ALIGHT has its area office –Jubaland in Kismayo and field offices in Dhobley, Afmadow and Representatives in Elwak in Gedo region, Banadir, Somaliland Hargeisa and Lascanood. Alight implements extensive drought response and lifesaving programs focusing on protection, Health, WASH, Education, Shelter, and Livelihoods. Alight also implement resilience and recovery programs and aim to engage and expand its arm to the private sector, youth environment and resilience building.
The overall objective of Alight’s Somalia program is to prevent death and alleviate human suffering among disaster-affected populations including internally displaced persons (IDPs) in settlements and host communities where we work.
Alight’s program is premised on a multi-sectoral approach in responding to the country's humanitarian crisis through a range of activities including Health, Relief Commodities, WASH, and
protection services provisions. We are currently implementing WASH, Health, Nutrition Protection, and Education programs in South Central Somalia and Somaliland.
We operate full-fledged offices in Kismayo, Mogadishu, Dhobley, Hargeisa, and Lascanod as well as a liaison office in Nairobi, Kenya. We work closely with national and regional authorities as well as several international and national organizations based in South Central Somalia to galvanize coordinated lifesaving humanitarian assistance to those in need.
PRIMARY DUTIES/RESPONSIBILITIES
The purpose of Construction Engineer position is to provide technical support to the implementation of EU-funded Education project activities in Kismayo and Afmadow in the lower Juba Regions of Somalia
Under the supervision of the WASH Manager:
- Manage and monitor ongoing SETSII project Activities, including the development of architectural / engineering designs and
- Manage the planned activities in coordination with the government and local partners,
- Develop work plans in coordination with other Program and Operations units in Kismayo and other project areas.
- In consultation with the Education Officer manage the budget of the Education sections of the programs at the field level.
- Conduct assessments for program strategy/design.
Program Implementation – 80%
- Design and supervision of rehabilitation/construction of the Education facilities.
- Technically lead the supervision of ongoing constructions in Kismayo and Afmadow.
- Implementation of projects in accordance with Alight’s Education Program Development and Implementation Guidelines.
- Carry out active supervision of works as per the specifications of the design and BoQs.
- Closely monitor the progress of works in line with the approved bidder's work plans and methodology
- Carry out the actual onsite measurement of works to be used for payment purposes.
- Work with Ministry staff and private partners to establish operation and maintenance to ensure sustainability.
- Ensure optimal utilization of resources, cost-effectiveness and accountability on
- Compilation and submission of comprehensive and accurate reports (weekly, monthly, quarterly) within the set deadlines.
- Conduct consistent budget monitoring and prepare spending forecasts and plans.
Program staff management - 20%
- Day-to-day supervision of technical staff under him/her including mentoring, coaching and appraisals.
- Ensure punctuality and strict adherence to Alight laid down work
- Supervised technical staff and contractors to ensure compliance with the contractual agreements and design specifications.
- Mid-term and end-of-year staff appraisal
Skills and qualifications
EDUCATION, TECHNICAL SKILLS & KNOWLEDGE REQUIRED
- Minimum a degree in Civil and structural engineering or equivalent in a relevant discipline
- At least 3 years of experience in Construction program implementation, especially school construction.
- Good analytical skills demonstrated through proven experience in working in relevant project monitoring systems, assessment design, and program execution processes.
- Possess well-developed interpersonal and team skills and proven ability to be flexible in demanding situations.
- Conversant with AutoCAD and other engineering CAD
- Good Knowledge of finance and budget management.
- Good written and spoken English is
