01 About Horn Associates
Horn Associates is an institutional development, policy and management advisory firm with embedded legal expertise,
headquartered in Mogadishu with offices in Nairobi and Hargeisa. Established in 2016, the firm has supported the Federal
Government of Somalia, Federal Member State administrations, regulatory authorities, United Nations agencies and
development partners, including the World Bank Group and the African Development Bank, for a decade.
02 The Opportunity
Horn Associates is assembling a multidisciplinary team of six technical experts whom it is considering for an up-coming
assignment in Somalia concerning legal and regulatory reform at the federal and Federal Member State levels. The duty
station is Mogadishu, with travel within Somalia; the assignment has an indicative duration of up to twelve months; and
the engagement of the selected experts is subject to confirmation of the assignment. Further particulars will be disclosed
to shortlisted candidates in confidence.

04 Requirements Common to All Positions
Fluency in English, written and spoken; familiarity with Somalia’s governance and legal context or comparable contexts;
availability to be based in Mogadishu and to travel within Somalia; and commitment to the firm’s standards of integrity,
