Job description

JOB TITLE:  Area Supply Chain officer

TEAM/PROGRAMME: Supply Chain

LOCATION:  Mogadishu

GRADE:  4                           

TYPE OF CONTRACT:  National

Contract Length: One year

CHILD SAFEGUARDING: 

Level 3:  the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE: 

Under the direction of the Area Supply Chain Manager, the Supply Chain Officer will provide operational and technical support in procurement, asset management, fleet management, and compliance with supply chain policies. The role ensures timely and transparent sourcing, effective contract and supplier management, and supports overall supply chain efficiency across the Southern States, with a focus on maintaining program delivery standards in the area office. 

SCOPE OF ROLE: 

Reports to: Area supply chain Manager

Dimensions: 

Save the Children operates across all zones in Somalia and currently has three main area offices and additional 11 field offices. Programmatically Somalia is a large Country Office with more than $110million annual budget and staff over 700 staff.

KEY AREAS OF ACCOUNTABILITY:

Procurement

  • Manage high value procurement thresholds including procurements of consultancies, CVAs, open tender threshold procurements and similar requisitions as advised by the ASCM for SCI southern states in line with SCI Procurement policies.
  • Technically support field supply chain officers and create pathway of information and processes management to feed area supply chain manager on pertinent information/ procedures within area office.  
  • In coordination with the other area supply chain team, ensure that sourcing projects are initiated for all procurements requiring formal quotations or above in the area office/ field offices for compliance in procedures.
  • Responsible to track sourcing events in all SS in coordination with respective field offices and ensure sourcing processes are completed compliantly.
  • Follow up with the sourcing owners field offices to ensure that the open sourcing events are completed on time, that all suppliers in the Save the Children system apply via ProSave, and that Surrogate bids are minimized for all suppliers integrated into the Ariba system.
  • Ensure that the overall best value for money is achieved through a competitive and transparent procurement process that takes into account quality, efficiency through aggressive negotiation culture SS area and field offices.
  • Ensure that procurement benefits are achieved through competitive processes and negotiations, and coordinate that all benefits achieved in the area and field offices are reported and approved on a monthly basis.
  • Ensure that all procurements in the area offices are conducted in an efficient and transparent manner, in line with procurement policy & scheme of delegation.
  • Provide guidance and support to the programme teams in the area office in submitting annual procurement plans and ensuring that the procurement plans have clear descriptions, and taxonomies and have realistic lead times.
  • Responsible for the management and tracking of high value contracts including creation in ProSave, milestone tracking, unlocking any potential delays while ensuring timely payment to service providers in SS area office.
  •  In coordination with the field supply chain officers, admin staff and procurement team, ensure to spearhead ProSave adoption KPI’s for existing/ new contracts for compliant ProSave undertaking.
  • Responsible for creation of new framework agreement through spend data analysis and review of existing framework data and pass recommendation to area supply chain manager for next course of action.
  • Review the status of all area office procurement requisitions on weekly basis, advice the team to expedite the process where delay exists and ensure that all procurements are completed within the lead-time.  
  • Continuously work towards SS area office supply chain success through innovations, staff capacity injection and field support missions through structured terms of reference in consultation with the area supply chain manager.
  • Support area supply chain manager in the harmonization of supply chain tools and processes within SS area office as required by the supply chain policies.
  • Ensure that all operations relating to the procurement, storage, handling, and distribution of medicines are in line with Good Distribution Practice Regulations.
  • Follow and implement Good Distribution Practice Procedures and report any deviations to the Responsible Person/Quality Manager.
  • Carry out investigations as required by the Responsible Person/Quality Manager.
  • Contribute to the continuous improvement activities for Good Distribution Practice.

Asset Management

  • Ensure that the records of Assets and Equipment for Mogadishu office is maintained and in line with the Assets management policy.
  • Coordinate with the area IT coordinator to ensure that all the changes to the assets & equipment’s locations, conditions are reflected timely and correctly in the Asset Register.
  • Ensure that the assets that are issued to staff are authorised, recorded and necessary paperwork exists as per the policy of Save the Children.
  • Identify assets in bad condition and advise on the next course of action.
  • Ensure all assets are tagged and where necessary advice disposal of obsolete assets for reviews and approvals.

Fleet Management

  • Provide functional support to area fleet focal points on fleet management, ensuring alignment with the fleet policy, associated manuals, and procedures on all fleet related matters.
  • Monitoring driver behaviour and ensuring a high level of customer service is provided. Organize capacity building as required and ensure drivers are aware of the standards, operating procedures, and security of SCI transports.
  • Provide support to the area supply chain manager to ensure that accurate vehicle records are maintained, and that data is entered into the selected fleet management system. Collect and analyse monthly fleet area office reports, review, and correct as necessary before providing them to the country office.
  • Support of fleet management software solutions and training (Profleet) to ensure it is operational and utilised by programs and projects according to requirements, liaising with the country office fleet management focal point to support effective fleet management.
  • In collaboration with the area fleet focal points, ensure that all vehicles receive scheduled preventative maintenance, faults are rectified efficiently, and that all vehicles, including communications equipment, are maintained in a safe and operational condition at all times.
  • Support with the analytics of detailed and timely reports on all aspects of operation, demonstrating complete understanding of the fleet, performance, application and identification of opportunity for delivering better value to SCI. 

Filling and Reporting

  • Implement in each office standard Save the Children supply chain procedures systems and train other supply chain staff in creating and using the filing system.
  • Ensure that Southern state area office monthly supply chain KPI reports are produced and disseminated on time on monthly basis.
  • Ensure that all paperwork is kept according to the policies and procedures of the organisation and filed neatly with supporting documents in respective files.
  • Responsible for pooling of reports and contract management in ProSave and provide timely reports to the supply chain and relevant report user groups.
  • Undertake any other reasonable duties requested by the supply chain manager.

Skills and qualifications

QUALIFICATIONS 

·         Bachelor’s degree in procurement and Supply Chain Management or Business Administration and/or equivalent subject with relevant professional experience

·         Relevant certifications such CIPS are an added advantage. 

EXPERIENCE AND SKILLS

·         Minimum of 3 years of relevant experience working in supply chain, preferably in an INGO/and/or development program, with in depth experience in managing complex sourcing processes and supplier relationships

·         Ideally knowledge of procurement processes, rules and regulations in the INGO/UN System

·         Highly developed interpersonal and communication skills including influencing, negotiation and coaching.

·         Highly developed cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures.

·         Experience in supply chain management in an emergency environment focusing on Procurement,

·         Ability and willingness to dramatically change work practices and hours, and work with incoming surge teams, in the event of emergencies.

·         Willingness to undertake field travel as required and work in difficult environments according to travel environments

·         Fluency in written and spoken English

·         Commitment to and understanding of Save the Children’s aims, values and principles
