Job Summary:

As a member of the program team, you will support a range of program design and implementation issues in the area of ICT4D and will monitor and report on all project activities in support of Catholic Relief Services’ (CRS) work serving the poor and vulnerable. Your thorough and service-oriented approach will ensure that the project consistently applies best practices and constantly works towards improving the impact of its benefits to those we serve.

The MEAL IC4D Senior Officer will provide a high level of first line ICT4D support as well as MEAL operational support to CRS Somalia’s ICT4D operations. These include integrating various ICT4D initiatives, communicating with project stakeholders to define project objectives and keep them apprised of project status, maintaining systems, acquiring resources, coordinating the efforts of MEAL units, and delivering quality solutions on time.

 

Job Responsibilities:

 

Device Management

·         Ongoing support of devices to identify required improvements in the system and test when appropriate

·         Device Management: Liaise with IT and procurement departments to ensure devices are purchased, registered, updated, allocated and stored properly, warranted and fixed when damaged.

·         Provide ongoing support for project devices and identify required improvements in device use, configuration, security, maintenance and field functionality. 

·         Liaise with IT, procurement, logistics and program teams to ensure devices are purchased, registered, configured, updated, allocated, stored, warranted, repaired and replaced according to CRS standards and project needs. 

·         Maintain device inventories, user assignment records, software/app installation logs, asset handover forms, maintenance records and troubleshooting registers. 

·         Assess field readiness for digital rollout, including device availability, power, connectivity, offline functionality, user access, data synchronization points and contingency procedures where devices fail or connectivity is unavailable. 

·         Ensure device management practices are aligned with responsible data principles, access control, confidentiality, safeguarding and data protection requirements. 

 

 

Digitization of Monitoring and Survey Tools

·         Manage form licenses, user profiles, allocation and identify any changes and needs.

·         Provide assistance to country program staff in digitizing different survey tools by using different CRS standardized platforms; Provide protocol for data audit to program managers and ensure it is conducted and documented properly.

·         Provide suggestions, feedback and corrections by standardizing different tools in relation to global library, database.

·         Assist CRS MEAL and partner Staff in digitization and designing of different monitoring tools.

·         Provide support to CRS and partner staff in digitizing survey, monitoring and feedback tools while standardizing data fields and ensuring alignment with project indicator definitions, data quality requirements and reporting needs. 

·         Develop protocols for data audits, tool testing, pilot feedback, data security, form version control, data cleaning and documentation of tool changes. 

·         Ensure digital tools remain usable for frontline workers by minimizing duplicate data entry, simplifying questions, testing offline workflows, and retaining paper-compatible options where connectivity, power or user capacity is limited. 

 

Database

·         Serve as tech lead for the CP hotline establishment and implementation.

·         Ensure data collection is carried out and quality data obtained in to system on time.

·         Contribute to the MEAL team’s reporting effort periodically, according to the team and partners interest.

·         Regularly revise work plans and project orientation with the ICT4D TA.

·         Utilize appropriate Information Communication Technology for Monitoring, Evaluation, Accountability and Learning tools to track program performance innovatively using dashboard, regular data analysis, and undertake regular data quality assessments.

·         Design custom reports and dashboards for different project activities to show the progress of the activities as well as the completed once; Ongoing support of database to identify and report glitches.

 

Web-based Reports and GIS

·         Identify GIS data layers required for new projects and acquisition and apply such layers.

·         Develop GIS maps per program requests for printing/online dissemination to support decision making, visibility, and ensure accountability and transparency.

 

Training and Support

·         Provide ICT4D support and liaise with MEAL, Comms, ICT4D TA and technical staff to ensure any technical issues are resolved.

·         Provide training on all relevant components of the ICT4D platform to program staff, partners and enumerators.

·         Mentor field enumerators for proper use of platform and data collection.

·         Train program staff to ensure effective use of web based reporting system

·         Lead beneficiary feedback surveys and reporting

·         Identify partners ICT4D capacity need and closely support them.

 

Skills and qualifications

Typical Background, Experience & Requirements:

Education and Experience

·         Bachelor's degree or BA/BSC degree in Computer Science/Data base management of study with 2 years of relevant experience for MA/MSC or 5 years' relevant experience for BA/BSC degree

·          Knowledge of technical principles and concepts in ICT4D. General knowledge of other related disciplines like Statistics and humanity science to ensure a proper cross-sectoral approach.

·          Knowledge of partnerships

·          Experience with program monitoring, evaluation, and analysis.

·          Certification in advanced database design, management and deployment (Microsoft Technology Associate) is an added advantage.

·          At least 2 years minimum experience working with relational database systems such as SQL, PostgreSQL, MSSQL or Oracle and a good working knowledge of SQL.

·          Demonstrated experience in development and administration of a database.

·          Proficiency in using MS PowerBI and other visualization software is an added advantage.

 

Personal Skills:

·          Strong technical skills with ability to influence and get buy-in from people not under direct supervision and to work with individuals in diverse geographical and cultural settings

·          Good technical writing skills

·          Presentation, facilitation, training, mentoring, and coaching skills

·          Proactive, resourceful and results-oriented

Required/Desired Foreign Language: English

Travel Required:  approx. 25%
