Job description

1. Purpose of the Consultancy

In the context of the WHO Health Information Unit, at the country level, the incumbent will be responsible for managing GIS systems, collect, analyze, update, and maintain geospatial datasets, coordinate field data collection, create maps and other cartographic products, as required; to enable team leads within the Health Information Unit and health cluster partners to take strategic decisions.

2.       Background

The mission of WHO’s Health Information Unit (The Programme) is to help countries, and to coordinate international action, to prevent, prepare for, detect, rapidly respond to, and recover from outbreaks and emergencies.

 In order to achieve this, WHO CO is seeking to hire a consultant to engage with the implementing agencies, donor and stakeholders of the HIS to develop a situation analysis mapping all the current and expected challenges of the program, and developing detailed action plans.

The Analysis will serve as a benchmark for the final evaluation of the success of the program. 

 

3.       Planned timelines (subject to confirmation)

Start date:  01/07/2025

End date: 31/12/2025

 

4.       Work to be performed

Output 1: Provide technical support to the incident management team in developing effective tools and processes to collect, manage and combine spatial datasets.

Deliverable 1.1: Conduct geospatial analysis on collected datasets; create maps, infographics, and other cartographic products on a regular and ad-hoc basis; in response to functional team leads’ technical needs.

Deliverable 1.2: Standardize and clean geospatial datasets and associated attributes across incident management system specific datasets.

Output 2: Lead field data collection efforts as necessary using different data collection techniques such as mobile data collection devices and applications.

Deliverable 2.1: Develop the tools for loading/transferring GIS data between different systems; design and maintain the structures necessary for GIS data storage.

Deliverable 2.2: Manipulate presentation of geographical information by creating programs to convert GIS information from one format to another.

Deliverable 2.3: Adapt tools to join together different GIS datasets and create new information or investigate patterns, e.g. estimating the number of people affected by the incident

Skills and qualifications

Qualifications required:       

Minimum first university degree for lower end of range in geography, cartography, GIS, information management, engineering, geometrics, computer, or earth sciences from an accredited/recognized institute.

Desirable

Postgraduate courses in GIS.

 

- Experience required:

5 to 6 years of relevant experience combined at the national and international levels in GIS management, using different GIS tools such as QGIS, other open sources, GIS software and/or ArcGIS Online. Experience in supporting field data collection in emergency or humanitarian context.

Desirable:

• Excellent data management skills and experience working with datasets in multiple formalities including shapefile, geodatabase, CSV and XLS.

• Advanced ability to design, manage, analyze, and coordinate complex information system projects, computer-based applications and databases, web-based tools.

• Strong presentation skills.

• Proven ability to translate requirements into working solutions.

• Demonstrated ability to analyze data and statistics.

 

- Skills / Technical skills and knowledge:

o   Very good report-writing skills (in English);

o   Strong analytic skills;

o   Excellent communication and time-management capacity;

- Language requirements:

Excellent knowledge in English

6.       Place of assignment

The consultant will be working in the Mogadishu WHO CO.

7.       Medical clearance

The selected Consultant will be expected to provide a medical certificate of fitness for work.

8.     Remuneration and budget (travel costs are excluded): 

          Remuneration: Pay band level B- USD 7,000 - 9,980(monthly rate range)
