1-  Role

The position exists to improve the operational efficiency of the Statistics Division. This position primarily works with a group of statistical professionals, providing highly technical solutions to the division's needs, managing various assignments within the Statistics Division, and assisting the division head with activities such as survey design, compilation of external sector data, real sector data, monetary data and government statistics within and outside the bank.

In pursuant to Article 5(h) of the CBS Act, the CBS “Shall compile, analyse, and publish the monetary, financial, balance of payments statistics and other statistics covering various sectors of the national economy”. Thus, the Statistics Division is required to play a pivotal role in government policy advice and the pursuit of price and financial stability policies.

2-  General Description

The Statistics Division has responsibility for collecting (i) data on prices and the real economy and access to primary data relevant to the conduct of monetary policy; (ii) data on the balance of payments in fulfilment of the CBS’s expertise in collecting and publishing this part of national statistics; and (iii) data on the banking, monetary and financial system required for maintaining prices and financial stabilities.

3-   Main Duties and Responsibilities

Participate in preparing methodologies for the collection and abstraction of data from multiple sources including those related to the balance of payments.

Assist in the review and provide instruments for quantitative data collection and sampling strategy, and develop parts of data analysis plan

assists the population of statistical data needed for the preparation of the annual report, production of statistical bulletins and contribute the production of statistical data on various economic indicators.

Ensures a broader and appropriate range and depth (quality) of economic output in support of the CBS’s work.

Assist the compilation of Real sector data (CPI, Inflation, GDP and other domestic production.

Assist in the compilation of Monetary and financial statistics data

Assist in the collection and compilation of external sector statistics data.

Education:

A bachelor’s degree in Statistics, Economics or related field from a recognized institution.

Master’s degree in Statistics, Economics or related field will be an additional advantage.

Experience:

At least 3 years of experience in the fields of Statistics, Economics/Finance, data collection, compilation and dissemination, or equivalent with a reputable organization.

Language:

Operationally fluent in both Somali and English (both speaking and writing)

5-  Functional and Organizational Skills

Strong data compilation skills and able to adopt international data dissemination standards.

Possess strong analytical skills (qualitative and quantitative). Critical thinking skills relevant to data issues.

Strong in data collection, and data processing procedures. High level of integrity and honesty.

Strong commitment to the vision of the CBS. Elevated sense of security and confidentiality.

Detail-orientation, problem-solving skills, and evidence of task completion.

Behaves consistently in accordance with CBS code of conduct/ethics and ensures that the behaviour of others is consistent with these codes.

Can establish and maintain positive working relationships with other partners both internally and externally.

Possess effective oral, and interpersonal communication skills.

Must be willing to undergo further training so technical aptitude is required.

Language:

Operationally fluent in both Somali and English (both speaking and writing)

Computer Skills

Documented experience with relevant business applications and familiarity with PC software applications.

Excellent computer skills including database management and proficiency in standard statistics tools (particularly E-Views), STATA and high proficiency in Excel.
