1. Background
The Somaliland Development Fund – Phase 3 (SDF3) covers the period 2025-2028, with the possibility
of a two-year extension. SDF3 aims to strengthen the climate resilience of vulnerable communities in
Somaliland while creating increased income and job opportunities, thereby helping to reduce poverty.
SDF3’s ambitions are aligned with NDP3 and reflect the priorities set out in Somaliland Vision 2030.
SDF3 is funded with contributions from Denmark, Norway and the United Kingdom.
The SDF3 Joint Steering Committee has approved the Qool Caday Livestock Centre of Excellence
(QLCE) project. The QLCE is designed to serve as a multifunctional centre for climate-smart livestock
production, training, research, and livestock related commercial services. The project includes
rehabilitating 8,000 hectares of rangeland, which includes a 6,000-hectare drought reserve, and
constructing water infrastructure, veterinary clinics, and demonstration farms. These interventions aim
to improve livestock health, fodder availability, and water access, while promoting sustainable land
management. The QLCE project is built around three strategic pillars: climate resilience, inclusive
economic growth, and social inclusion. The project includes three outputs as indicated below
2. Summary of the role
As part of the QLCE project, a 67 km perimeter fence and associated access-control structures will be
constructed around the 8,000-hectare rangeland reserve. To support this work, the Project will recruit
a Site Engineer – Fencing Works to join the Project Management Team (PMT), in line with the approved proposal and the SDF3 Operational Guidelines (October 2025). Reporting to the Resident Engineer, the Site Engineer will provide end-to-end supervision of all fencing and access-control works,
ensuring full compliance with design and specification requirements, quality standards, health, safety
and environmental measures, social safeguards, construction progress, and accurate measurement
for certifications and handover.
3. Key tasks summary
Supervise construction of all fencing works, including posts, mesh, barbed wire, gates, and
access-control structures.
Ensure accurate setting out, correct foundations, proper wire tensioning, and compliance with
design tolerances.
Coordinate closely with civil, electromechanical, and community teams to avoid clashes and
maintain safe access.
Lead quality assurance/quality control processes, including inspections, testing, material verification, and managing NCRs.
Enforce health, safety, environmental, and social safeguards across all fencing activities.
Monitor progress, verify quantities, maintain site records, and support preparation of payment
certificates.
Manage snag list, verify as-built data, and compile full handover documentation.

Qualifications and Skills
A minimum of a bachelor’s degree in civil engineering, Construction Engineering, Construction
Management, Structural Engineering.
Member of a recognised professional engineering body in Somaliland
Excellent written and spoken English, and fluency in Somali (mandatory).
Proficiency in AutoCAD, Microsoft Office, and competent use of surveying tools; familiarity with
AutoCAD Civil 3D is an advantage.
General Professional Experience
A minimum of 7 years’ post-qualification experience in construction supervision, of which a
significant portion must involve site-based engineering on linear or boundary infrastructure.
At least 5 years’ experience supervising contractors on field-based works requiring strict line,
level, and tolerance control, such as fencing, boundary demarcation, rural infrastructure, or
similar linear civil works.
A minimum of 5 years’ experience reviewing and interpreting technical drawings, specifications,
method statements, and as-built documentation, including proficiency with CAD-based design
outputs.
Specific Professional Experience
A minimum of 5 years’ direct experience supervising fencing works, which may include perimeter fencing, security fencing, agricultural or rangeland fencing, or other linear barrier systems
ideally involving multiple concurrent sites or working gangs.
At least 3 years’ experience overseeing concrete works for small structural elements (strainer
post foundations, anchor blocks), reinforcement checks, slump testing, cube sampling, and
curing supervision.
SE in one Similar project which involved contract administration, including reviewing variations,
certifying quantities, supporting Interim Payment Certificates (IPCs), and supervising
day-to-day contractor performance including HSE, environmental and social safeguards
