Mission and objectives
The United Nations Drug Control Programme (UNDCP) was established as a consequence to the General Assembly Resolution 45/179 of 21 December, 1990 with the responsibility of coordinating all drug control activities within the United Nations system. In 1997, the United Nations Office on Drugs and Crime (UNODC) was established through a merger between the UNDCP and the United Nations Centre for International Crime Prevention, and is "mandated to assist Member States in their struggle against illicit drugs, crime and terrorism in all its forms and manifestations". The mission of UNODC is to contribute to the achievement of security and justice for all by making the world safer from crime, drugs and terrorism. The activities of UNODC are based on three pillars: (i) research and analysis (evidence–based policies); (ii) establishment of international norms and standards (UN Conventions); and (iii) capacity-building through technical assistance. The mandate of UNODC derives from several UN conventions and General Assembly resolutions and the conclusions and recommendations of its governing bodies: The Commission on Narcotic Drugs: the central policymaking body within the Untied Nations system dealing with drug-related matters. The Commission monitors the world drug situation, develops strategies on international drug control and recommends measures to combat the world drug problem, including through reducing demand for drugs, promoting alternative development initiatives and adopting supply reduction measures. The Commission on Crime Prevention and Criminal Justice (CCPCJ): the central body within the United nations system dealing with crime prevention and criminal justice policy. It monitors the use and application of relevant United Nations standards and norms. the Commission offers Member States a forum to exchange expertise, experiences and information, to develop national and international strategies and to identify priorities for combating crime.
Context
This UNV assignment is part of the UNODC’s Global Maritime Crime Programme in its project office for the East African Region. The Global Maritime Crime Programme supports its member states to better address the threat of maritime crime by strengthening the capacities of maritime law enforcement authorities. The assignment requires working with key regional criminal justice and maritime law enforcement actors to build operational capacity, improve patrolling, and boarding and encouraging cooperative responses to maritime crime.
Task description
Under the supervision of the GMCP Programme Coordinator, the UN Volunteer will - Contribute to the development, implementation and evaluation of the programme activities under the Global Maritime Crime Programme; - Deliver four regional Visit, Board, Search, Seizure (VBSS) courses for regional maritime law enforcement actors from Tanzania, Seychelles, Kenya, Mozambique, Comoros, Mauritius and Madagascar; - Deliver three VBSS Instructor Courses for senior and qualified Maritime Law Enforcement (MLE) officers from three regional countries; - Support the skills development and mentorship of two regional guest instructors as part of the in-country mentor programme within the region; - Contribute to identifying technical assistance needs for capacity building of MLE and developing sustainable strategies to reform and strengthen the capacity of maritime law enforcement authorities and other criminal justice authorities in the country; - Contribute with substantive support for VBSS course development and catalogue including the review and analysis of emerging maritime issues and respective courses for MLE; - Contribute to the preparation of various written outputs, including monthly reports, mission reports, VBSS course reports and VBSS publications; - Provide substantive support to the GMCP Programme Coordinator in view of consultative and other meetings with Maritime Law Enforcement Authorities; - Provide substantial support to GMCP Programme Coordinator with the procurement of VBSS equipment and services and monitoring and follow-up on such requests in line with UN financial rules and regulations; - Carry out field missions to locations in the region where GMCP carries out programme activities for engagement with key stakeholders; - Perform any other related tasks as may be required or assigned by the supervisor. Furthermore, UN Volunteers are required to: - Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and taking an active part in UNV activities (for instance in events that mark International Volunteer Day); - Be acquainted with and build on traditional and/or local forms of volunteerism in the host country - Provide annual and end-of-assignment reports on Volunteer actions, results and opportunities using UNV’s Volunteer Reporting Application; - Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.; - Assist with the UNV Buddy Programme for newly-arrived UN Volunteers; - Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.
Skills and qualifications
Required experience
5 years of experience in organizing VBSS training, coordinating with maritime law enforcement counterparts and previous experience working in an international environment.

More than 26% of Kenya’s people live below the international poverty line of $1 per day. Kenya’s main food crops are “maize, wheat, pulses, roots and tubers.” (FAO). Nairobi is a modern metropolitan city where most basic goods and services, health facilities, public transport, telecommunication and banking services and educational facilities are readily available. The city is widely connected through its main airport, Jomo Kenyatta International Airport and the smaller Wilson Airport. Air transport is also available to many upcountry destinations. The city is home to some 3,000 UN personnel mainly attributed to the fact that it serves as the headquarters for both the UN-HABITAT and UNEP. The socio-economic and cultural background of the immediate society in the UNV would be living and working in is diverse and prevailing security conditions at the place of assignment is modest. The topographic and climatic features of the assignment location are highland cool and warm tropical climate.
