Here at Human Appeal we have an exciting opportunity for Security Coordinator, to be based at our Mogadishu office Somalia.

CONDITION:

o    It is a local Contract, for this role you must have the right to work in Somalia.

Main Purpose:

The Security and Safety Coordinator is responsible for developing, implementing, and overseeing comprehensive security and safety management systems to protect personnel, assets, and operations in humanitarian settings. This role ensures compliance with organizational policies, humanitarian principles, and local regulations while managing risks in often complex and volatile environments. Reporting to the Country Director and the Global security coordinator, the security coordinator is very important and crucial employee of Human appeal Somalia and HQ , The Security Coordinator plays a key role in establishing and maintaining relevant in-country networks specifically in South Central Region and the entire Somalia.

o    Ensure and advise on the safety and security of all staff, and ensure that program implementation is supported accordingly in a safe and secure environment. Conduct and share contextual analysis to track major developments related to the security situation in HAS's areas of operation. The candidate should also have a clear understanding of the philosophy and mode of operation of NGOs in Somalia. 

Accountabilities:

o    Conduct regular security risk assessments and rapid risk assessments for new operational areas and conduct periodic risk assessments of each field offices and advice the program manager in the program implementation.

o    Develop, update, and enforce security policies, guidelines, annual plans, and Standard Operating Procedures (SOPs).

o    Monitor security environments continuously and provide timely situational alerts, advisories, and updates to staff and other support staffs.

o    Communicate and coordinate security activities and tasks with all HAS staffs and provide technical advice in relation to the security of the country.

o    Support the management; coordinate with local authorities, UN agencies, NGOs, and security services to establish networks for security information exchange.

o    Support and ensure in establishing relationship with relevant governmental counterparts specially the government security agencies and provide intelligent reports and advise.

o    Manage contingency plans including evacuation, relocation, hibernation, and medical evacuation procedures.

o    Provide daily, weekly updates of the security situation to the managements and assist in providing security trainings, inductions and briefings to the staffs.

o    Lead security management teams and coordinate with crisis management structures at headquarters and field levels.

o    Act as a liaison between the organization and external stakeholders including government, security forces, and humanitarian actor.

o    Share situational alerts and updates, and advisories with all staff in Somalia.

o    Ensure that the incident reporting protocols are followed and all incidents are reported to the management in line with HAS standard procedures

o    Prepare weekly incidents, monthly incidents and share security reports with the managements.

o    Attend Humanitarian Security meetings held in Somalia/Somaliland (e.g. INSO, UNDSS, OCHA among others) on weekly basis, monthly or any other ad hoc meetings.

o    Assist the program Manager and country director in obtaining information, analysis and contributing in developing and updating HSS documents.

o    Assist in the development of the Area Programme strategy and supporting documentation as required including developing any policies and standards.

o    Ensure the area offices has appropriate communications equipment according to risk assessment.

o    That all the security guards/watchmen and Operational supervision of guards at the Area Office level in South Central region including Mogadishu and develop their work plan, roosters and duties and ensure that all the security team attendance register is updated.

o    Ensure that all staff in South Central Region including international staff and visitors give their informed consent based on briefing upon arrival and that updates are regularly shared on security situations.

o    Provide security inductions, briefings, and ongoing training to staff on safety and security practices and new joiners/starters.

o    Ensure vehicle and staff movement are monitored through structured telephonic/ radio checks and contacts with all field staff and vehicles

o    Ensure that all communication, safety and security equipment are maintained and in working condition and the assets inventory list is updated regularly, across the offices, facilitate the procurement of security tools, maintaining them, and ensure that it kept in safe and secure places including providing training for the same and Maintain custody of the office keys and vehicles.

o    Conduct Performance Management and appraisal systems for the Security Guards, Officer and Assistant/ Driver.

o    Conduct regular audits and inspections to identify and rectify any potential security breaches or threats within the organization and ensure that all staffs traveling to the field are given technical security advices and inform the staffs where there is any risk.

o    Manage the installation and maintenance of security equipment like CCTV cameras, alarms, and access control systems, provide design of security towers and ensure that the office have security towers and safe ground is provided and allocate to the staff.

Additional Responsibilities:

Undertake any other duties assigned by the country director or Global security coordinator or HA UK programme team.
