Position Title: Monitoring Evaluation Research & Learning (MERL) Coordinator
Location: Mogadishu, Somalia

Project Summary:
The USAID/Somalia Bar ama Baro, BAB “Teach or Learn” Program works to increase access to quality education for a targeted number of out-of-school children and youth (ages ~8-17 years) in specific regions of Somalia. The program will work to increase student enrollment in accelerated basic education (ABE) program sites, improve quality of education and enhance the Federal Government of Somalia (FGS) Ministry of Education, Culture, and Higher Education’s (MoECHE’s) capacity to regulate them.
Position Summary:
The Monitoring Evaluation Research & Learning coordinator will be responsible monitoring systems including data collection, analysis and review. Work closely with the Monitoring, Evaluation, Research and Learning (MERL) Director for BAB Project MERL activities and data management. Coordinate monitoring activities and inputs required of other team members.
Primary Responsibilities:
- Support and Coordinate all assessments and impact evaluation activities that will be carried out by project partners or individual consultants. The impact evaluation includes a mix of quantitative and qualitative assessments at BAB targeted districts/communities, learner individual level assessment (baseline, midline, end line) and USAID third party monitoring on the project activities.
- Coordinate with MoECHE and State Ministries of Education personnel on project periodic monitoring and evaluation and EMIS personnel on data integration.
- Capacity build MoECHE regional staff (REO, DEO and Supervisors) on BAB data collection approaches.
- Collaborate with the Monitoring, Evaluation, Research and Learning Director to analyze project monitoring and evaluation data and contribute to on-going learning throughout project implementation.
- Coach and train project regional M&E staff and partners in quality control and supervision of monitoring data collection in field.
- Provide technical supervision to regional M&E Officers, including recruitment and performance management, developing, and implementing trainings and on-going professional development activities, and motivating staff performance.
- Manage and populate Creative MEDAL database by consolidating data from all project field sites, cleaning data and conducting data verification checks on a regular basis.
- Participate in the development of the program implementation strategy, annual work plans and other program implementation and monitoring plan documents.
- Work closely with project partners and follow up on project activities report.
- Contribute to donor weekly, quarterly, and annually reports as it concerns M&ER activities, lessons learned and challenges from the project implementation and
- Perform other tasks assigned by the immediate supervisor.
Reporting & Supervision:
The MERL Coordinator will report directly to the MERL Director. The position will supervise and be programmatically supported by a district-based staffs for M&E.
Skills and qualifications
Required Skills and Qualifications:
Master`s degree and Bachelor`s degree in International Development/ Statistics or related field is highly preferred.
- Minimum five (5) years’ experience in MERL and four (4) years of general work experience or other relevant fields.
- Demonstrated experience in MEL report writing.
- Knowledge of USAID Rules and Regulations, previous experience working on USAID-funded projects is preferred.
- Excellent record keeping, and documentation skills are required.
- Good communication and interpersonal skills.
- Verbal and written working proficiency in English; and
- Must be legally authorized to work in Somalia.
- Must have exceptional oral and written communications skills
- Must be able to demonstrate leadership and team-building skills
- Must be able to engage positively and productively with a diverse population of team members, stakeholders and government counterparts.
- Must have a valid Somali passport, or at least valid Somali national ID card and work permit, or obtain within 90-days of contract signing, to facilitate living and working in Somali and work- related travel throughout BAB Program area of implementation.
