Job description
Beginning in 2020, USAID/Ethiopia embarked upon an ambitious, integrated Project to strengthen the capacity of Ethiopia’s communities and institutions to effectively manage disaster risks. This five-year Strengthening Disaster Risk Management Systems and Institutions (SDRM-SI) Project (2020-2025) is operating in a complex and ever-changing context that requires systems-based and adaptive implementation. With this in mind, the SDRM-SI Project Team is pursuing a Developmental Evaluation (DE), implemented by Headlight Consulting Services, LLC, to help answer the Mission’s complex DE Learning Questions and support adaptation and refinement of USAID/Ethiopia’s DRM approach at the strategy, activity, and operational levels.
One of the evaluative efforts the DE team is preparing to conduct in 2022 is the Institutional Architecture Assessment (IAA). Institutional Architecture (IA) is a USAID framework that looks at six key elements of policy systems to understand how effective, inclusive, and transparent policies go from conceptualization to implementation in various country contexts. The IAA examines the key systems, processes and relationships that influence policy development and implementation by examining the country’s multi-sector capacity to drive and participate in policy reforms. This is done by analyzing six policy aspects: 1) Guiding Policy Framework, 2) Policy Development and Coordination, 3) Inclusivity and Stakeholder Consultation 4) Evidence-based Analysis 5) Policy Implementation and 6) Mutual Accountability. For this purpose, Headlight is seeking experienced qualitative data collectors.
Responsibilities:
- Participate in data collection training, including pilot to test and tailor data collection tools
- Conduct quality key informant interviews (KII) with different Disaster Risk management stakeholders from a variety of key groups, such as government institutions, donors and implementing partners at federal, regional and woreda level.
- Properly audio record the interviews and take field notes
- Translate and transcribe audio records from local languages to English
- Clean the transcribed data and upload to a specified Google Drive regularly
- Collect and manage data files (interview transcripts and recordings) as per the protocol; transcribe and clean interviews in a timely manner
- Regularly communicate and coordinate with the Headlight team and rest of survey team to ensure data collection progresses smoothly
- Other duties as assigned

Skills and qualifications
- Experience in qualitative data collection (Key Informant Interviews, translation, and transcription)
- Ability to organize assignments and work independent of frequent supervision
- Excellent written, verbal, and inter-personal communication skills in English and knowledge of at least more than one local language (Amharic, Oromiffa, or Somali) is preferable
- Excellent interpersonal skills and good team spirit
- Ability to follow deadlines, accuracy and attention to detail
