Reports to: Director of Budget

Background
The Ministry of Finance of North East State is seeking a qualified and results-oriented Budget Performance Officer to join its Budget Department. This position plays a key role in monitoring, analyzing, and evaluating the execution of government budgets, ensuring alignment with fiscal policy and development priorities.

Duties & Responsibilities
The Budget Performance Officer will be responsible for:
- Monitoring the implementation of annual and supplementary budgets across government departments and agencies.
- Reviewing expenditure performance reports and ensuring compliance with approved budget allocations.
- Analyzing budget variances and preparing performance evaluation reports for senior management and policymakers.
- Assisting in developing key performance indicators (KPIs) for tracking government spending efficiency and effectiveness.
- Coordinating with line ministries and public entities to gather data on financial performance.
- Supporting budget revision processes and mid-year expenditure reviews.
- Providing technical advice to improve budget execution, control, and reporting.
- Preparing quarterly and annual budget performance reports for submission to the Director of Budget.
- Staying updated with public financial management reforms and applying best practices.

Skills and qualifications

Qualifications & Skills
- Bachelor’s degree in Finance, Economics, Accounting, Public Administration, or a related field.
- Master’s degree in Economics, Finance, or related specialization (preferred).
- Minimum of 2 years’ experience in budget planning, analysis, or public financial management.
- Strong analytical and problem-solving skills with the ability to interpret financial data.
- Proficiency in Microsoft Office (Excel, Word, PowerPoint) and financial management systems.
- Excellent communication, report-writing, and presentation skills.
- Ability to work collaboratively with diverse stakeholders under tight deadlines.
- High level of integrity and commitment to public service values.
