Brief Introduction
Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH has been working in
Somalia since 1964. As a service provider with worldwide operations in the fields of
international cooperation for sustainable development and international education work, GIZ
works with its partners to develop effective solutions that offer people better prospects and
sustainably improve their living conditions. The goal of GIZ is to support the capacity
development of people, organizations and institutional structures in the partner countries to
enable them better their living conditions through their own efforts.
The Risk Management office Somalia supports the safe and effective implementation of
GIZ projects across Somalia through a state-of-the-art security risk management system to
minimize the risks faced by GIZ staff members and projects.
The risk management office -Somalia is seeking Three Security Risk Management
Specialists will contribute to the day-to-today operations of the project. The role will on a
shift pattern split between an early, late and night duty.
Responsibilities
➢ Working and supporting the taskings in the Operations Room.
➢ Ensuring all communications equipment is working and in good order
➢ Maintaining operations room 24/7 shift roster and be prepared to fill in for operators in
case of emergency absence.
➢ Ensuring the Ops Room is ready at all times to host and inform the Crisis Management
Team
➢ Liaise with site specific operations room staff
➢ Coordinate with the Security Risk Management Advisors in Mogadishu regarding any
development or incidents impacting operations in Somalia
Tasks
1. Provide advisory services
Staff Information & Mission Monitoring
➢ Create occurrences log of the day to monitor staff presence and daily vehicle movement
➢ Update the weekly EVAC list
➢ Process and monitor Field Trip Request and approve them with the support of the
National Risk Management Advisors (NRMAs)
➢ Update and monitor the Core Team Planner and monthly staff list and share that with
the management team including the SRMA
➢ Update the Somalia and Kenya Somalia staff list with the support of HR and Portfolio
Unit
➢ Implement Operations Room aspects of the GIZ Crisis Management System.

EMNS & Crisis Communication
➢ Coordinate the daily headcount using the EMNS & follow up on non-responders
➢ Update the EMNS distribution groups where applicable
➢ Prepare and follow up the monthly headcount to ensure increase participation rate for
GIZ Somalia portfolio staff.
➢ Send out alerts where applicable under the supervision of SRMA
Media Monitoring
➢ Monitor social media and open-source platforms
➢ Report any developments immediately on the various channels and ensure the SRMA
and Analysis Unit are aware.
➢ Compile and distribute the daily news report
RMO Communication Equipment
➢ Check the functionality of all satphones, guest phones and radios
➢ Liaise with the National RMAs
➢ Update the SRMA on the functionality of all communications equipment
2. Incident Management
➢ Work to support the SRMAs & NRMAs during a crisis or incident.
➢ Assist with updating the occurrence log.
➢ Inform staff by EMNS and distribute alerts to staff under the supervision of the SRMAs
➢ Assist the NRMA and SRMAs where appropriate.
➢ Manage the Emergency Phone and report all relevant calls to the SRMA.
3. Networking and cooperation
➢ Maintains and distributes emergency contact lists for all duty stations cross Somalia
➢ Ensures media, social media and informal information sources are monitored for
issues of relevance to GIZ Project implementation.
➢ Coordinate with the NRMA and SRMAs for security briefings and ensure they are
recorded.
➢ Coordinate with Fleet Management and the NRMA regarding security risks and vehicle
movements.
4. Management and coordination tasks
➢ Check with SRMAs and NRMAs regarding leave planner and ensure the NRMA
planner is updated.
➢ Ensure 24/7 staffing of the Operations Room
➢ Ensure that all Operations Room staff take their leave entitlements.
➢ With the RMA and NRMA ensure the RMO is ready to manage a crisis situation
across the duty station.
➢ Ensure the operations room is clean and tidy and is ready to host a Crisis
Management Team meeting.
➢ Prepare a daily morning briefing for international RMA’s.
➢ If necessary, provide security briefings to duty travellers
➢ Prepare a daily overview of national and international duty travelers.
Other duties/additional tasks
▪ Any other assignment(s) as may be determined by the Senior Security Risk
Management Advisor 

Skills and qualifications

Qualifications
➢ BA in Social Sciences or (equivalent experience in similar roles in UN, INGO).
2. Professional experience
➢ 3-5 years’ professional experience, with at least 3 years’ professional
experience in a comparable position in International Non-Governmental
Organisations (INGO) or Bilateral Organisations.
➢ Demonstrated ability to manage and evaluate staff
3. Other knowledge, additional competences
➢ Very good working knowledge of ITC technologies (related software, phone,
fax, email, VHF radio, the internet) and computer applications (e.g. MS Office)
➢ Fluent written and oral knowledge of English
➢ Native Somali
➢ Willingness to upskill as required by the tasks to be performed – corresponding
measures are agreed with management.
➢ Maintains confidentiality in handling data and information
➢ High commitment to integrity
➢ Calm under pressure, and with a capacity to deal with multiple tasks at once
➢ Willingness to upskill as required by the tasks to be performed - Corresponding

➢ Willing to attend meetings, trainings etc elsewhere in Somalia and Nairobi as
required.
