Over the years, we have built a reputation for combining technical excellence with contextual understanding, enabling public institutions, NGOs, and development partners to translate strategy into measurable impact.
We are seeking the following specialists:
1. Team Leader / Education Specialist
Organization: Hagaag Academy for leadership and Development
Duty Station: Somalia (with travel to FMS & Banadir)
Duration: 5 Months( with possible extension depending on funding)

Key Responsibilities include, but not limited to, the following:
• Provide overall leadership and coordination of the consultancy.
• Oversee both phases: national mapping and educational readiness assessment.
• Ensure methodological rigor (quantitative and qualitative).
• Lead engagement with, FMS Ministries, and preferably World Bank task teams.
• Supervise technical experts (GIS, research, community engagement).
• Ensure quality assurance of tools, data, analysis, and reporting.
• Lead preparation of inception report, draft and final reports, and validation workshop.
Required Qualifications
• Master’s degree in Education, Education Policy, or related field.
• Minimum 10 years’ experience in education systems assessment or reform.
• Proven experience working with Islamic/traditional schools is strongly preferred.
• Mandatory: Demonstrated leadership role in at least one World Bank–funded large-scale education project in Somalia.
• Strong experience in managing multi-regional field teams.
• Excellent report writing and stakeholder engagement skills.

2. GIS / Mapping Specialist

Position Summary
Hagaag Academy seeks a qualified GIS/Mapping Specialist to lead the geospatial mapping of educational institutions across all accessible districts in Somalia.
Key Responsibilities
• Design GIS methodology for nationwide school mapping.
• Develop GPS-enabled data collection tools (KoboToolbox/ODK).
• Coordinate geotagging and spatial verification.
• Produce geospatial database compatible with educational systems.
• Generate thematic maps, heat maps, and spatial visualizations.
• Support analysis linking geospatial and survey datasets.
Required Qualifications
• Master’s degree in GIS, Remote Sensing, Geomatics, or related field.
• Minimum 8 years’ experience in GIS and geospatial analysis.
• Demonstrated experience in education or social service mapping projects.
• Mandatory: Prior technical role in at least one World Bank–funded large-scale project in Somalia.
• Proficiency in ArcGIS, QGIS, KoboToolbox/ODK, and spatial data management.

3. Research Expert (Qualitative and Quantitative)

Position Summary
Hagaag Academy is recruiting a Research Expert (Qualitative and Quantitative) to design and implement the mixed-methods research framework for the national mapping and educational readiness assessment.
Key Responsibilities
• Design sampling framework for a number educational institution across FMS and Banadir.
• Develop survey instruments, KIIs, FGDs, and classroom observation tools.
• Lead quantitative data processing and statistical analysis (SPSS/Stata/Excel).
• Conduct qualitative thematic analysis (NVivo/Dedoose or similar).
• Ensure triangulation and methodological integrity.
• Contribute to draft and final technical reports.
Required Qualifications
• Master’s degree in Statistics, Data Science, Social Sciences, Education, or related field.
• Minimum 8 years’ experience in mixed-methods research.
• Proven expertise in large-scale survey implementation and sampling design.
• Demonstrated experience facilitating FGDs and KIIs in Somalia.
• Mandatory: Participation in at least one World Bank–funded large-scale project in Somalia involving data collection and analysis.

4. Community Engagement & Social Inclusion Specialist

Position Summary
Hagaag Academy seeks a Community Engagement and Social Inclusion Specialist to ensure culturally sensitive, gender-responsive, and inclusive engagement throughout the educational institutions readiness assessment.
Key Responsibilities
• Lead community and stakeholder engagement strategy.
• Facilitate FGDs with parents, community leaders, religious leaders, and school administrators.
• Ensure inclusion of girls and marginalized groups.
• Integrate gender and social inclusion considerations into research tools.
• Advise on community perception analysis and integration feasibility.
• Support validation workshop processes.
Required Qualifications
• Bachelor’s degree in Gender Studies, Sociology, Social Development, or related field (Master’s preferred).
• Minimum 5 years’ experience in community engagement within education or religious settings.
• Demonstrated experience working with faith-based institutions in Somalia.
• Mandatory: Prior involvement in at least one World Bank–funded large-scale project in Somalia.
