Position Title: WASH Program Manager

- Job Summary
Wash program manager position shall take charge of technical aspects of formulation of WASH strategy and carryout need assessments of the program under the supervision of the Wash HoD His/her main roles and in consultation with the WASH HOD and technical teams shall include; designing, planning, implementing , monitoring and reporting on the Programs WASH activities
Purpose
The Water, Sanitation & Hygiene (WASH) Program Manager (PM) is responsible for running and supervising water, sanitation and hygiene programs at all stages of the project management cycle. He/she is also responsible for accomplishing the program objectives and outcomes within the contextual constraints. The PM ensures the overall success of the program by making sure the WASH team completes the defined activities while adhering to internal standards and contractual obligations; and that the program is completed on time, within budget and with acceptable quality.
Engagement
Represent Action Against Hunger in all coordination forums at National and regional level, collaborate with other implementing partners, INGO, UN bodies and the local communities to ensure successful implementation and smooth running of the projects
Delivery
Successful Design, planning, implementation, monitoring and evaluation of WASH interventions in Project areas in line with internationally/Nationally accepted standards and ACFs technical guidelines as well as the donor requirements.
Essential job duties:
Objective 1: Contribute to consultations on strategy and the positioning of the WASH Department
The WASH Program Manager is responsible for
Ø Ongoing, systematic, and thorough analysis of the humanitarian situation in respect to WASH and of the context of intervention in his/her field of activity;
Ø Internal dissemination of collected information and analysis to the HoD
Ø Participation in defining the strategy in his/her area of intervention and of the sectoral strategy at national level
Ø Implementing projects consistent with the ACF Charter, the ACF strategic framework, the policies of WASH and other ACF sectors, positioning papers, national strategic and other legal texts produced by ministries responsible for the WASH sector, and key international documents in the sector (SPHERE Standards and WHO, etc.)
Ø Ensuring that teams have a clear understanding of these documents
Ø Participating, as and when necessary, in the development of the WASH section of the Emergency Preparedness and Response Plan (EPRP) in his/her area of intervention Promoting transversal integration of the WASH sector with other sectors, in collaboration with the Head of Base
Ø Accounting for cross-cutting issues associated with WASH interventions (HIV, Gender issues, Disaster Management, Resilience building Environment, Handicap, etc.)
Objective 2: Identify needs and contribute to project formulation
The WASH Program Manager is responsible for:
Ø Identifying humanitarian needs in the field of WASH and in his/her area of intervention including the submission of reports pertaining to such matters
Ø Including, where appropriate, target populations and local actors in the identification of needs and in the modalities of the response
Ø Participation in formulating WASH programs
Ø Contributing to writing the WASH sections of project proposals
Objective 3: Ensure the implementation, monitoring and reporting of WASH projects
The WASH Program Manager is responsible for:
Ø Implementation of the WASH program(s) in line with the logical framework of the program(s), the budget, and the logistical and administrative procedures of ACF
Ø The quality of the programs established in conformity with the technical and project management standards of ACF
Ø Familiarizing him/herself thoroughly with his/her project(s), the issues at stake, the logical framework and indicators; retaining printed copies of donor contractual documents; and sharing project information with his/her teams
Ø Identifying the technical constraints associated with project implementation Proposing innovative technical solutions in response to such constraints
Ø The implementation of technical recommendations concerning his/her project (given by Coordinators, Technical Advisor at Headquarters, Experts, Evaluators …)
Ø Supervising his/her programs, by means of the internal APR monitoring tools, regular presence in the field, updated project planning, monthly budget review and follow-up
Ø The visibility of both the donor and ACF on the project sites
Ø Timely preparation of the WASH components of external and internal reports relating to his/her projects
Ø Identifying and implementing safety measures for both the teams and the wider population (construction sites, community based work…)
Objective 4: Contribute to program quality and accountability processes and measure program impact
The WASH Program Manager is responsible for:
Ø Promoting and taking part in the impact evaluation of his/her project (external evaluation)
Ø Promoting and contributing to learning and program quality improvement (internal evaluation and joint visits)
Ø Implementing complaint and feedback mechanisms promoting ethical and transparency principles, particularly in respect to beneficiary populations
Ø Ensuring that a double KAP survey is implemented (baseline/final)
Ø Ensuring information collection and analysis on project as specified in the project document and any other agreed upon means of monitoring with the WASH team
Ø Incorporate risk-sensitive indicators and measures for monitoring
Objective 5: Participate in the coordination, representation, and partnerships of ACF in his/her area of intervention
The WASH Program Manager is responsible for:
Ø Coordination of activities with other sectors and departments of ACF in order to ensure rational use of resources and optimum integration
Ø Participation in visits by donors whenever requested by the Country Director
Ø Representing ACF and ensuring coordination with partners, the authorities, agencies of the United Nations and NGOs in his/her area in collaboration with the Head of Base
Ø Contributing to the process of selecting partners, formalizing partnerships and enhancing their capabilities (Local NGOs, international NGOs, national authorities, private agencies etc...)
Ø Reinforcing the WASH capacities of partners
Objective 6: Supervise and manage the team
The WASH Program Manager is responsible for:
Ø Determining team size and recruiting his/her team
Ø Team management (leadership, monitoring, motivation)
Ø Appraisal of team members
Ø Staff development of team members
Objective 7: Contribute to capitalization and technical development in his/her sector
The WASH Program Manager is responsible for:
Ø Capitalization of program-related data and documentation of the innovations achieved
Ø Develop capitalization documents in DRR/DRM for learning
Ø Dissemination of the technical and operational expertise acquired in the course of the program
Ø Contributing to the upward transmission of data from the field to better inform ACF communications

Skills and qualifications
- Required Qualifications
- Bachelor of Science in Civil Engineering in water engineering/ Public health or Diploma in relevant in relevant field with extensive experience in WASH program in Somalia.
- Required Qualifications
- Water, Sanitation and Public Health technical experience
- 6+ years’ work experience in humanitarian context
- Sound expertise in strengthening the capacities of WASH Personnel
- Good knowledge of community dynamics, mobilization and participation
- Good financial management skills
- Excellent HR management skills
- Excellent reporting and computer skills a must
- Good in structural designs and drawings
- Ability to work independently and in isolation
- Strong capacity to make quick decisions
- Ability to work under pressure and within strict time limits
- Ability to analyze and evaluate situation and data
- Ability to manage culturally sensitive issues
- High degree in motivation, result oriented creativeness and adaptability
- Strong personality and maturity
- Proven ability to work with limited resources
