Overview of position
Background:
-
Over the past 18 months, the Federal Government of Somalia (FGS) has made significant strides in political, developmental & security objectives. The implementation of the Somali Security Development Plan stands as a critical priority for the President, aiming to establish, sustain & expand security capabilities in phased approaches ('Now', 'Next', 'Later'). The need for a dedicated expert to coordinate this plan's execution & collaborate closely with security institutions & international partners is imperative.
Purpose & scope of assignment:

The Senior Security Transition & Reform Advisor will be responsible for facilitating the implementation of the Somali Security Development Plan & supporting the FGS reform agenda. This role entails representing the Office of the President in intergovernmental consultations, advising on security sector reform, providing progress briefings & recommendations, identifying policy gaps, offering technical advice to key ministries & ensuring readiness for post ATMIS planning.
Role objectives
-
Represent the Office of the President in intergovernmental consultations on the Somali Security Development Plan (SSDP).

Advise on security sector reform & collaborate with stakeholders to deliver the FGS reform agenda.

Provide regular briefings & recommendations on SSDP implementation, FGS reform progress & post ATMIS planning.

Identify policy gaps in the security sector & recommend corrective measures for timely implementation of key benchmarks.

Offer technical advice & maintain regular contact with the Ministry of Defense & Ministry of Internal Security on SSDP implementation & FGS reform priorities.

Advise & support the overall roadmap for Somali Security Development Plan, including readiness for post ATMIS & negotiation planning.

Troubleshoot bottlenecks hindering progress & provide necessary support.

Provide assistance in other policy areas as assigned.

Skills and qualifications
Key competencies
-
Master’s degree or equivalent in security sector management, security studies, international relations or related fields is required with a minimum of 10 years of progressively responsible experience in security sector reform, national security coordination, national security development, strategic planning & coordination, defence or other related areas is required.

Previous experience in advisory & coordination roles in the areas of national security & / or SSR.

Proficiency in English & Somali is a must.

Working knowledge of other languages is desirable.
Team management
This role has no team management responsibility.
