Background
Oxfam is a global movement of people working together to end the injustice of poverty. It has been working in Somalia/Somaliland since the 1970s, plays a key foundational role in supporting Somali people and communities to provide development and lifesaving programs.
It supported civil society organizations and has been called by many current and past partners "the mother of Somali civil society."
Oxfam’s support of women's rights, advocacy, and gender equality has been a steady component of the program, and many leading advocates for women's rights, gender equality, and women's issues were once partners or trainees of Oxfam. We are an international confederation of 19 organizations (affiliates) working together with partners and local communities in humanitarian, development, and campaigning, in more than 90 countries. All our work lead by three core values: Empowerment, Accountability, and Inclusiveness.
In 2021, Oxfam developed a 10-year strategy with new program directions focusing on just economy and economic development, Inclusive governance, gender justice, Conflict-sensitive humanitarian response, and resilience to climate and fragility.
The Somalia Resilience Programme (SomReP) is a consortium of seven international non-governmental organizations (INGO) and one Local NGO. SomReP works to enhance the resilience of chronically vulnerable households, communities and systems across Somalia.
The Somalia Resilience Program (SomReP) is an ambitious approach to tackle the challenge of recurrent droughts and the chronic vulnerability among pastoralists, agro-pastoralists, and peri-urban households in one of the poorest countries in the world. SomReP is being implemented through a consortium of 7 INGOs (ACF, ADRA, CARE, COOPI, DRC, Oxfam and WVI) and 1 Local NGO(Shaqodoon)
Oxfam would like to engage a qualified and dynamic consultant to conduct a Gender Market assessment in Somalia/land
Overall goal
The consultant will be tasked to conduct a gender-sensitive and inclusive value chain (agriculture, livestock and financial) market assessment of alternate and/or sustainable livelihood opportunities and markets which mitigate existing resilience challenges for Dollow and Elefyne Districts in Somalia/land. Assessments must consider key opportunities, barriers, and viable options for women, persons with disabilities, and other vulnerable groups to ensure suggested livelihoods are accessible to all. Findings from the assessment will be presented to the community to identify viable value chains, markets and retail business they would like to pursue or expand in.
The objectives of the assessment include:
- Analyze the local markets in terms of value chains (agriculture, livestock, financial market systems, supply and demand of significant livelihoods goods and produce/retail business in the target areas (agribusiness and livestock opportunities for communities to pursue)
- Map of value chain actors (both private and public) in the agriculture and livestock sector in Dollow and Elefyne districts
- Identify the livelihood opportunities in the market for women, men, youth and other vulnerable groups (Disabled, marginalized groups etc.)
- Identify the constraints women, men youth and marginalized groups face in accessing the market and in engaging in sustainable livelihood activities. This will include system constraints too.
- Examine the gender issues regarding the roles, responsibilities, and relationships of women and men in value and supply chains.
- In consultation with community members, identify alternate and/or sustainable livelihood opportunities they wish to pursue in agriculture and livestock value chains
- Assess and list the technical skill gaps, training, and additional materials required to strengthen and/or pursue alternate and/or sustainable livelihood opportunities.
- Undertake desk research to map out the broad historic dynamics of the financial services sector in Dollow and Elefyne districts as well as map key existing market actors in the Financial market systems with a gender lense.
- Map out the existing demand for financial services (including what type of services are needed) in the Dollow and Elefyne District in Gedo Region.
- Determine market size, consumer base, market actors, types of products, and prices. Determine supply and market demand for existing and additional financial services
- Identify the market gaps, constraints, risks, and opportunities for investment in the financial services sector in the area
- Mapping and analyzing policy and regulatory frameworks towards or against the Agri/livestock and Financial sector. This could be just a desk review.

- Deliverables and Milestones
Consultant to implement the activity specifically mentioned here below. Oxfam aims to have all deliverables completed by 10 April 2023. Oxfam will engage the consultant for 20 days to complete the following:
- Prepare an inception report and data collection tools outlining how the assignment will be conducted. Share tools with SoMRep for input and/or approval
- Design/adapt/refine (as appropriate) survey tools both questionnaires and qualitative tools.
- Arrange for the questionnaires to be translated into relevant languages.
- Train and support the data collection team
- Compile and conduct data analysis. Present findings and draft report to SoMRep Staff and consortium Team, including recommendations for the future. Finalize inputs / feedback into a final assessment report and submit it to SoMRep. All analysis and findings must be disaggregated by age and gender.

Skills and qualifications
Eligibility Requirements
- Advanced University degree (Master Level minimum) in Development Studies, Development economics, Socio-economic studies, or another related field. Additional areas of experience could include Gender and poverty reduction; economics, business administration, or management. Degree will be considered with more than 5 years of experience
- Minimum of 5 years of relevant practical field experience within one or more of the following areas: Socio-economic and/or household economy assessments; Market assessments and Gender analysis
- Experience and knowledge in gender-focused livelihood programming in terms of Value chain analysis, entrepreneurship building, private sector development, urban and rural small business development and Income Generating Activities.
- Those who combine the above-described skills with Gender and Gender Analysis will have an added advantage
- Demonstrated experience in conducting assessments for planning
- Familiarity with established assessment and analytical tools is desirable (e.g. Market analysis, Household economy approach, Sustainable livelihoods framework, Minimum economic and recovery standards etc.
- Experience in conducting market surveys / livelihood assessments with a gender lens
- Demonstrated excellent analytical, writing, and reporting skills
- Familiarity with geographical areas covered by the project/ understanding of issues related to communities in the Dollow and Elefyne Districts.
- Fluency in written and spoken English.
Evaluation Criteria
The Selection of the firm will be made based on cumulative analysis i.e. mandatory requirement and technical qualifications as follows:
Mandatory requirements
- References including names and contact information from previous clients who can be contacted regarding relevant experience in translation of documents (At least three)
- Provide a certified copy of business registration (company/organization)
- Provide a certified copy of tax registration
- Provide information on ownership structure i.e. name of directors/owners of the company
- Successful bidder will be required to sign World Vision Supplier Code of Conduct form
Technical Evaluation
Applicants need to clearly articulate on the following, but not limited to: -
- A Consulting profile and cover letter outlining the suitability of the consultant in undertaking the assignment (Not exceeding two pages)
- Up to two-page statement of capability (referencing the selection criteria) and the approach to be take in undertaking this assignment
- Clear work plan including time frames for the Gender market assessment
- Detailed CVs of key personnel (including any formal qualifications) should be provided
Financial Evaluation
- A financial proposal with a detailed breakdown of costs quoted in USD. Applicable tax amount must be clearly stipulated and separated from the base costs
- Payment Terms and credit Period
Financial proposal should not be part of the technical proposal; it should be a separate document.
