1. Background: The Republic of Somalia has received financing from the World Bank towards the cost 

of the Somalia Capacity Advancement, Livelihood and Entrepreneurship, through Digital Uplift Program 

(SCALED-UP) project; and intends to apply part of the proceeds of the above project to finance the 

Consultancy Services to support the development of core institutional and operational frameworks, 

processes, and procedures that will help ensure that it can deliver on its mandate in an inclusive, trusted, 

and efficient manner by developing Standard Operating Procedures (SOPs) and a Service Charter and 

Board Charter to enhance NIRA’s efficiency and service delivery. The consultant will facilitate interdepartmental

coordination, ensuring operational consistency across all functions.

2. Responsibilities: The consulting firm will conduct a gap analysis of existing SOPs, updating them in 

line with best practices. It will analyze workflows and inter-departmental interactions to identify 

inefficiencies or redundancies that may hinder NIRA’s service delivery. Based on these findings, the firm 

will develop clear and consistent SOPs to enhance operational clarity across NIRA’s core management 

teams, departments, units, sections, and cross-cutting activities. The firm will train NIRA staff on the new 

SOPs, their implementation, and future updates. The firm will also analyze NIRA’s existing institutional 

structure, ensuring alignment with its mandate and objectives. It will also develop a Service Charter that 

defines NIRA’s commitment to service delivery and outlines expected service standards and design a 

Monitoring, Evaluation, Accountability, and Learning (MEAL) framework aligned with NIRA’s strategic 

objectives to support continuous improvement and effectiveness. All other specific tasks detailed in the

Duration: The firm is expected to complete the proposed assignment within 5 months.

Skills and qualifications

The Ministry of Finance now invites eligible consulting firms (“Consultants”) to indicate their 

interest in providing the Services. Interested Consultants should provide information 

demonstrating that they have the required qualifications and relevant experience to perform the 

Services (brochures, description of similar assignments, experience in similar conditions, 

availability of appropriate skills among staff etc.). The shortlisting criteria are as follows:

1. Core business of the firm; Minimum of 10 years of experience in organizational 

development, Reform Management, Strategic planning public administration or a closely 

related field

2. Specific experience in successfully implementing similar assignments. (The firm must have 

proven experience in institutional reviews, strategic planning, and SOP development, with at least 

two similar projects in the last five years. Expertise in government and multilateral engagement is 

essential). The Consultant shall provide the name and contact address of the Client (office and email

address and telephone number), date(s) of execution, name (s) of lead and associate firms, 

contract amount and financing sources.

3. Experience of relevant services in an environment similar to that of Somalia and

4. Technical and managerial organization of the firm (provide only the structure of the 

organization). Do not provide CVs of key staff. Key experts will not be evaluated at the 

shortlisting stage.

5. Attention of interested Consultants is drawn to section III, para 3.14,3.16 & 3.17 of the World 

Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Projects Financing 

Goods, Works, Non -Consulting and Consulting Services dated in September 2023 (“Procurement 

Regulations”), setting forth the World Bank’s policy on conflict of interest. 

6. Consultants may associate with other firms to enhance their qualification but should indicate clearly 

whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint 

venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if 

selected

7. A Consultant will be selected in accordance with the Consultant Qualification Selection (CQS) 

method set out in the Procurement Regulations.
