Job Title: Shipping Officer – noa

Contract Type/Grade: Fixed-Term NOA

Duty Station: Mogadishu

Contract Duration: 12 months - Renewable.

KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority)

•       Provide specialised expertise, technical support and advice, in order to support shipping projects and activities, following standard processes and contributing to effective shipment operations.

•       Coordinate shipment monitoring at load and discharge ports, ensuring corporate systems are regularly updated with shipment progress, high quality of information and reporting and resolution/escalation of issues encountered.

•       Monitor complex budgets, raise Purchase Orders and verify invoices, following processes and procedures, and updating the relevant corporate systems at all stages, to support the planning and settlement of shipments.

•       Conduct research and analysis on a range of data and produce substantive reports providing insight and recommendations to Shipping Officers to enable informed decision-making.

•       Design, develop and oversee the maintenance of databases and records, ensuring that information is accurate, organised, and available for others to access, and supports reporting requirements.

•       Participate and support Shipping Officers in risk mitigation activities, as well as in the creation and monitoring of risk registers including checking and verifying shipment data and/or documents, identifying and resolving risk-related issues, escalating them to the supervisor and suggesting risk-mitigating measures.

•       Act as an escalation point, liaising with suppliers and providing solutions to complex operational issues, using initiative and following process, to ensure timely resolution of problems.

•       Contribute to negotiations of ocean transportation arrangements or solutions with vessel owners and/or container shipping lines by collating and presenting relevant information, to ensure cost-effective and efficient shipment operations.

•       Collaborate with internal counterparts to align procurement activities (e.g. co-representing Shipping at Procurement Committee, Supply Chain or other meetings) with wider programmes, ensuring that Shipping requirements and constraints are communicated/understood for effective and coherent Supply Chain arrangements.

•       Provide recommendations and analyses in support of process reviews, and improvements in methods and practices used within shipping, in order to maximise efficiency and effectiveness of the service.

•       Manage a small team of staff, providing advice, guidance and training, to ensure individual and team objectives are delivered toagreed standards and deadlines.

•       Follow standard emergency preparedness practices to support WFP to quickly respond and deploy food and needed resources to affected areas at the onset of the crisis.

Skills and qualifications

Education: Advanced University degree in Transport Economics, Supply Chain, Shipping, Logistics or other relevant field, or First University degree with relevant logistics qualifications or additional logistics experience in port, freight forwarding and shipping operations.

Experience: At least one (1) year of professional experience with Advanced University OR first University Degree with a minimum of two (2) or more years of experience in shipping/ ocean transport. Experience in performance monitoring and analyzing supply chain data related to contracts and shipments, payments, pipeline information, insurance claims and/or food stocks, including trend analyses. Experience in budget monitoring and reporting. Experience in compiling contract documentation. Experience in supervising / reviewing the work of staff in lower grades.

Language: Fluent knowledge (proficiency/level C) of English and Somali language.

Other Knowledge and Skills Required:

•       Solid knowledge of shipping operations, port procedures, and international freight regulations.

•       Understanding of customs clearance, import/export processes, and transport documentation.

•       Strong coordination, planning, and analytical skills to manage shipping activities effectively.

•       Proven communication and stakeholder engagement skills, including negotiation with service providers.

•       High attention to detail and accuracy in documentation and reporting.

•       Proficiency in Microsoft Office and logistics-related IT systems
