Job description
COOPI
COOPI - Cooperazione Internazionale is an international Italian NGO established in 1965. Since its establishment, COOPI has been undertaking activities to help and empower the poor and needy in different countries. COOPI Sudan started its operation in 2004 and has been primarily implementing emergency, relief and early recovery programs in water hygiene and sanitation, food security and livelihood, nutrition and protection sectors.
COOPI in the country
COOPI has been present in Sudan since 2004, and after the recent conflict International Staff have been evacuated from Sudan and relocated in Narobi to continue the support and project management remotely. At the moment the offices in North Darfur and Gedaref are operative while the office in Khartoum is temporarly closed for security reasons. COOPI is currently implementing several projects in the sectors of WASH, Shelter, Food Security and Livelihood, Disaster Risk Reduction and Emergency Refugee Response. The main donors of COOPI are AICS, UN agencies (SHF, UNHCR, WFP), EU and USAID.
Purpose of the role
COOPI is now looking for a Country Programme Officer, to work within the Programme Unit at Coordination Office of the COOPI Mission in Sudan, relocated in Nairobi. Under the guidance of the Head of Mission, and in coordination with the Emergency Coordinator, the Country Programme Officer will be responsible to carry out the assigned activities which the Programme Unit is responsible for, such as but not limited to:
in collaboration with the Regional Office, project design and writing new proposals, conduct project revision and narrative reporting.
in collaboration with Emergency Coordinator, ensuring quality standards of project implementation
providing leadership to MEAL team, working closely with MEAL Officers to perform their duties.
Main responsibilities
Country Coordination
- Institutional relations: Delegated by the Head of Mission, S/he manages relations with institutional donors and potential new ones. In coordination with the Head of Mission, S/he represents COOPI through relations with institutions, I/NGOs, local and international organizations, and partners. And S/he ensures COOPI is strongly represented in relevant clusters at national and state levels. Assist the Head of Mission during representation activities as necessary.
- Project Team Management: In close collaboration with Emergency Coordinator s/he provides support to the Project Management Teams (PMUs, Project Managers) in COOPI Sudan Programme Forum Meeting and ensure regular update sessions with all project managers for the project progress weekly reports.
Programme (quality and development):
- Be the focal person for new projects proposals and responsible to finalise the dossier for submission to Donors: i.e. assessment, design of intervention , proposal writing, establishment of tools and project documents (logframes,Theory of Change, etc.)
- New opportunities identification: S/he monitor HCT assesments and proposes to the Head of Mission the intervention priorities to consolidate new opportunities of involvement in Sudan. S/he cooperates with the Head of Mission and Emergency Coordinator in the identification of new project opportunities. Delegated by the Head of Mission S/he participates to the elaboration of strategies (geographical and/or sectorial) as well as in proposal development processes.
- Programme monitoring and reporting: in collaboration with PMs to compiling of data and write reports accordingly, e.g. support in the drafting of the interim and final reports of projects. This includes keeping records of activities, and report regularly as requested on programme progress and ensure that output data and reports are shared with the supervisor timely.
- Ensure the project visibility as per COOPI and Donor Guidelines, i.e. drafting success stories or developing visibility materials, in field visibility,..
- Review COOPI technical briefs, guidelines and internal processes and their adequacy to donors’ compliance requirements.
- Delegated by the Head of Mission be COOPI focal person with donors in Project related topics and attend donor/national partners meetings/visits, record and disseminate the information shared.
- Be responsible for the set up and correct implementation of COOPI PSEA and Code of Conduct, and generally monitor the compliance of the COOPI procedures during the implementation of the projects.
- Be active player to develop capacity of National staff e organise/conduct training to staff accordingly
MEAL:
- Responsible for the correct implementation of MEAL Plans and Indicator Tracking Tables (ITT) / MEALLY
- Support the development and implementation of MEAL tools for the projects
- Support data collection in the field and execute the methodologies provided by the MEAL staff. Ensure transparent, accurate and timely data collection for the purposes of baseline study, real-time evaluation and post-intervention/ post-distribution monitoring. It involves: field visits to project locations; conducting training for local enumerators; application of different data collection tools as well as collecting GPS and photographic data from the field.
- In collaboration with the Project officers and with the support of the MEAL staff, he/she will undertake accountability activities, including the development and use of information sharing materials and the establishment of complaint response mechanisms.
- Monitor the implementation of the SOP for AAP, Feedbacks and Complaints mechanism in the projects
- Participate in all other aspects of MEAL, for example surveys, baselines, evaluations, joint projects monitoring and reviews / lessons learning workshops/events.
- Support the MEAL staff and PMs in organizing and facilitating quarterly monitoring report, progress review and learning events.
- Support to Project evaluation design efforts including the definition of tools, procedures and activities to measure project results and impact.
Any other duties and tasks assigned by Head of Mission in the sectors of competence.
Skills and qualifications
· Minimum 3-5 years of experience in the humanitarian/development sector.
· Experience in project proposals development, Monitoring & Evaluation, Accountability within the humanitarian/development sector.
· Good Knowledge of main humanitarian donors (e.g., ECHO, EU, USAID, etc.) regulations and priorities.
· Excellent communication and report writing skills in English. Knowledge of Arabic or Italian languages is considered an asset.
· Strong knowledge of project cycle management.
· Experience in developing communication materials.
· Very good inter-personal and written communication skills.
· Ability to organize work efficiently and deliver assignments in a timely manner often under time constraints.
· Proficiency in written and spoken English.
· Computer literacy, with high proficiency in the use of standard office software applications (e.g. Microsoft Word, Excel and PowerPoint).
· Adequate resilience to stress, positive thinking and solution-oriented.
· Familiarity with the Sudan humanitarian context is an advantage.
