Job description
INTRODUCTION
These Terms of Reference (ToR) serve as a request for proposals from consultant firms/Company who is interested in conducting Organization Development, Review and Upgrade of Institutional Manuals, for Somalia Congress of Trade Unions (SOCOTU). Details regarding contents of proposals and submission procedures are explained herein.
BACKGROUND
The Somali Congress of Trade Unions (SOCOTU) stands as the largest labor union in Somalia, boasting an impressive membership of 96,350 individuals hailing from every corner of the nation. SOCOTU proudly serves as the representative voice for workers spanning diverse sectors including healthcare, education, municipal services, fisheries, agriculture, transportation, construction and electricity, port operations, tailor and textile craftsmanship, music industry, communication networks, hospitality sector, among others. With a robust presence, SOCOTU maintains a network of 18 offices dispersed across the entire country, one in each province, ensuring comprehensive coverage and representation for its members. SOCOTU is a prominent labor federation that represents the interests of workers in Somalia. Formed on the 25th of July 2011. SOCOTU serves as an umbrella organization for various trade unions across different sectors of the economy.
PURPOSE OF THE ASSIGNMENT
Main Objectives:
The overall objective of the consultancy firm is to conduct an Organization Capacity Need Assessment to identify areas for organizational improvement to achieve sustainable results. The expected results should be well defined because it determines the purpose and direction of the capacity building effort.
The Organization Capacity Need Assessment will provide the basis for defining SOCOTU to achieve the expected results. The assessment should clearly define the change process that will lead to improvement in capacity to achieve results. The assessment should include activities to be undertaken, budget, and indicators to measure progress towards results.
SPECIFIC TASKS TO BE PERFORMED BY THE CONSULTANT FIRM:
The consultant firm, in consultation with SOCOTU, undertakes the following tasks:
1.Review and update the organization manuals and share the drafted one with SOCOTU. To mention the institutional manuals; financial guidelines, procurement guidelines, human resource manual and travel policy
2.Conduct staff capaicity assesssment, develop training plan/program, and provide capacity building training to the staff at each affiliate.
4.Define the training modules and share with SOCOTU for prior approval
5.Review and update the organization organogram and present the new structure to the SOCOTU Executive Board.
6.Review and up to date the organizational profile
7. Develop Anti- Corruption Policy and code of conduct/ethical rules fort the trade union.
KEY DELIVERABLES
Capacity Assessment
Consolidated report which includes findings of the capacity needs assessment and agreed capacity building plan, to be submitted with 30 days upon commencement of the assignment.
Other Deliverables
1.Reviewed and updated SOCOTU manuals including finance, logistics/procurement, human resource and travel policy and conduct trainings to the stakeholders/staff each
2.Reviewed and updated trainning plan/program for SOCOTU staff on working templates including finance, logistics/procurement, human resource and travel policy.
3.Reviewed and updated organization organogram and profile
4. Developed Anti corruption policy and code of conduct/ethical rules for SOCOTU.

CRITERIA FOR SUBMISSION OF PROPOSAL AND APPLICATION PROCEDURE
Interested consultant firms who meet the conditions specified herein are invited to submit the following
1.Technical and financial proposals
2.CVs of lead consultant (s) with names of three referees
3.Should be legally registered and its partners must hold current practicing certificates.
4.Should demonstrate that it has a track record of more than five (5) years of experience in providing capacity building to not-for-profit organizations and /or for-profit organizations.

In this context, staff have a responsibility to the organisation to strive for, and maintain, the highest standards in the day-to-day conduct in their workplace in accordance with SOCOTU’s core values and mission. Any candidate offered a job with SOCOTU will be expected to sign the Staff Code of Conduct as an appendix to their contract of employment. By signing the Code of Conduct, candidates acknowledge that they have understood the content of SOCOTU Code of Conduct and agree to conduct themselves in accordance with the provisions of the policy.
