TERMS OF REFERENCE
SHORT TERM CONSULTANCY TO SUPPORT THE MINISTRY OF HUMANITARIAN AFFAIRS AND DISASTER MANAGEMENT TO CARRYOUT A STUDY ON GENDER IN DISASTER RISK MANAGEMENT IN SOMALIA

Duration: 45 days

Working with: DRM Staff Members at FGS and FMS levels

- BACKGROUND/INTRODUCTION
Somalia has suffered decades of crisis and shocks that threaten human lives and animal properties. These disasters destroy the livelihoods of the affected communities, it wipes out the agricultural and production, or it leads to animal losses. The collapse of state institutions in 1991 changed the country’s humanitarian status making more people need help. The country has faced the worst forms of droughts accompanied by civil wars and political inability in parallel with droughts, floods also pose a threat to human lives, causing death and displacements in many parts of Somalia. Cyclones and epidemics are greater threats for Somalia’s humanitarian conditions. Due to the combination of various factors, Somalia’s Humanitarian conditions are multifaceted.
Natural hazards, exacerbated by climate change, are a major threat to socio-economic development, limiting gains made through resilience programs. The majority of disasters in Somalia are hydro-meteorological, particularly droughts and floods, and are likely to be exacerbated under climate change. The effects of such natural hazards vary with vulnerability and adaptive capacity. Vulnerability and adaptive capacity differ between women, men, girls and boys, reflecting gender, or the socially constructed roles, behaviors, activities and attributes and social relationships between the sexes. Vulnerability is particularly high among women and girls, reflecting gender roles that find them dependent on natural resources and limited in mobility.
In 2012, the Transition Federal government of Somalia established the Somalia Disaster Management Agency (SODMA) for preparing and mitigation of disasters in the country. Later on, in 2017, the Ministry of Home Affairs and Disaster Management (MoHADM) was established to reinforce the work of SODMA, and also factor in the element of humanitarian affairs.
The Ministry of Humanitarian Affairs and Disaster Management is seeking a potential consultancyfirm to carry out researchonGender in Disaster Risk Management in Mogadishu and FMS regional capitals.The Ministry of Humanitarian Affairs and Disaster Management promotes gender equality in Disaster Risk Reduction and to do that the Ministry initiates to carry out necessary studies and research to inform how to mainstream Gender in DRM. This is done to minimize Gender sufferingduring and after emergencies and disasters.
Astudy on Gender in DRMwill provide a guidance framework that paves the way for a comprehensive strategy to mainstream Gender intoDisaster Risk Management (DRM) cycle and programming and will strengthen national capacities for gender-responsive disaster preparedness, response and mitigation.
- OBJECTIVES OF THE STUDY
- To guide and identify gaps for various capacity aspects of Gender in Disaster Risk Management at all levels of Governmental and Non-Governmental institutions as well as vulnerable communities
- To facilitate and pave the way for future initiatives to mainstreamGender intoDisaster Risk Management
- To identify measures and establish a mechanism to prevent or reduce the effect of natural or man-made disasters on women and girls in Mogadishu and Beydhaba.
- To find out if women are taking part in community-based DRM activitiessuch as; thelocalized disaster risk assessments and monitoring hazard development at the community level
- To find out how effective the early warning informationreaches, understood or is usedby women
- To identify best practice on Gender inDisaster Risk Management in the target communities
- To assess and understand the underlying risk factor for Gender vulnerability in the occurrences of disasters.
- To figure out the best way to improve Gender capacity in disaster preparedness for effective response and recovery at all levels
- To provide strategic recommendations and suggest solutionson gender vulnerability in disasters in the country
CONSULTANCY SUMMARY
The consultancy firm/company will directly report and work with the Department Director of Disaster Risk Management at the Ministry of Humanitarian Affairs and Disaster Management. The main tasks will include;
- Desk review (taking stock of available reference documents that are available) and deliver an inception report. The review process should be comprehensive and detailed.
- Developing (KII and FGD) tools for data collection and inception report that details the proposed methodologies and tools
- Training for enumerators and other key research personnel
- To conduct data collection activities and prepare cleaned transcripts.
- Analyzing qualitative and desk review data using advanced methodologies and techniques.
- Reviewing the policy implementation framework(a separate document) that comes with the policyand include indicators that can lead to achieving both Custom and Global Targets for DRR
- Organise round-table discussions with DRM actors and technical staff members. This session will provide technical know-how and policy measures to address gender in the DRM context.
