Job Title: Security & Liaison Officer (Ref. 2022/010)

Based in: Mogadishu, Somalia

Length of Contract: 1 Year Renewable

About CRS

CRS is an International non-governmental organization supporting relief and development work in over 100 countries around the world. Through its programs, CRS assists poor and vulnerable persons based on need, and, regardless of creed, ethnicity or nationality. It works through local partners to implement its programs.

CRS has a long history of supporting local civil-society organizations in Somalia and has implemented development and emergency programming in multiple sectors, primarily supported by the United States Agency for International Development. CRS’ work in Somalia is currently focused in South Central Somalia, supporting integrated health, nutrition, protection and WASH interventions for IDPs and other vulnerable populations.

Job Summary:

The Security and Liaison Officer will manage the provision of responsive, effective, and efficient security and liaison services for CRS Somalia as identified by the Country Manager and designated officials. S/he will handle communications and liaison with various Federal and state Government departments, other external stakeholders and represent CRS in security coordination meetings

The incumbent will work under the direct supervision of Country Manager and perform Security and Liaison roles that meet CRS standards and local regulations requirements in support of (CRS) mission to serve the poor and vulnerable. S/he will promote and ensure stewardship of resources and a high-quality service approach are integrated into security measures, policies, and procedures in Somalia.

Roles and Key Responsibilities:

•       Ensure daily communication is maintained within Mogadishu, Districts and Field Offices managed by partners in Somalia and update all staff of any security incidents.

•       Establish internal mechanisms/systems for providing regular security updates and information sharing with CRS staff, partner staff, and visitors.

•       Maintain close coordination and contact with partners to ensure that security measures are in place and network with partner Security Focal Points and other sources involved in the program to monitor and obtain security related information.

•       Develop CRS contingency plans including evacuation plans for all CRS facilities in Somalia and ensure that all staff are properly trained on how to implement the plans.

•       Carry out regular safety and security assessments in all CRS facilities (offices and guesthouse) to identify gaps, recommend corrective actions and ensure compliance with minimum standard requirements.

•       Assess field travel to high security risk destinations and make go/no go recommendations.

•       Coordination and liaison with local government and supporting in visa, work permit, registration, tax related issues etc.

•       Organize orientation sessions for staff on the security policies and procedures in Somalia. Provide appropriate security trainings, orientation briefings to all new employees, staff, visiting consultants and advisors

•       Provide spot checks at night to ensure that guards are patrolling the compounds and reporting to the agency, provide support on purchases/utilities for office guards and prepare the guards performance review and share recommendations with hiring agencies

•       Review and update Somalia Security documents on quarterly basis, in coordination with Country Manager, Senior CRS Somalia staff, and Country Security Manager. Ensure that updated documents are shared with staff and visitors and are posted on CRS Somalia SharePoint page.

•       Ensure that Somalia Country Program security management plans are relevant and constantly updated as appropriate and that all staff know their roles and responsibilities. Maintain an updated communication tree that is tested and functional

•       In times of security emergencies, serve as the point person to support the Somalia Senior Management Team, by obtaining rapid and frequent communication from the field and by making recommendations for necessary action.

•       Represent CRS at safety/security meetings, contributing to close collaboration with peer agencies around common safety and security management priorities. Provide recommendations for changes including adaption, program growth and approach to risk mitigation and management.

•       Support and communicate security procedures and processes with Project staff to ensure compliance with local regulations and procedures.

Skills and qualifications

•       Bachelor’s degree in security management or related field Degree (Diploma in security and liaison is plus).

•       At least 4 years of working experience in the field of safety and security officer or liaison with international NGOs in Somalia.

•       Somali National

•       Demonstrated commitment to respect, equity, diversity, and inclusion including gender equality.

•       Very good planning, organizational and time management skills

•       Ability to make sound judgment and good decisions

•       Strong customer service orientation with very good communication and interpersonal skills

•       Ethical conduct and ability to maintain confidentiality

•       Proactive, resourceful, solutions-oriented, and results-oriented

Preferred Qualifications

•      Liaison experience a plus.

•      Excellent English communication skills, verbal/written and good command of the local Somali language

•      Excellent communication, interpersonal and training skills.

•      Excellent time management and ability to prioritize.

•      Proficient in Microsoft Office Suite, Adobe applications, Google Maps and information management systems.

•      Very good relations management abilities. Ability to relate with people at all levels internally and externally.

•      Detail orientated with the ability to multi-task and meet deadlines

•      Working knowledge of USAID policies, rules, and regulations preferred.
