Economic Domain Position – Nagaasho Program

iRise Hub is Somalia’s leading innovation and entrepreneurship center, dedicated to
empowering young people and entrepreneurs through technology, creativity, and
capacity-building. With more than seven years of experience, the hub has become a
trusted partner in fostering resilience and unlocking the potential of Somali youth to
contribute to inclusive economic growth and social transformation.
iRise Hub operates a dynamic, full-fledged incubation centers that serves as a
launchpad for Somali startups and youth-led enterprises. The centers offer aspiring
entrepreneurs not only physical co-working spaces and state-of-the-art facilities but
also tailored programs that nurture ideas into viable businesses. Through structured
incubation and acceleration initiatives, iRise Hub equips startups with mentorship
from experienced professionals, access to technical and business development training,
and practical tools for growth. The hub also provides critical access to finance,
including grant management and investment linkages, ensuring that young
entrepreneurs can secure the capital they need to scale their ventures. Beyond
individual business support, the incubation center fosters a vibrant ecosystem by
facilitating networking opportunities, connecting innovators with industry experts,
government representatives, and development partners.
About the Program
The Nagaasho Program is a four-year initiative designed to strengthen resilience and
prevent displacement in rural communities across Somalia and Somaliland. The
project directly targets 46,000 individuals, at least 60 percent of whom are women, in
high-risk districts of Gedo, Hiraan, Lower Shabelle, Sool, and Sanaag.
Funded under the Danish Somalia Strategic Framework (2024–2028), Nagaasho
focuses on tackling three interrelated drivers of displacement: climate shocks and
weak adaptive capacity, limited economic opportunities, and conflict combined with
weak governance.
The program is implemented through a consortium of partners who bring
complementary expertise. CARE leads on climate and environmental resilience, iRise
Hub is responsible for resilient livelihoods and inclusive economic opportunities,
Saferworld takes the lead on conflict prevention and inclusive governance, while local
partners WARDI and WAAPO ensure strong community-driven and genderresponsive approaches. The World Food Programme, through its IGNITE Innovation
Hub, serves as the knowledge partner, supporting research, learning, and policy
engagement.
The overall objective of the project is to enhance adaptive capacities and strengthen
social cohesion among rural communities that are at risk of displacement. It aims to
achieve this by building gender-responsive resilience to climate shocks, improving
economic self-reliance and inclusive livelihoods, and fostering peacebuilding and
conflict prevention.
The program’s outcomes are focused on ensuring that climate-vulnerable
communities are able to adopt climate-smart practices, that women and youth can
engage meaningfully in food systems, access finance, and develop climate-smart
livelihoods, and that communities are supported to establish inclusive governance and
conflict prevention mechanisms which improve social cohesion.
Through this integrated and community-driven approach, Nagaasho seeks to empower
rural populations—especially women, youth, and marginalized groups—to become
more resilient, self-reliant, and less vulnerable to the pressures that drive forced
displacement.
Senior Project Coordinator
Position Title: Senior Project Coordinator
Location: Mogadishu, Somalia
Reports to: iRise Hub Program Manager – Nagaasho Program
Duration: One year (renewable based on performance and funding)
Role Summary:
The Senior Project Coordinator will lead the implementation of the Economic
Domain activities under the Nagaasho Program in Mogadishu. The role involves
coordinating program planning, execution, monitoring, and reporting, while ensuring
strong collaboration with consortium partners, government institutions, private sector
actors, and community structures.
Key Responsibilities:
1. Program Planning and Implementation
⚫ Support the Program Manager in translating program strategies, objectives, and
results frameworks into practical annual, quarterly, and monthly
implementation plans.
⚫ Oversee the design, planning, and execution of economic empowerment,
livelihoods, entrepreneurship, skills development, and market-oriented
interventions.
⚫ Coordinate the implementation of project activities across targeted locations,
ensuring that activities are delivered according to approved workplans, budgets,
quality standards, and timelines.
⚫ Track implementation progress against agreed milestones, deliverables, indicators,
and targets and proactively identify delays or implementation gaps.
