural challenges of food insecurity and reduce beneficiaries' vulnerability to unpredictable climate, crisis, and conflict events. It seeks to achieve this by strengthening Somalia's agri-livestock research institutions, extension services, and community institutions to support climate-smart agriculture and livestock practices, improving water availability, rangeland management, animal health services, and strengthening access to markets and value addition.

The Project Development Objective (PDO) is to increase preparedness against food insecurity and improve the resilience of food systems in targeted project areas of Somalia.

The Jubaland State of Somalia is implementing the project through the Ministry of Agriculture and Irrigation as lead line Ministry and in close consultation and collaboration with the Ministry of Livestock, Rangeland and Forestry (MoLFR). The Project Coordination Unit (PCU) supports coordination, Facilitation, and monitoring of project activities.

2. Scope of Work and Responsibilities

The State Project Coordinator will be a full-time contracted individual assigned to the Project Implementation Unit (PIU) within the Ministry of Agriculture and Irrigations, Jubbaland State. The Coordinator will provide overall leadership, coordination, and management support for the effective implementation of the Somalia Food Systems Resilience Project (S-FSRP), ensuring that project activities are implemented in accordance with World Bank guidelines, financing agreement requirements, and Federal Government of Somalia procedures.

The State Project Coordinator will work closely through the Ministry of Agriculture and Irrigations, with the Ministry of Livestock, Forestry and Range, relevant government institutions, development partners, NGOs, and community stakeholders to strengthen coordination, implementation, monitoring, the SPC will be reporting to Jubaland Project Technical Advisory Lead DG MoAI, Jubaland State of Somalia, and will deliver the project activities aimed at improving food systems resilience, agricultural productivity, livestock development, and community livelihoods in Jubbaland State.

3. The State Project Coordinator will be responsible for the following duties:

  • Provide overall leadership, coordination, and strategic guidance for the implementation of the Somalia Food Systems Resilience Project (S-FSRP) in Jubbaland State.
  • Coordinate project implementation activities in collaboration with the Ministry of Agriculture and Irrigations, Ministry of Livestock, Forestry and Range, and other relevant government institutions.
  • Ensure effective implementation of project activities in accordance with World Bank guidelines, Financing Agreement requirements, and Federal Government of Somalia procedures.
  • Lead the preparation and implementation of annual work plans, budgets, procurement plans, and project implementation schedules.
  • Supervise and coordinate technical specialists, consultants, and project staff within the Project Coordination Unit (PCU) and report to the Project Technical Lead.
  • Facilitate coordination and collaboration among Government Ministries, development partners, NGOs, private sector actors, and community stakeholders.
  • Monitor project progress and ensure timely achievement of project objectives, outputs, and performance indicators.
  • Oversee project monitoring, evaluation, reporting, and documentation in line with project results framework requirements.
  • Support fiduciary compliance including procurement, financial management, safeguards, and audit requirements.
  • Coordinate stakeholder consultations, community engagement activities, and awareness campaigns related to project implementation.
  • Organize and participate in technical meetings, steering committee meetings, workshops, and field missions.
  • Ensure effective communication and reporting between the PCU, the Ministry, the Federal Government, and the World Bank.
  • Support capacity building and training programs for project staff, extension workers, and relevant stakeholders.
  • Identify implementation challenges and recommend appropriate corrective actions to ensure smooth project delivery.
  • Document best practices, lessons learned, success stories, and key achievements from project implementation.
  • Prepare regular monthly, quarterly, and annual progress reports aligned with the project results framework and donor requirements.

Skills and qualifications

4. Selection Criteria

  • Master’s degree or higher in Agricultural sciences Project Management or Rural Development (e.g., Agriculture, Project Management, Sustainable Development, Agricultural Economics, Agricultural Engineering, Animal Production, Environmental Governance/Management, etc.), Community Development, Economics, Business Studies, or another relevant field.
  • At least 10 years of management experience in Project management, Developmental Projects, agricultural production, development studies, environmental management, marketing, or business development with World Bank-funded projects preferred.
  • Demonstrated ability and Experience to work with government institutions, international organizations, or the private sector.
  • Experience in donor-funded project coordination and management, preferably with the World Bank or other development partners.
  • Knowledge of the World Bank project cycle, the World Bank Financial and Procurement Management guidelines, the World Bank Environmental and Social Safeguards, and their related reporting procedures will be an added advantage.
  • Good understanding of national agricultural policies, strategies, and regulatory framework for Somalia's various inputs and commodities.
  • Demonstrable knowledge and proven experience in agricultural value chain development and livelihood diversification interventions. 
  • Conversant with the community-driven development (CDD) approach and rural development projects in Somalia or other similar countries.

4. REPORTING

The State Project Coordinator will report and Accountable to Ministry of Agriculture and irrigation Jubaland State of Somalia, National Project Coordinator, and will work in close coordination with the Ministry of Livestock, Rangeland and Forestry.

5. Duration of Assignment

The assignment shall be for a period of 12 months, with the possibility of extension based on satisfactory performance.

A Consultant will be selected in accordance with the Individual Consultant method set out in the World Bank Procurement Regulations.
