- Background
The Groundwater for Resilience project (GW4R) is intended to increase sustainable access and management of groundwater as a key contributing factor to enhanced climate resilience of targeted communities. The project will strengthen the foundations for regional approaches to resilience building through an improvement of the knowledge base and institutional capacity related to sustainable groundwater access and management.
Strengthening the region’s capacity to assess, develop, monitor, and sustainably manage groundwater resources play a vital role in the ability of vulnerable communities to cope with and adapt to the effects of climate shocks. The GW4R project initially focuses on three countries -Ethiopia, Kenya, and Somalia – and Somaliland and the Intergovernmental Authority on Development (IGAD) for the regional integration. Activities for all countries are aligned under two main components: (i) delivering inclusive groundwater services to priority areas and, (ii) generating groundwater information and strengthening regional and national groundwater institutions.
The Somalia GW4R project is titled Abaar-Tir, a US$30 million operation that will support the Federal Government of Somalia (FGS) and Somaliland, specifically engaging the Ministry of Energy and Water Resources (MoEWR), and the Federal Member States of Galmudug, Hirshabele, Jubaland, Puntland and South-West States, and Somaliland. Abaar-Tir is intended to strengthen sustainable management of groundwater and to ensure that the resource is available to people and communities, sustainably used, and fostering economic growth over time, also long after the project is concluded. Abaar-Tir consists of three main components: (1) build and rehabilitate infrastructure to improve groundwater supply and use; (2) building the institutional capacity and knowledge system of federal and member states to implement the project; and (3) project management and to arrange internal knowledge management and learning. Each component is subdivided into several sub-components and linked activities.
MoEWR has established a National Project Coordination Unit (NPCU) to carry out the day-to-day project planning, coordination, and management. The NPCU will be headed by a Project Coordinator. In each Federal Member State, and in Somaliland, a Project Implementation Unit (PIU) is established to implement investments in enhanced groundwater supply and community services.
- SCOPE OF WORK AND RESPONSIBILITIES:
The Project Coordinator will be the primary interlocutor for the project within MoEWR, ensuring that close collaboration exists with the ministry’s External Assistance Fiduciary Section (EAFS) Unit, relevant line ministries, Federal Member State Governments and Water Ministries, the World Bank, and all other engaged and contracted partners. The PC will ensure that the project is implemented in compliance with the stated project objectives and planned results, that all fiduciary and safeguards requirements are followed, and for reviewing and approving all reporting on the project within the Ministry and with the World Bank. The PC shall ensure active engagement with regional partners, other ministries, Member States, and administrative districts in the implementation of the Project. The PC will undertake the role and responsibilities as set out above and as defined in this document.

Skills and qualifications
- SELECTION CRITERIA:
The candidate should have the following desired qualifications and experience:
- Masters Degree from recognized University in a relevant field such as Hydrology, Geology, Civil or Water Engineering, or a related descipline. Training/professional certifications in project management would be advantageous.
- Eight (8) years of relevant working experience in programming development projects specially those related to water resources management. Experience with multilateral development institutions and in fragile contexts would be advantageous.
- Familiarity with environmental regulations and permits related to groundwater projects.
- Effective communication skills to engage with stakeholders, including clients, government agencies, state governments, community members, and other project team members
- Ability to lead and motivate a team of professionals involved in groundwater projects, ensuring effective collaboration and effective and efficient work flow.
- Experience in creating and managing project budgets, ensuring resources are allocated appropriatelyand costs are controlled.
- Strong organizational skills to meet project deadlines and effectively priotize tasks.
- Track record of successful planning, coordination and/or management of projects with a focus on donor, government and/or private sector stakeholder’s engagement
- Understanding of Somalia’s unique context
- Knowledge and understanding of World Bank policies, government policies, regulations and practices
- Readiness to work in multi-cultural and fast – paced environment meeting tight deadlines
Personal qualities
- Fluency in written and spoken Somali and English;
- Excellent computer skills in full Microsoft office suite (excel, word and PowerPoint);
- Ready for flexible working hours and extensive work-load as well as frequent field travel to support project implementation at Member State and community level.
- Strong communication and inter-personal skills and ability to work within and build a team environment, ability to provide both detailed and strategic analysis, ability to work effectively and harmoniously within a multi layered work environment;
- A drive for results in a very high-volume, quick-paced programme environment, creativity and analytical capability required to respond to evolving programme demands and current events; strong analytical and technical report writing skills.
- Reputable person with good ethical and moral character
Good understanding of local political economy and proven capacity for relevant intellectual and operational leadership in development work, particularly for community-based development;
- REPORTING
- Ensuring the NPCU prepares progress reports, both narrative and financial, for consideration by the World Bank; Ensure, delegated to Finance Specialist, disbursement and commitment updates timeously as requested by the World Bank
- Deliver high-quality reports as required by MoEWR, funding agency and other partners;
- DURATION:
The duration for the assignment is initially for one (1) year period with an extension based on project duration, availability of budget and satisfactory performance.

The Consultant will be selected in accordance with the Individual Consultants Selection method set out in the World Bank’s Procurement Regulations.