⚫ Support the development and review of activity plans, budgets, Terms of
Reference (ToRs), concepts, training plans, and implementation schedules.
2. Support to the Program Manager
⚫ Provide day-to-day operational support to the Program Manager in managing the
program portfolio and ensuring effective execution of strategic priorities.
⚫ Prepare briefing notes, implementation updates, management summaries, and
decision-support information for the Program Manager.
⚫ Follow up on decisions and action points from program meetings and ensure
timely implementation by responsible teams and partners.
⚫ Support the Program Manager in identifying operational challenges, risks,
opportunities, and corrective actions.
⚫ Act as a focal point for delegated program responsibilities and represent the
Program Manager when formally assigned.
⚫ Contribute to strategic planning, program reviews, proposal development,
resource mobilization, and new partnership opportunities.
3. Consortium and Partner Coordination
⚫ Coordinate closely with consortium partners, including CARE, Saferworld,
WARDI, WAAPO, and WFP Somalia, to ensure alignment of interventions,
implementation approaches, geographic coverage, and program objectives.
⚫ Facilitate regular coordination meetings with consortium partners and maintain
effective communication on implementation progress, challenges, and
upcoming activities.
⚫ Follow up on partner commitments, deliverables, action points, and agreed
timelines.
⚫ Identify opportunities for collaboration, joint programming, learning, and
efficient use of resources among consortium members.
⚫ Support the Program Manager in maintaining strong relationships with
consortium leadership and technical focal points.
4. Field Team Supervision and Technical Support
⚫ Supervise, guide, and support project officers, field teams, consultants, trainers,
and other implementation personnel as assigned.
⚫ Ensure field teams have clear responsibilities, workplans, targets, and
performance expectations.
⚫ Conduct regular implementation follow-up visits and provide technical and
operational support to field teams.
⚫ Monitor the quality, relevance, inclusiveness, and timeliness of project activities
and outputs.
⚫ Identify capacity gaps among field teams and coordinate appropriate coaching,
mentoring, and capacity-building support.
⚫ Promote teamwork, accountability, professional conduct, and effective internal
communication.
5. Private Sector, Market and Investment Engagement
⚫ Lead and coordinate engagement with private-sector actors, financial institutions,
investors, business development service providers, employers, and market
actors.
⚫ Identify opportunities for partnerships that improve access to finance, markets,
technology, skills, employment, and business development services for
program beneficiaries.
⚫ Support the development of private-sector partnerships, MoUs, collaboration
agreements, investment opportunities, and market linkages.
⚫ Facilitate business-to-business networking, investor engagement,
entrepreneurship activities, and market access initiatives.
⚫ Maintain a database of relevant private-sector stakeholders and strategic
partnerships.
6. Budget and Financial Management
⚫ Support the Program Manager in monitoring project budgets, expenditures, burn
rates, and financial forecasts.
⚫ Ensure program activities are implemented within approved budgets and in
accordance with donor and organizational financial procedures.
⚫ Coordinate with Finance and Operations teams to ensure timely budget utilization,
procurement, payments, and financial documentation.
⚫ Review activity budgets and spending plans before implementation and flag
potential variances or financial risks.
⚫ Support preparation of budget revisions, financial forecasts, and donor financial
reporting where required.
⚫ Ensure proper documentation and audit readiness for all program-related
expenditures.
7. Monitoring, Evaluation, Accountability and Learning (MEAL)
⚫ Work closely with the MEAL team to monitor progress against project indicators,
targets, outputs, outcomes, and milestones.
⚫ Ensure field teams and partners collect accurate, timely, and verifiable program
data.
⚫ Review monitoring findings and support the development of corrective action
plans where implementation is below target.
⚫ Contribute to outcome harvesting, beneficiary feedback, lessons learned, case
studies, and program learning.
⚫ Support the Program Manager in using evidence and program data to inform
management decisions and improve implementation quality.
8. Reporting and Documentation
⚫ Lead the preparation of regular program progress reports, implementation updates,
activity reports, donor reports, case studies, success stories, and lessons-learned
documents.
