The Government of the Federal Republic of Somalia has received financing from the World Bank toward the cost of De-Risking, Inclusion and Value Enhancement of pastoral economies in the Horn of Africa Project (DRIVE) and intends to apply part of the proceed for consulting services.

The objective of this consultancy service is to develop a comprehensive and effective set of legal frameworks for the Somali Bureau of Standards (SOBS). These legal frameworks should be tailored to Somalia's specific context, considering its economic structure, institutional capacity, and the need for regional and continental integration.

The consultancy service is expected to be conducted over a period of 5 months from commencement.

The Ministry of Finance now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).

Skills and qualifications

The short-listing criteria are as follows:

1.    Core Business: At least 10 years of business operation, Specialization in the design and drafting of legal and regulatory frameworks for quality infrastructure development, expertise in developing national quality policies, laws, and regulations, experience in advising governments on legal reforms related to NQI, Proficiency in designing institutional frameworks for quality infrastructure institutions from a legal perspective, Capacity to conduct legal analyses of existing frameworks and propose practical recommendations for enhancement.

2.    Experience of conducting similar assignments such as strengthening the institutional capacity of quality infrastructure bodies through legal and regulatory reforms and track record in drafting national quality policies, laws, and implementation guidelines (Must have successfully completed such similar projects). The Consultant shall provide the name and contact address of the Client (office and e-mail address and telephone number), date(s) of execution, name (s) of lead and associate firms, contract amount and financing sources.

3.    Familiarity with the Somali legal system or substantial experience working within similar legal and socio-political environments including developing countries experience.; and

4.    The technical and managerial organization of the firm. (Provide only the structure of the organization). Do not provide CVs of staff. Key experts will not be evaluated at the shortlisting stage

The attention of interested Consultants is drawn to paragraphs 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Financing - Goods, Works, Non-Consulting and Consulting Services dated July 2016 and revised in November 2017 August 2018 and November 2020, (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualification but should indicate clearly whether the association is in the form of a joint venture and/or a sub consultancy. In case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Quality and Cost Based Selection(QCBS)  method set out in the World Bank’s Procurement Regulations.
