HEALTH AND NUTRITION MANAGER

Organization: Wamo Relief and Rehabilitation Services (WRRS)
Duty Station: Dhobley/Qansaxdhere/Baidoa
Project: Provision of Integrated Emergency Health and Nutrition Services for Drought- and Conflict-Affected Communities in Qansax Dheere District.

1. Background

Wamo Relief and Rehabilitation Services (WRRS) is a Somali national humanitarian and development organization working to support vulnerable and crisis-affected communities through integrated health, nutrition, WASH, food security and livelihoods, protection, emergency response, Resilience and community-based programming.

WRRS is implementing an integrated emergency health and nutrition project in Qansax Dheere District, Bay Region, supporting health and nutrition services through 1 MCH and 3 PHUs, as well as community outreach services.

WRRS is seeking a qualified, experienced and committed Health and Nutrition Manager to provide technical leadership and ensure high-quality implementation of the project.

2. Position Purpose

The Health and Nutrition Manager will provide overall technical leadership, programme quality assurance and supportive supervision for the integrated health and nutrition programme.

The position will ensure that services are implemented in accordance with Ministry of Health guidelines, humanitarian standards and relevant Health and Nutrition Cluster guidance, while strengthening referral systems, staff capacity, data quality, community engagement and coordination with relevant stakeholders.

The Health and Nutrition Manager will work closely with the Health and Nutrition Officer, MEAL/HMIS Officer, facility-based health workers, CHWs/FHWs and WRRS senior management.

3. Key Responsibilities

A. Programme and Technical Leadership

  • Provide overall technical leadership for the integrated health and nutrition component of the project.
  • Lead planning, implementation, monitoring and quality improvement of health and nutrition activities.
  • Ensure that project activities are implemented according to the approved project proposal, workplan, donor requirements and Ministry of Health standards.
  • Conduct regular supportive supervision visits to project-supported health facilities and outreach sites.
  • Identify implementation gaps and develop corrective actions in collaboration with project staff and facility teams.
  • Ensure effective integration of health and nutrition services at facility and community levels.

B. Health Services

  • Provide technical oversight of primary health care services, including OPD, IMCI, MNCH, ANC, PNC, skilled delivery, immunization and health promotion.
  • Ensure appropriate implementation of routine immunization activities, including vaccination, cold-chain management, documentation and defaulter tracing.
  • Strengthen referral mechanisms between PHUs, Wadajir MCH and higher-level referral facilities.
  • Ensure adherence to national clinical protocols and Ministry of Health guidelines.
  • Monitor service quality, patient flow, availability of essential medicines and supplies, and functionality of referral systems.
  • Support facility teams to identify and address service delivery challenges.

C. Nutrition Services

  • Provide technical oversight of community and facility-based nutrition screening and referral.
  • Ensure appropriate identification and referral of children with SAM and MAM, including referrals to OTP, Stabilization Centres and TSFPs.
  • Support implementation of IYCF/MIYCAN counselling, maternal nutrition, Family MUAC and community nutrition awareness activities.
  • Ensure nutrition services are appropriately integrated with health and community outreach activities.
  • Monitor nutrition performance and identify gaps requiring corrective action.

D. Supervision and Capacity Building

  • Directly supervise and provide technical guidance to the Health and Nutrition Officer and relevant facility staff.
  • Support capacity building of nurses, clinical staff, CHWs/FHWs and other project personnel.
  • Conduct regular supportive supervision and on-the-job coaching.
  • Identify staff capacity gaps and develop practical capacity-building actions.
  • Promote continuous quality improvement across supported facilities and outreach sites.

E. Monitoring, Data Quality and Reporting

  • Work closely with the MEAL/HMIS Officer to ensure accurate, timely and complete programme data.
  • Review facility and community health and nutrition data and identify trends, gaps and performance issues.
  • Support data quality assessments and routine verification of programme data.
  • Ensure timely preparation of monthly, quarterly and donor reports.
  • Ensure appropriate use of facility registers, community reporting tools, KOBO/ONA and relevant Ministry of Health reporting systems.
  • Support reporting through relevant DHIS2, IDSR, IMAM and Ministry of Health/Cluster reporting mechanisms, as applicable.
  • Use programme data to inform decision-making and programme improvement.

F. Coordination and Representation

  • Coordinate with the Ministry of Health, Bay Regional Health Office and Qansax Dheere District Health Office.
  • Participate in relevant Health and Nutrition Cluster coordination meetings and technical discussions.
  • Coordinate with UNICEF, WHO and other health and nutrition partners operating in the target area, as appropriate.
  • Represent WRRS in relevant technical meetings and coordination forums when delegated.
  • Maintain effective communication with project management and senior WRRS leadership.

G. Protection, Safeguarding and Accountability

  • Ensure protection mainstreaming, PSEA, child safeguarding, GBV risk mitigation and disability inclusion are integrated into service delivery.
  • Promote safe, respectful and non-discriminatory access to health and nutrition services.
  • Ensure community feedback and complaints mechanisms are functional and accessible.
  • Ensure staff understand and comply with WRRS safeguarding, PSEA and code of conduct requirements.
  • Promote accountability to affected populations throughout implementation.

Skills and qualifications

. Qualifications and Experience

Essential

  • Bachelor’s degree in Public Health, Nursing, Nutrition, Medicine, Health Sciences or a related field.
  • At least 5 years of relevant professional experience in humanitarian or development health and nutrition programmes.
  • Demonstrated experience managing or technically supervising integrated health and nutrition programmes.
  • Strong experience in primary health care, MNCH, immunization and community health programming.
  • Demonstrated knowledge of nutrition screening, referral and management systems.
  • Experience supervising multidisciplinary health and nutrition teams.
  • Good knowledge of Ministry of Health systems, humanitarian health standards and relevant Health/Nutrition Cluster guidance in Somalia.
  • Experience with programme monitoring, data analysis, reporting and data quality assurance.
  • Experience working in complex humanitarian or emergency settings.
  • Excellent written and spoken English and Somali.

Desirable

  • Master’s degree in Public Health, Nutrition, Health Management or a related field.
  • Previous experience managing SHF/CBPF-funded projects.
  • Experience working with UN agencies, INGOs or government health systems.
  • Experience in emergency response and integrated humanitarian programming.

6. Reporting Line

The Health and Nutrition Manager will report to the Executive Director/Head of Programme Unit and will work closely with the project, MEAL, finance, logistics, safeguarding and facility teams.