⚫ Consolidate inputs from field teams, technical staff, consortium partners, MEAL,
Finance, and Operations.
⚫ Ensure reports accurately reflect achievements, challenges, expenditures, results,
lessons learned, and next steps.
⚫ Maintain an organized program documentation system, including workplans,
reports, attendance records, activity evidence, partner documentation, and
deliverables.
⚫ Support the Program Manager in preparing donor presentations, briefing
materials, and program performance updates.
9. Stakeholder Representation and Coordination
⚫ Represent iRise Hub in program meetings, technical working groups, workshops,
coordination forums, conferences, and stakeholder engagements as delegated.
⚫ Maintain productive relationships with government institutions, donors, UN
agencies, NGOs, private-sector actors, community organizations, and
development partners.
⚫ Participate in coordination platforms relevant to livelihoods, economic
empowerment, entrepreneurship, youth employment, market systems, and
private-sector development.
⚫ Communicate iRise Hub’s program priorities, achievements, lessons, and
partnership opportunities professionally.
10. Risk Management and Compliance
⚫ Identify operational, financial, safeguarding, reputational, security, and
implementation risks and promptly escalate significant risks to the Program
Manager.
⚫ Support development and implementation of mitigation and contingency
measures.
⚫ Ensure project activities comply with donor agreements, consortium requirements,
organizational policies, and applicable regulatory standards.
⚫ Monitor partner and field-level compliance with agreed procedures and reporting
requirements.
⚫ Support preparation for donor reviews, audits, monitoring visits, and partner
assessments.
11. Procurement and Operational Coordination
⚫ Coordinate with Procurement and Operations teams to ensure timely procurement
of goods and services required for program implementation.
⚫ Support the preparation of specifications, ToRs, procurement plans, and activityrelated documentation.
⚫ Follow up on procurement and logistics processes to prevent delays to program
delivery.
⚫ Ensure program teams provide timely and accurate inputs required for
procurement, contracting, travel, events, and field activities.
12. Capacity Building and Knowledge Management
⚫ Support development and delivery of capacity-building activities for project staff,
entrepreneurs, community groups, youth, and other target beneficiaries.
⚫ Promote peer learning, mentoring, coaching, and knowledge exchange among
project teams and partners.
⚫ Document successful approaches, innovations, challenges, and lessons that can be
replicated or scaled.
⚫ Contribute to the development of program tools, guidelines, training materials,
and implementation methodologies.
13. Program Quality and Continuous Improvement
⚫ Ensure that interventions are evidence-based, context-sensitive, inclusive,
market-oriented, and aligned with beneficiary needs.
⚫ Regularly review implementation approaches and recommend improvements to
the Program Manager.
⚫ Promote innovation, adaptive management, and learning throughout program
implementation.
⚫ Ensure that beneficiary feedback and field-level evidence inform program
adjustments and future planning.
14. Team Leadership and Performance Management
⚫ Provide technical and operational supervision to assigned project staff and ensure
clarity of roles and responsibilities.
⚫ Support staff performance planning, regular check-ins, coaching, and
performance reviews.
⚫ Promote a culture of accountability, collaboration, problem-solving, and results
orientation.
⚫ Coordinate workload distribution and ensure that critical deliverables are
assigned and completed on time.
15. Other Responsibilities
⚫ Perform other program-related duties assigned by the Program Manager or senior
management.
⚫ Support emergency or time-sensitive program requirements when necessary.
⚫ Contribute to organizational strategic initiatives, proposal development,
fundraising, and business development activities.
⚫ Uphold iRise Hub’s organizational values, safeguarding standards, code of
conduct, and a commitment to accountability and inclusion.

Skills and qualifications

Qualifications and Experience:
1. Bachelor’s or Master’s degree in Business Administration, Economics,
Agriculture, Environmental Studies, Development Studies, or related field.
2. Minimum of 6 years’ project management experience, preferably in livelihoods,
entrepreneurship, or resilience programming.
3. Proven track record in donor-funded project implementation and reporting.
4. Strong leadership, communication, and team management skills.
5. Fluency in Somali and English.