- Assisting in the facilitation of two days validation workshop after the final document is delivered.
- Assisting the ministry on the Somali language translation of the additional part of the document
- Organize a high-level meeting with the government and thedonor working group to launch the studydocument.
- Other relevant work as needed.
SCOPE OF THE STUDY
The scope of the study will be the preparation of gender study and tool kit for DRM in Mogadishu and Baidoa. The research team are expected to use qualitative and desk review data sources to have a better understanding of gender issues in the context of disaster risk management. The overall duration will be 45 days. The study will utalise FGDs, KIIs, SDR(Secondary Data Review), consultative round-table discusions and high-level meetings to undertake the research exercise.
- PROFILE AND TASKS FOR THE SHORT TERM CONSULTANCY FIRM
This assignment will require the engagement of a firm/company with institutional history and experience including disaster risk reduction and management skills, plan development, public relations/engagementand a background of working in Somalia. Based on the above-stated objectives, the scope will include.
- Familiarizing with the history, vision and mission, and recent work of MoHADM including undertaking consultations with relevant staff of the ministry acquiring their technical support in the process of the study document.
- Ability to understand and capture the current context of Gender including other cross-cutting issues and Gender stakeholders within and outside the government;
- Developing the content of the study document for inception and discuss it with MoHADM and other relevant stakeholders.
- Take stock of the National Policies relevant to the subjectand assess their strengths, weaknesses, opportunities and threats.
- Identifying MoHADM’sGender relevant DRM activities, processes and decision-making structure to recommend required changes to improve their effectiveness and evaluating key strategic objectives, operational approaches, and indicators for successful implementation of Gender in DRM policies and plans;
- With consultation of the assigned MoHADM’sGender focal point and ministry of Gender and Human Rights, evaluate what has been done in terms of context-based approach to advocate including Gender in the decision making.
- METHODOLOGY
The exercise will entail:
- Desk review of available literature and producing a draft inception report/zero draft for further consultations. The purpose of engagement is forward-looking focusing on how things will be done differently and what needs to change to enable this.
- Organize a consultation meeting with key relevant stakeholders from local authorities. Also undertake informal and formal meetings and structured interviews tailored for specific individual stakeholders and teams.
- FGDs and KIIs with potential stakeholders including vulnerable groups, GBV actors, women entities and organisations, government and NGOs.
- Round Table Discussions with the technical staff members from gender and humanitarian stakeholders.
- Production, presentation and review of the study document and identifying the short term and long terms needs in terms of Gender in Disaster Risk Management.
- Preparation of a short video clip about the study to share it with a larger audience.
- Refining the draft incorporating feedback and comments from stakeholders.
- Submission of hard and electronic copies of the study document to the Ministry of Humanitarian Affairs and Disaster Management.
- Contract closure upon confirmation by the ministry that all requirements have been met by the consultant firm.
DELIVERABLES
- Inception Report with Work Plan;
- Presentation of the report during the validation meeting.
- Incorporation of comments and suggestions in the draft report;
- Share finalized and cleaned transcripts in a zip folder
- Report of meetings, exercises, significant events in the process, challenges, lessons learned;
- A final draft of the study report.
- Dissemination of the report to a larger audience.
- INPUTS OF THE MINISTRY (MoHADM)
The Departments of Disaster Risk Management and Admin and Finance will provide:
- Relevant literature or documentation that the Consultants may require;
- Technical comments and feedback on the outputs of the Consultancy;
- Logistical support for convening meetings;
- General oversight in the roll-out of the consultancy
- Relevant literature or documentation that the Consultant firm may require;
- Technical comments and feedback on the outputs of the Consultancy;
Skills and qualifications
- In-depth knowledge of Somalia in general, FMS regions and Mogadishu environs in particular, and its government structures.
- Valid Certificate of registration and Tax Compliance Certificate.
- Demonstrated experience in conducting researchesina similarsubject. Experience in working fragile and conflict zones.
- Excellent communication skills (both Somali and English languages)
- Knowledge of Somali government processes, national strategies, national plans for Gender and international frameworks. Knowledge and experience on the issue of state institutions relevancy to Gender and DRR.
- Proven track-record working with government departments and civil society counterparts over the formulation of previous similar research/studydocuments
