Position: MEAL Assistant
Location: Kismayo, with travel to other project sites within Jubaland
Duration: 7 months, renewable based on performance, funds, and need for the position
Closing date: 14th June 2024.

Role Overview:
Under the guidance and direct supervision of the Area Manager, the MEAL officer, will be responsible for implementing integrated MEAL strategies and plans in support of the area program while adhering to accuracy and compliance with MEAL standards and practices. The MEAL Officer will be responsible for designing and implementing the MEAL activities of the project, assisting the Area Program staff in monitoring the project activities on a regular basis, developing, and maintaining the MIS of the projects in all sectors, and being responsible for the collection and analysis of different data in relation to the projects activities.
Responsibilities:
· Collect data on a regular basis to measure achievement against the performance indicators.
· Check data quality across all the projects in the area program.
· Provide direct support to monitoring and evaluation processes of all the projects in the field site.
· Support projects to adhere to the ALIGHT Monitoring and Evaluation standards and donor requirements.
· Analyze MEAL data and produce reports, factsheets with useful statistical analysis and presentation (charts, tables) as necessary in a timely manner.
· Visit project sites and take high-quality photographs and video clips demonstrating project activities, lessons, success stories, and impact across sectors.
· Carry out regular data quality assessments/audits for MEAL data based on agreed indicators to guide decision making.
· Work with program teams to ensure the collection of relevant and appropriate data needed for an effective MEAL system which will be utilized in monitoring strengths, weaknesses, and gaps in ongoing grants for reporting on donor commitments.
· Keep the database up to date and help program staff prepare periodic high-quality reports.
· Provide support in Baseline, Endline Evaluations, and Post Distribution Monitoring (PDMs).
· Conduct regular data verification and audit exercises to assess the quality of data reported and address any anomalies identified.
· Develop regular trend analysis of complaints from the beneficiaries/Communities at organizational level and share it with program team for action.
· Maintain open and professional relations with other team members while promoting strong team spirit.
Skills and qualifications
Minimum Qualifications:
· A Degree in Statistics, Social Sciences, Economics, Community Development, Project Management, or any related course.
· Advanced certificate in M&E, statistics or economics preferred.
· At least 3 years of program monitoring and evaluation experience.
Experience, Skills and Competencies:
· Experience in quantitative and qualitative data collection (M&E methods) and data analysis.
· Familiarity with project frameworks/design/implementation/M&E/cycle.
· Working knowledge and experience of humanitarian principles, laws, and standards – Core Humanitarian Standards (CHS), Sphere Minimum Standards, Prevention of Sexual Exploitation and Abuse (PSEA), Rights Based Approach (RBA) and Gender Age Marker.
· Excellent attention to detail and accuracy in data collection and entry.
· Experience in designing and managing beneficiary monitoring and database systems.
· In addition to Microsoft Excel, should demonstrate fluency in the use of at least one data management software including SPSS, and STATA or any other data management software.
· Strong communication skills to effectively participate in discussions and interviews during qualitative data collection.
· Ability to work collaboratively in a team and be guided by the M&E team lead.
· Proficiency in using technology, especially mobile devices, and data collection apps.
· Prior experience in data collection, surveys, or related fields is a plus.
