This position is advertised to fill positions in two duty stations within Somalia (Hargeisa, Garowe) 

OBJECTIVES OF THE PROGRAMME

Provision of technical assistance to Federal Member States to improve equitable access to quality health services throughout the life-course at an affordable cost, including a focus on building health system resilience andcoordinating WHO ‘s preparedness and response to emergencies. To coordinate the planning, implementation, monitoring and evaluation of the regional priorities in line with the Governments strategic plans, WHO Country Cooperation Strategy and Biennial operational Plan; To facilitate and support partnership and resource mobilization for the health development agenda at State level; To provide technical advice and support the implementation of emergency prevention, preparedness, response and recovery work plans; To improve the visibility of the organization through advocacy and communication;Manage and administer WHO human, financial and material resources at the State level.
 

DESCRIPTION OF DUTIES

Under the overall supervision of the WHO Representative (WR) and direct supervision of Field Hubs Lead at central level, the Regional Coordinator performs the following duties and responsibilities:

1.Technical Support and Coordinate and supervise the work of WHO FMS team (technical and administration staff)with a specific focus on strengthening health systems and emergencypreparedness and response in the assigned region. 

- Facilitate information sharing and cross-cutting programme support using the Primary Health Care (PHC)approach, including support for health emergencies, Integrated SupportiveSupervision (ISS) and planning.

- Support Health System Strengthening efforts of the WHO at the FMS Level.

- Liaise with the MOH at FMSlevel in the identification of emerging support needs and discuss withrespective teams on appropriate responses. 

- Participate in and contribute to the development of the WCO/Somalia biennial plan. 

- Facilitate and coordinate the preparation and implementation of the WCO integrated regional annual action plan.

2.Facilitate WHO'scontribution to regional United Nations Sustainable Development CooperationFramework (UNSDCF) planning and monitoring activities as well as joint programs like the Partnership and Resource Mobilization.

 - Strengthen/facilitate the establishment of health partnership including UN agencies and others(international/local partners, universities, private and civil societies organizations) at FMS level and ensure regular participation.

3.Monitoring andReporting 

-Facilitate and participatein FMS planning, monitoring and evaluation fora.-Provide technical andadministrative reports on monthly basis to the Country Office.

- Participate in annual planning and review meetings of technical teams in the WCO.

4.Advocacy and Communication

 -Provide input to the WCO Communication Strategy implementation including contribution to the monthly news letter bulletin on key activities at FMS level.

5.Operational Management and accountability

-Ensure the optimal use of WHO financial,technical, logistic and human resources through efficient and effective planning and management of the office in the country, territory or area in full compliance with WHO procedures, rules and regulations.

- Oversee performance management and professional development of all office staff to ensure a skilled and competent workforce.

 -Undertake all measures to ensure an ethical and conducive work environment for staff, free from all forms of harassment.

- Make mechanisms for prevention and management of conflicts and cases of harassment available to all staff. 

- Undertake all measures to ensure the safety and security of all WHO staff and dependents under the UN security accountability framework.

6.Other Duties

Skills and qualifications

REQUIRED QUALIFICATIONSEducation

Essential: Master's degree in medicine or public health or health related field from an accredited/recognized institution.
Desirable: Master's Degree level(or above) in health systems , program management, or public health.
 

Experience

Essential: A minimum of 7 years work experience in public health with emphasis in health system strengthening, especially primary health care and/or emergency preparedness and response.
Desirable: Experience in management and coordination of health-related programs/projects and/or emergency response will be an added advantage. Experience in a United Nations organization.
 

Skills

Technical expertise in public health and health systems, program management and coordination of health program, especially as it relates to health planning, health service delivery, health financing, monitoring and evaluation, emergency preparedness and response, surveillance and epidemiological investigations; and ability to supervise and mentor others.

REMUNERATION

Remuneration comprises an annual base salary starting at USD 63,416 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
