PROJECT MANAGER, INCLUSION PROJECT

Based in Mogadishu

NGO PRESENTATION

Created in 1982, Handicap International (HI), operating name Humanity and Inclusion, is an independent and impartial international aid organization working in situations of poverty and exclusion, conflict and disaster. Working alongside people with disabilities and other vulnerable groups, our actions are focused on responding to their essential needs, improving their living conditions and promoting respect for their dignity and their fundamental rights. HI was the co-winner of the Nobel Peace Prize in 1997 for its role in the International Campaign to Ban Landmines.

HI started in Somaliland in 1992 by setting up a rehabilitation center and supporting a local NGO, Disability Action Network, in building their capacity and take over the management of the rehabilitation center in Hargeisa, some years later. HI’s strategy in Somalia is to support local and international actors, access to services and advocacy for the rights of persons with disabilities and other disadvantaged groups such as older persons. HI engages with development and/or humanitarian actors through partnership, collaboration and capacity development to promote inclusion, access to and participation of persons with disabilities in basic and specific services as well as in decision making processes that affect their lives. 

HI is implementing humanitarian action projects in Somalia on localization and adaptation of the IASC Guidelines on Inclusion of Persons with disabilities (IASC GL) in humanitarian action for disability-inclusive coordination, data collection and programming. There are offices in Mogadishu, Burao and Hargeisa.

INCLUSION COMPONENT DESCRIPTION

The organization’s inclusion approach in humanitarian action supports humanitarian actors as well as community-based stakeholders to support them for better inclusion of persons with disabilities.

The inclusion approach consists of the following:

Identification of barriers & enablers: Existing checklists and tools developed to identify barriers & enablers in other crisis and aligned to the IASC Guidelines on Inclusion of Persons with disabilities in humanitarian action will be adapted in consultation with persons with disabilities and their OPDs.

Removal of barriers & strengthening of enablers: Subsequently, after barriers presenting high threats and resulting in risks will be successively removed.  This will be happening through setting up a system of disability focal points, and the modification of services delivery modalities and structures. For instance, within WASH the design, construction, rehabilitation, Cash, trainings and information materials will be changed to provide meaningful and safe access. 

Capacity strengthening & Learning processes: To make that change process effective, context and barrier related, tailored trainings & learning sessions will be provided by HI team to consortium partners, based on existing good practices in protection and gender mainstreaming. HI will work closely with the consortium teams to ensure the reduction of barriers and outcomes for persons with disabilities will be effectively measured.

Documentation and Replication: Good practices and lessons learned will be documented; learning outcomes and training tools will be made available.

RESPONSIBILITY OF THE POSITION

ROLE OF THE EMPLOYEE

Based in Mogadishu, with frequent travel to Somaliland, and under the line-management of the Country Manager, the PM will have the following responsibilities.

  1. Management
  • Line-manages the project’s team members
  • Sets individual objectives, evaluates individual performance, contributes towards the professional

& career development of his/her team members, monitors competences

  • Organizes and leads regular team meetings
  • the recruitment and selection of new team members
  • Ensures strict application and respect of the programmer’s Internal Regulations by the project team
  1. Expertise
  • Provides the technical expertise for his/her project
  • Ensures that the activities implemented comply with international technical norms and
  • standards
  • Adapts the project documentation to international technical norms and standards, when
  • necessary
  • Runs technical training for his/her staff when relevant.
  • Is in charge of the technical quality and relevance of project activities implemented within his
  • scope of expertise
  • Ensures technical learning from projects by drawing on lessons learned and good practices
  • Makes sure global and field technical specialists get the information they require and
  • collaborates with Technical Divisions when necessary
  • Adjusts his/her activities to audit recommendations, if applicable

2.2 Helps to coordinate technical professional development and facilitate a community of practice, in

collaboration with Technical Division

2.3 Manages relationships with technical authorities, local partners or other stakeholders

  1. Implementation and Monitoring

3.1 Ensures project implementation, in collaboration with the relevant services and in line with general

standards and procedures

  • Ensures the planning of activities and establishes action plans
  • Ensures that activities are implemented in line with the project proposal and the allocated
  • budget
  • Ensures that activities are implemented according to internal quality and technical standards
  • and, if necessary, proposes adjustment or improvements to help meet objectives
  • Prepares and monitors partnership agreements with implementing partners and other
  • potential partners
  • Ensures the effective implementation and follow up of institutional policies (PSEA, mandatory
  • cross-cutting approaches, etc.) on his/her project
  • Coordinates and collaborates with relevant internal services, especially logistics, RH, finance
  • and technical resources

3.2 Ensures project data management

  • Ensures that the appropriate data collection and management tools are in place on the
  • project, in line with global standards
  • Ensures that data related to the project is collected and compiled in the project database
  • Carries out regular verifications and makes any necessary corrections in the activity database

3.3 Ensures project reporting

  • Monitors the achievement of results and indicators, as per the logical framework
  • Is in charge of producing the appropriate reporting tools: monthly situation report, PM Box
  • Reports regularly to the line manager
  • Writes reports for the funding agencies when relevant and monitors donor deadlines (grants,
  • reporting, audits) concerning the project
  • Guarantees the proper archiving of information

3.4 Prepares and steers project evaluation and capitalization

  • Plans and monitors project evaluations
  • Produces project capitalization and learning from experience material
  1. Influence & Communication
  • Contributes to HI’s external influence by participating in relevant networks
  • Communicates on the project to partners, authorities and stakeholders when relevant
  1. Strategy & business development
  • Contributes to programme or country operational strategy (StratOp)
  • Drafts new project proposals for the continuity or expansion of the project
  • Contributes to the drafting of new proposals for new opportunities

Skills and qualifications

  • Bachelor’s Degree (Master’s Degree is an advantage) on any of the following: Public Administration, Business Administration, International Development, or any related Social Sciences courses
  • At least 5 years’ experience in managing and implementing projects, ideally in humanitarian action.
  • Demonstrated experience of team management, including remote management.
  • Experience of working and collaborating with diverse sets of stakeholders, including disability advocacy, groups, government agencies, employers’ organizations and civil society organizations including persons with disabilities.
  • Experience in cluster representation in various working and forums e.g. clusters
  • Proficient skills in technical writing
  • Excellent in spoken and written English,
  • Proficient in using computer programs (Word, Excel, Power Point, Publisher, etc.)
  • Experience working with an INGO/NGO

Conditions

  • Status: Service contract with salary according to experience
  • Start: June 2023
  • Duration: 12 months (possible extension, linked to final confirmation on funding)
