The One Earth Future Foundation (OEF) is an incubator of innovative peacebuilding programs that designs, tests, and partners to scale programs that work hand-in-hand with those affected by confict to eliminate the root causes of war. OEF incubates programs designed to foster sustainable peace, partnering with innovative world leaders, global development agencies, and communities to see complex problems at the root of armed confict in new ways and solve them together.
OEF’s Impact, Learning & Accountability Department
The evaluation and impact measurement activities are led by OEF’s Impact, Learning, and Accountability (ILA) department, which develops the frameworks for measuring programmatic impact consistent with OEF’s mission and core values. Additionally, ILA supports internal learning and planning processes that enable programs to iterate better to develop and scale innovative models that address complex problems at the root of confict.
OEF’s Programs in the Somali Region
Shuraako, a program of One Earth Future (OEF), has been operating throughout the Somali region since 2012 with offces in Hargeisa, Garowe, and Mogadishu.
Shuraako, which means “partnership” in Somali, works in confict-affected areas and underserved small and medium enterprise (SME) markets to develop a more resilient and responsible private sector. We connect entrepreneurs with impact capital to foster economic growth, create jobs, and promote stability and peace.
SMEs are the predominant employers in fragile states, and their greatest obstacle to growth is the lack of available capital to invest at the right time. While investment opportunities exist in fragile states, they often go ignored due to perceived risks and weak institutions. By identifying and recommending eligible SMEs, we unveil unique opportunities for investors.
Shuraako identifes enterprises that add value to the local economy by conducting on-the-ground due diligence and establishing strong relationships—the key to any
successful investment. We match these selected entities with capital and manage post-investment responsibilities.
OEF’s Secure Fisheries program is dedicated to promoting sustainable fsheries across the Somali region as a source of long-term food and economic security.
Secure Fisheries supports community-based fsheries management in the Somali region through the development of cooperative management (co-management) associations. Co-management is defned as a partnership between the government and resource users to provide an equitable and effective governance structure for fsheries management. Community members have participated in training events to improve vocational skills along the fsheries value chain, covering topics such as business administration skills, boat mechanics, and net making. Workshops, including those on ecosystem mapping and environmental education, have helped to collect and enhance local environmental knowledge. Fisheries resource users in Bander Beyla and Zeila have partnered with representatives of the regional government to co-develop and sign power-sharing agreements, formalizing the co-management associations.
Scope of Work
OEF is seeking a highly competent monitoring and evaluation (M&E) contractor to provide ongoing support to the monitoring and evaluation efforts of the Impact, Learning & Accountability Department (ILA) for OEF programs in the Somali region. We are seeking to establish a long term partnership with a contractor who can fulfll these services.
The contractor will be responsible for administering all M&E tasks in the Somali region, working closely with program and headquarter staff.
Primary Responsibilities
- Collect, review, process, and analyze the information reported by programs and other interventions implemented by the Program or the foundation.
- Generate, update, and maintain databases (Google drive, Airtable, Monday.com, Microsoft Excel, KoboToolbox, among others).
- Support the production of reports for OEF audiences and for external audiences, adhering to standards set forth in grant agreements.
- Ensure data integrity throughout the data management process and reporting.
- Produce presentations of indicators and results as required by ILA.
- Support training on M&E and answer questions about M&E (feld trips, if required, will be covered by ILA).
- Attend and participate in monitoring and evaluation meetings with ILA and Programs as convened.
- Support the design of questionnaires and the processing of quantitative (survey results) and qualitative (focus groups/interviews) information.
- Provide support in interactions with external evaluation consultants, as needed.
- Support other M&E activities prioritized by ILA.
Monthly Deliverables (to be further defned upon contract signing)
- Report of the information (both quantitative and qualitative) reviewed and processed per month in relation to OEF programs and projects.
- Back-up of updated databases and information systems (Google Drive, Monday.com, Kobo, Airtable, Salesforce, among others).
- Report of the information collection tools designed or adjusted according to ILA requirements (survey forms, checklists, data protocols, etc.)
- Other deliverables to be defned by ILA and PASO.
- Monthly activity report.
Skills and qualifications
Education and Professional Experience
- Professional degree in social sciences, economics, statistics or business administration or other relevant felds. A postgraduate degree in related areas is desirable.
- Between 3 and 5 years of professional experience in monitoring and evaluation of economic and social development projects. Specialization in the following issue areas is preferred: social impact investing, strengthening of productive chains and markets, local governance capacity building, international cooperation, and improvement of living conditions.
- Experience working in an M&E capacity with large international organizations, government funders, or non-governmental organizations (NGOs).
- Experience producing high-quality M&E reports for international funders.
Required Skills
- Knowledge in the design and implementation of indicators of progress, results, and impact of interventions.
- Knowledge of methodologies for the collection and analysis of quantitative and qualitative data.
- Knowledge of database structures and technologies for data collection with mobile devices (Kobotoolbox, Google Forms, SurveyMonkey, etc).
- High profciency in computer systems for data collection, processing, and analysis (advanced Excel, R, Stata, SPSS, SQL, etc).
- Knowledge of information visualization tools (Power BI, Tableau, Google Data Studio, Microsoft Excel, among others).
- Excellent communication and organizational skills.
- Highly profcient in spoken and written English.
- Ability to work fexible hours to interface with colleagues across the world, as needed.

Management and Supervision:
The contractor will be directly supervised by the Senior Monitoring and Evaluation Specialist and will indirectly report to the Director of Impact, Learning & Accountability (ILA).
Location:
The contractor can be based in the Somali region, and must reside in Hargeisa or Mogadishu. S/he must be available to travel up to 25% of the time within the Somali region as needed.
