Mustaqbal Development and Relief Organization: - Created in 2009, MUDRO is a local non-governmental organization pursuing a dual mandate of emergency response and development interventions in Somalia to serving the most vulnerable communities affected by conflicts, disasters, or socio-economic hardship. We strive to ensure that our activities are conflict sensitive and do not harm affected communities and their environment, presently or in the future. MUDRO’s capacity and experience allows us to deliver fast and effective assistance whenever an emergency happens across. MUDRO has prioritized accountability to affected persons (AAP) principles in the design of project activities, taking into account the specific needs and roles of women, girls, boys and men, to ensure meaningful participation, dignified access and representation of and accountability to each of these groups. MUDRO is helping minimize risks for vulnerable groups including women and girls and advocating for equal, safe, and dignified access to assistance.
Purpose of the position.
The Finance and Logistic Manager will be expected to work under the day-to-day Finance, Logistics & Procurement activities.
The Finance and Logistic Manager is responsible for ensuring the effective management of all financial and logistics activities.
MAIN OBJECTIVES (key performance areas)
The Finance and Logistics Manager directly supervises the Finance, Logistics and Procurement Officers and ensures the effective management of all country office Procurement, Transport, Assets, Stocks, IT and Security.
Responsible for monthly financial close and reporting including standard financial statements and grant level reporting.
Implement, monitor, and evaluate internal controls and compliance procedures. Conduct primary communication to MUDRO board of Directors about finance and logistical issues.
Disseminate and train staff on new coding of new grants and projects as they are initiated or discontinued for use on timesheets and coding of vouchers. Also distribute account coding guidelines to staff and verify proper coding of vouchers received prior to data entry.
Manage cash flow, including timely fund requests to donors. Oversee the management of the country office petty cash fund and bank accounts, including monthly reconciliation.
Ensure that Annual Audit is conducted in a timely manner as required by the organization.
Participate in policy-setting discussions and communicate policies to local staff. Make recommendations for enhancements to policies and procedures to create operational efficiencies and represent the office during donor finance meetings. Participate in strategy development and annual operational planning and office budgeting.
The Finance and Logistics is responsible for ensuring all finance and logistics policies and procedures are in place and correctly implemented.
The Finance and Logistics Manager Position requires a broad skill set including the ability to work strategically with senior management, review financial statements, make QuickBooks entries, and facilitate other financial and logistical transactions. This position is also responsible for overseeing the Logistics Unit.
Ensure the monthly payroll allocation entries are properly calculated, coded, and entered appropriately into accounting system, including review and approval of timesheets by individual supervisors of allocations to specific grants and projects. Work closely with the Human Resources and Administration Officer to ensure that Country Office payroll is done in compliance with national tax and labor regulations. Manage timesheets for the country office, ensuring timely submission, approval, accuracy, and filing.
Ensure maintenance of an accurate and up to date asset register and depreciation schedule for all fixed assets.
Ensure that controls are in place to safeguard assets and oversee physical inventory verification at least annually.
Ensure effective management of service contracts and timely execution of all approved payments to vendors /contractors for goods and services received.
To support in overall financial management system of the programs including planning, budgeting, accounting, internal controls, financial reporting, internal auditing, financial monitoring, funds flow and disbursement management in line with donor regulations and requirements.
Ensure expenditure tracking and audit of financial operations in accordance with MUDRO rules and regulations.
Maintain and monitor an effective MUDRO Office filing system including but not limited to bank documents, withdrawal slips, transfer records, bank statements, invoices, timesheets, and payroll records.
Ensures timely and accurate financial reporting.
Ensure effective coordination of financial activities with MANAGEMENT TEAM in Mogadishu with aim to improve reporting and workflow.
Skills and qualifications
COMPETENCES/Education required.
- Degree in finances, economics, or relevant fields

Experience with similar scope of responsibilities (min 5 years) Previous work with NGO at a similar position (min. 5 years) Strong command of Excel and other MS Office applications Integrity
