Role Overview:
This position of Monitoring and Evaluation/HMIS Manager is to improve and boost ALIGHT ’s quality monitoring and implementation intensity, through regular monitoring, coordination, and continuous support the project team. The MEAL/HMIS Manager will ensure that the program or project adheres to relevant legal regulations, consortium standards and organizational policies. She often conducts regular inspections to detect areas that violate the guidelines and initiates corrective measures. The MEAL/HMIS Manager will report to Director, Somali Program.
PRIMARY DUTIES/RESPONSIBILITIES
Field Monitoring and Quality Assurance
- Providing oversight for a program’s planning, evaluation, knowledge management, monitoring and evaluation.
- Identifying performance indicators and developing quality assurance strategies throughout all programs.
- Lead and support all M&E activities for assigned grant(s)/project(s) including monitoring data quality, tracking the progress of activities and reporting over them, periodically.
- Conducting regular field monitoring visits to ensure program activities are running in line with the set M&E frameworks.
- Initiate and lead ALIGHT ’s own needs/situational assessments and project impact studies.
- Coordinate, closely follow and share in short and usable fashion, reports produced by the assessment specialized agencies.
- Establish or identify suitable indicators for the program, coordinating with the current and ongoing activities.
Supporting grants and program development
- Support project/program staff on ways to properly document, organize and capture all project related documents.
- Draft tools and their revisions as well as data collection procedures (e.g. logical framework, project performance tracking, indicators, data flow chart, and M&E manuals).
- Review the performance of existing management information systems to help identify potential modifications or resources.
- Closely track and follow up humanitarian situation reports and support with the senior management and program development team.
- Assist Program Development in establishing log frames, M&E work plans, and targets during the drafting donor project proposals as well as throughout project implementation.
Internal Reporting
- Feed monthly (weekly if necessary) reports to the area managers and program development coordinator, addressing current and quick updates regarding M&E highlights in the programming.
- Handle the monthly/quarterly reports of corporate M&E requirements including OTS and Global Health Indicators.
- Support area managers in producing timely and fashionable reports to ensure high quality reports are submitted on time for the grant/program.
- Contribute in the production of promotional and visibility materials with the communications team.
- Establish and improve community feedback mechanisms.
- Support the communication and Reporting of other ALIGHT respective offices.
Staff Capacity Building
- Build the capacity of the relevant program staff in M&E guidelines/requirements, prober documentation, data collection and report writing.
- Trains program employees, maintain contact with program partners and ensures all program aspects comply with institutional requirements and contributing to staff capacity building initiatives as necessary.
- Propose strategies to increase data use and demand amongst Program staff.
- Share with the program teams lessons from the previous implemented projects so to improve the current and upcoming.
- Highlight training gaps and provide training for improving efficiency of groups and improved documentation.
Skills and qualifications
Qualifications:
- Master’s degree in a field related to international development.
- At least 3-5 years of managerial experience with an NGO (experience with INGO preferred); in addition to significant MEAL experience.
- Familiarity with principles and current approaches to MEAL of development programs using both quantitative and qualitative methods, especially those of USAID, WB, BHA GPE, UNICEF, WFP etc.
- Experience with participatory MEAL systems
- Proficiency in database development/management, SPSS, EPI-Info, Access, Excel and skills in analyzing, interpreting and communicating information to various stakeholders.
- Experience using ICT for data collection and information visioning and mapping using GIS
- Significant experience in conducting quantitative and qualitative assessments and surveys (including sound understanding of sampling issues)
- Experience using appreciative inquiry and conflict sensitivity techniques.
- Experience with facilitation, capacity strengthening and partnership building, with the capacity to empower staff through opportunities for growth & development.
- Ability to transfer knowledge through formal and informal training.
- Supervisory experience and management and team building skills.
