TERM OF REFERENCE (TOR) TO DEVELOP A CONCEPT NOTE
Reference: WRRS /CN/01/11/22
Tittle of the Project: Strengthening the capacities of local community to effectively engage and contribute to peace, good governance and promote citizen participation through capacity building on civic education in Jubaland State
Job title: Concept Development Consultant

Background Information
The collapse of the Somalia government in 1991 dragged Somalia into a miserable state characterized by chronic insecurity, massive displacement and lack of adequate access to basic human needs such as food, water and shelter. Amid this horrific state young Somali nationals established Wamo Relief and Rehabilitation Services WRRS in the year 2002 with the aim of contributing to the relief of human suffering in the country.
WRRS is a non Profit, non- partisan organization based in Somalia. The organization is legally registered and operating in the south central Somalia and Punt land.
We aim to strengthen the capacity of the local communities in Somalia and Kenya so that they may share and contribute to the educational, economic, and social well-being of their life through provision of relief supplies, emergency livelihoods and social support and capacity building interventions which are integrated in participatory community-based peace building and human rights-based approaches towards sustainable peace, reconstruction and development of Somalia.
One of the key components of the UN Joint Programme on Local Governance and Decentralized Service Delivery (JPLG) is to support the emergence of functional and inclusive local governance, through civic education and capacity-building. UNICEF is the key lead UN agency for this outcome and FMS are among the key Government partners for UNICEF to support the implementation of Civic Education Program using theatre, TVs, structured session, Focus Group Discussions (FGD), and workshops. Jubaland have strongly committed to using civic education to strengthen local governance and support broader stabilization priorities. Theatre, drama, use of TVs,radio and community dialogues, allow for an increased, scaled,
depth, deep geographical reach and sustainability to civic education. Such channels are also broadly inclusive - radio and television are the two most popular sources of information in the Jubaland, with 75% and 77% of the population respectively tuning in to these channels at least a few times a week. The use of radio and TV channels, in complementarity to physical community engagement approaches, can provide a huge value-addition to Jubaland State in achieving its civic engagement objectives, strengthening local governance and broader stabilization priorities. UNICEF, as the lead agency in JPLG on civic education, agreed with FGS and FMS to support such an initiative that would help them oversee a CSO implemented civic education programme that will also help capacitate the local government to sustain such intervention in future.Ministry of Interior of Jubaland and UNICEF/JPLG propose to implement a civic education initiative in Kismayo and Afmadow Districts. The initiative will leverage UNICEFs’ civic education messaging produced in 2015, 2016, 2019 and 2020 that integrates face-to-face meetings, visual and audio media.
By building on proven traditional civic education methods and harnessing new technologies that have shown great potential in Somalia, the initiative is expected to reach more people and deepen understanding and trust between citizens and their local authorities.
Therefore, WRRS is looking for a consultant to develop a concept note that details the activities, a timeline, and a log frame to achieve the stated outcomes and outputs mentioned below.
EXPECTED OUTPUT OF THE PROGRAM
- Citizens are educated about peace and key processes of services that lie within Local Government’s functions, and how these are delivered by the local administration and citizens responsibilities. And Enhanced principles of transparency and accountability and community are promoted throughout.
- Citizens are empowered to raise their voices about issues affecting their lives (e.g. how municipal services in the city are delivered, priorities and expectations around local planning exercises and the establishment of new districts “district council formation processes”) and the Jubaland and other actors develop a strong understanding of citizen opinions based on evidence to inform their decision-making process and also participate to the local planning.
- Women, marginalized groups and youth and clan elders engaged and aware and understand the importance of district council formation. Specific women forums on district council formation. (Minimum 1 group-tailored civic education DCF each for women, elders, marginalized groups, and youth)
- LG’s councils and their staff officials of Jubaland are better capacitated on decentralization service delivery and community engagement including women, youth, children, and minority groups in political
participation forums and DDF and AWP consultations of district levels in collaboration with LGI. And This includes district council formation and social inclusion.
Specific Activities to be undertaken by the Consultant:
The Consultant will have the following responsibilities:
- Become rapidly familiar with WRRS program with specifity to the above program
- Determine all tasks necessary to prepare the concept note
- Conduct internal/external desk analysis through literature review and meetings with the program team.
- Develop the Concept note in collaboration with WRRS Program Team
- Develop the Concept note budget
- Primary responsibility for writing the Concept note
- Deliver quality Concept note and Ensure that the tone, content, and design of the Concept correspond to the requirements of the donor

Skills and qualifications
- Master’s degree in international development or related field
- 4 years’ experience in Developing Concept note
- Track record in projects in Civil Society strengthening and good governance
- Fluent in English (both reading and writing)
- Excellent analytic and communication skills
