Term of Reference Project Technical Officer
Duty stations: Baidoa/ Hududur (Somalia);
Position: Project Technical Officer - peace, reconciliation and social cohesion
Reporting lines: Reports to the ANPPCANSOM Program Manager
I. Objective
The Project Technical Officer will be responsible for coordinating, implementing, and monitoring initiatives aimed at strengthening peace-building, reconciliation and social cohesion in Baidoa and Hudur in the South West State of Somalia. The role involves strategic planning, community engagement, and project management to address the root causes of violence.
II. Key Responsibilities
1. Project Planning and Implementation:
· Develop comprehensive project plans in line with peace, reconciliation and social cohesion objectives and strategies.
· Implement project activities ensuring alignment with the overall project goals.
· Coordinate and collaborate with stakeholders, partners, and local authorities.
2. Community Engagement:
· Establish and maintain relationships with local communities, leaders, and civil society organizations.
· Organize community engagement programs to raise awareness and build resilience against violence.
3. Monitoring and Evaluation:
· Implement monitoring and evaluation frameworks to assess project impact.
· Collect and analyze data to measure the effectiveness of peace, reconciliation and social cohesion interventions.
· Prepare regular reports on project progress, challenges, and recommendations for improvement.
4. Capacity Building and Training:
· Conduct training sessions and workshops for community members and stakeholders on peace, reconciliation and social cohesion strategies.
· Build the capacity of local organizations and individuals to actively participate in peace, reconciliation and social cohesion efforts.
5. Networking and Collaboration:
· Liaise with government bodies, NGOs, UN agencies, and other relevant stakeholders.
· Seek opportunities for collaboration and partnership to enhance the impact of peace, reconciliation and social cohesion initiatives.
6. Risk Management and Conflict Sensitivity:
· Identify potential risks and challenges associated with peace, reconciliation and social cohesion activities.
· Implement conflict-sensitive approaches to minimize potential tensions and conflicts.
Skills and qualifications
· Bachelor's degree in a relevant field (international relations, social sciences, peacebuilding, Public/Business Administration etc.); Master’s degree is a plus.
· Proven experience in project management, particularly in conflict-affected areas.
· Knowledge of peace, reconciliation and social cohesion strategies, community engagement, and conflict resolution.
· Excellent communication and interpersonal skills.
· Ability to work effectively in multicultural and challenging environments.
· Fluency in English; knowledge of Somali languages is highly advantageous.
