Job description
TITLE: Finance Coordinator- MoLSA/SAGAL
TEAM/PROGRAMME: SAGAL
LOCATION: Ministry of Labor and Social Affairs, Mogadishu, Somalia.
GRADE:3
CONTRACT LENGTH: 1 year
CHILD SAFEGUARDING:
Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff
ROLE PURPOSE:
Seconded to the Ministry of Labor and Social Affairs- the role holder will provide timely financial management support to the ministry in ensuring the project activities implementation and financial liquidations are compliant and in conformity with donor guidelines and the provisions of the sub grant agreement. In particular the role holder will ensure:
· Support in building awareness on donor conditions with MoLSA staff under SAGAL
· Proper budget management and timely liquidations achieved as per the work plans and provisions of the Sub award agreement (SGA).
· Timely and accurate financial reporting
· complete and accurate up to date records are maintained for the project expenses
SCOPE OF ROLE
Reports to (Operationally): Director General (MoLSA).
Reports to (Technically): Finance Manager (SCI).

Dimensions:
Save the Children operates across all zones in Somalia and currently has three main area offices and additional 11 field offices. Programmatically Somalia is a large Country Office with more than $110million annual budget and staff over 650 staff
KEY AREAS OF ACCOUNTABILITY:
· Responsible for monthly work plan by ensuring all tasks are conducted timely and accurately
· Support budget monitoring ensuring any variance is addressed timely
· Ensure a strong system of controls and compliance, including adequate segregation of duties, are in place and advise/train the project staff on the same in every stage of the project implementation.
· Act as the focal person between MOLSA and SCI and ensure all project correspondence is relayed to the relevant staff
· Ensure the required minimum supporting documentation for the various categories of project expenses as stipulated in the SGA is maintained and accessible on request.
· Ensure timely and seamless flow of project funds by maintaining accurate and timely cash flow and forecast
· Timely liquidation and reporting of all of project expenses in accordance with the provisions of the SGA
· Timely response and addressing of all queries and comments raised by SCI during the review of the MOLSA liquidated expenses
· Training and capacity building of all project staff on the finance procedures as well as donor rules and regulations as stipulated in the SGA.
· Plan and assist all necessary Project audits and ensure a clear audit trail of project expenses are maintained
· Support in implementation of auditor's recommendations, in coordination with other project staff and management.
· Carryout spot checks and field visits to support the field finance teams.
· Perform any other related duties as required

QUALIFICATIONS AND EXPERIENCE
· A University degree in Commerce, Accounting, or finance from a recognized University.
· A master’s degree on the same is desirable
· 3-4 years’ experience working in similar role in an INGO, UN or with the government
· Must have a practical experience in Somalia government financial systems and processes.
· Demonstrate high level of computer skills especially in Ms Excel, spread sheets, Ms Word packages
· High level of integrity and ability to work as part of a professional team
· Ability and willingness to work under high pressure to meet tight deadlines
· Good communication and interpersonal skills
· Supportive personnel management style
· Good command of written and spoken English
