  1. BACKGROUND 

The Government of Somalia, through the Ministry of Fisheries and Blue Economy (MFBE has requested for financial support from the World Bank Group in support of the Somali Sustainable Fisheries Development Project (SSFDP).  The Project’s Development Objective (PDO) is to improve the sustainable management of selected fisheries and enhance the capacity of targeted coastal communities to benefit from fisheries production.  The Ministry intends to apply part of the proceeds towards the recruitment of an Social Safeguards Specialist

  1. OVERALL OBJECTIVES OF THE ASSIGNMENT:

The Ministry of Fisheries and Blue Economy of the Federal Republic of Somalia, seeks an experienced, highly qualified and committed Social Safeguards Specialist for the project. The Social Safeguard Specialist will be responsible for managing and monitoring social risks, and will work closely with the National Project Coordinator, the social safeguard Specialist and other PMU members and senior officials at the Ministries of Fisheries of the FGS and FMSs.

S/He will be mainly responsible for provide technical advice on the Social Safeguards and is expected to provide technical advice on social risk management and support the PMU with regards to the implementation of the SSFDP in line with the World Bank’s Social safeguards Framework. In addition the responsibilities shall include Risk Assessment,  lead in conducting social screening and scoping of project activities, and will be responsible for developing and updating project-level social risk management instruments in close coordination with the Project Management Unit and with the Project’s social safeguard Specialist, as well as implementing the social risk mitigation measures, in addition to regular environmental assessment and monitoring and reporting to both the Federal Government of Somalia and the World Bank through the Project Coordinator. S/he will undertake all the other specific tasks detailed in the Terms of Reference (TOR) that can be provided upon submission of request by E-mail provided below.  

 

Skills and qualifications

SELECTION CRITERIA; The selection shall be based on qualification, experience and skills of the candidate and followed by an interview. The minimum qualifications, experience and competencies include; 

  • Master’s degree in social sciences or related fields (including development studies, gender, sociology, political science, law, etc.)
  • Minimum of five years relevant professional work experience in social impact assessments, legal and policy review, or formulation of project action plans for social risk management in projects financed by international donor agencies (preferably the World Bank) Proven ability to advise and support project social assessment and preparation 
  • Conversant with relevant Somalia national and state laws, Fluent in English and Somali, and good knowledge of Somali culture
  • Proven ability to advise and support project social assessment and preparation 
  • Demonstrated strong writing skills in English, Excellent interpersonal, writing, and communication skills,.
  • Experience of working in conflict-affected countries is an advantage.
  • Knowledge of local environmental and socio-cultural dynamics and legal systems is an advantage.
  • Familiarity and experience with the World Bank’s Environmental and Social Framework, including the Environmental and Social Standards, is an advantage.
  • Knowledge and experience of ICT-based Office applications and tools (word processing, spreadsheets and data processing, and PowerPoint) is required
  1. REPORTING;The Social Safeguard Specialist will report to the National Project Coordinator of the SSFDP. In addition, he/she will perform under the overall guidance of the World Bank Task Team Leader(s) and Project Implementation Unit (PIU) Team for the Project.

5.TIMING DURATION OF ASSIGNMENT: The duration of the assignment is one year and shall be renewable based on satisfactory performance and availability of funding for the duration of the project. The Duty shall be Mogadishu, with field visits as and when necessary.

Interested consultants must provide the following: (i) Curriculum Vitae (CV), in World Bank Prescribed format with 3 reference persons; (ii) copies of certificates of academic qualifications; and (iii) cover letter indicating that they are qualified to perform the services.

SUBMISSION REQUIREMENTS; The attention of interested Consultants is drawn to section III, para 3.14,3.16 & 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Projects Financing Goods, Works, Non -Consulting and Consulting Services, July 2016, revised November 2017, August 2018 and November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.  

A Consultant will be selected in accordance with the Individual Consultant method set out in the World Bank Procurement Regulations.
