Job description

Position Title: Protection Project Manager

Line Manager: Program manager 

Duty station: Mogadishu 

Duration and type of contract: 12 months, 31 December 2025 (1-year renewable)

 

About HURDO

The Humanitarian Umbrella for Relief and Development Organization (HURDO) is an independent, nongovernmental, non-profit and non-political organization established to advocate for the protection of human rights, save and improve lives of most vulnerable, poorest and marginalized families affected by poverty and/or crisis, eradicate poverty and empower women and children to reach their full potential. HURDO is a women-led organization registered in Somalia in 2014 with this purpose.

HURDO's HQ office is located in Mogadishu and it has a field office in Baidoa, SWS. HURDO works directly with communities and families by supporting them in addressing the myriad of threats and risks to food and livelihood security by facilitating the implementation of an integrated livelihood support and resilience program.

  1. Primary purpose of the position

The Project Manager is a pivotal role within the organization, responsible for overseeing the end-to-end planning, implementation, and successful completion of HURDO's key projects and initiatives. Serving as the central point of coordination and accountability, the Project Manager ensures project is delivered on time, within budget, and in alignment with the defined scope and quality standards.

 

Specific responsibilities:

  • Contribute to the development of the Project strategy, project proposals, and provide input on identified needs and gaps.

  • Adhere to HURDO policies, guidance, and procedures.

  • Ensure that projects prioritize and reach beneficiaries with the greatest protection needs, while continuously exploring and assessing new and improved approaches to assistance.

  •  Actively promote and share ideas for enhancing activities and implementing necessary changes.

  • Maintain effective liaison and collaboration with relevant local authorities and other key stakeholders.

  • Advocate for the rights of internally displaced persons (IDPs) and returnees in alignment with the overall advocacy strategy.

Main tasks:

Project Coordination and management

  • Establish and maintain a close working relationship with the government institutions at National and Federal Member States of Somalia.

  • Lead the execution of the project per the approved project proposal and manage the day-to-day activities of the project, coordinating among others, Project coordinators, long and short-term consultants.

  •  Work with Operations and Administration to seek administrative, logistics and financial support to project activities.

  • support the establishment of the Project Technical Steering Committee and the Organization of its meetings.

  • Lead/contribute to the facilitation of stakeholders’ consultation workshops and writing workshops reports.

  • Lead/contribute to the capacity building activities of the project.

  • Lead the enhancement of the knowledge sharing platform, including engagement with relevant stakeholders, and conducting consultation workshops.

  • Contribute and support the implementation of the project output.

  • Lead/contribute to writing the technical reports.

 

Project Monitoring, Reporting and Evaluation

  • Prepare and submit monthly, Quarterly, Bi-Annual and Annual project implementation progress updates.

  • Coordinate project evaluation and audit when requested whenever necessary with MEAL and Finance teams respectively.

Team Management

  • Lead, mentor and provide technical guidance to the coordinators

  • Provide capacity building and day-to-day coaching on program management to project staff.

  • Other leadership and management tasks are explained in a general Management ToR that applies all HURDO supervisors and leaders.

Accountability, Safeguarding and CRM

  • Ensure quality and accountability in Project and support Core Humanitarian Standard on Quality and Accountability (CHS) accountability mechanism including roll-out of CRM on the project

  • Champion safeguarding practices across the country program.

  • Provide ongoing coaching and mentoring of project teams on safeguarding.

Other 

  • Other duties as assigned by the supervisor  

  • Representation of HURDO Protection in relevant meetings as delegated by supervisor/management

  • Participate in needs assessments, field support visit

Skills and qualifications

 Skills and Qualifications

  • Minimum of a master’s degree from an accredited university in social science, Human Rights, International Law, International Relations, Public Administration, or related field and/or a specialization in Governance, Rule of Law, Peace Building and reconciliation or Public Policy Analysis.

  • Technical diploma or university degree in social work, human rights, or related degree preferred

Required Languages – English and Somali language abilities required.

Travel - Position will be based in Mogadishu Somalia. Must be willing and able to travel up to 30% to project field locations, as security conditions permit.

 

Knowledge, Skills and Abilities

  • Observation, active listening and analysis skills with ability to make sound judgment

  • Good relationship management skills and the ability to work closely with local partners and community members

  • Attention to details, accuracy and timeliness in executing assigned responsibilities

  • Proactive, results-oriented and service-oriented

  • Experience in participatory action planning and community engagement.

  • Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint).

  • Demonstrated commitment to respect, equity, diversity and inclusion including gender equality

Generic professional competencies for this position:

  • At least three years of professional experience in the humanitarian sector with international organizations

  • At least two-year experience implementing social work, case management support in humanitarian setting 

  • Strong understanding of humanitarian response architecture, particularly in terms of services and humanitarian protection
