Overview of position
Background:
-
In late 2019 parts of Somalia experienced some of the worst flooding in the country’s recent history resulting in several deaths & significant damage to infrastructure, crops, property & livestock. Further to this flood event, a joint assessment undertaken by the World Bank (WB) & the Federal Government of Somalia (FGS) assessed the losses & damage caused by the floods & developed a strategy for immediate recovery & longer term resilience building. As a result, Somalia Crisis Recovery Project (SCRP) financed by the WB through the Federal Ministry of Finance (FMoF) was formulated. The project aimed at supporting the recovery of livelihoods & infrastructure in flood & drought affected areas & strengthening the capacity for disaster preparedness nationwide. The recovery interventions focus is on three flood affected states (Hirshabelle, South West state & Jubaland), while the longer term interventions focus on a broader national coverage, enabling government capacity strengthening in disaster risk management. .

The Project Implementation Unit (PIU) established within the FMoF is managing the project implementation with our client providing technical support in project activities design, implementation, monitoring & reporting. Our clients input includes the development of designs for the rehabilitation of flood damaged roads, buildings & other infrastructure. As part of the technical advisory team, a Hydrologist / Hydraulics Engineer is to undertake the desk & field assessment of stormwater drainage, design & recommendation on erosion & silting protection measures, stormwater conveyance & outfall structures for road construction works & report preparation.

The SCRP is rehabilitating roads at the undermentioned locations.

For the purpose of this assignment, the locations are divided into lots.
Lot I:

Barawe Imbresso road (8.4 km).

Beledeweyne Far Libaax road (2.08 km).

Hudur Blimaqsi & Hudur main roads (6.4 km).
Lot II:

Belethawa Elwak & Dolow roads (4.8 km).

Luuq Boiya, Dolow & Baidoa roads (8.5 km).

Jowhar Wareegi Doodije, Suubiye & Horseed toads (4.3 km).
Role objectives
The Hydrologist / Hydraulics Engineer will be responsible for all aspects concerning stormwater drainage studies, design of erosion protection measures, silt cleansing designs to road drainage facilities including culverts & ditches, design of conveyance & outfall structures. S / He will also support the design team in matters related to the provision of cross & longitudinal drainage structures for SCRP roads. His / Her tasks shall include:

Carefully examine the road design & construction reports, local residents (where applicable), pictures of specific locations & confer with the site team to gather information on the severity & extent of the impact of stormwater drainage on the road asset.

Assess & determine stormwater volume, flow characteristics & recommending best optimum solutions.

Propose erosion protection measures after assessing project road topography, rainfall & soil conditions through physical observations & from material test results undertaken by the construction team.

Using road vertical & horizontal alignment data as a starting point & taking additional surveying data through the help of the construction team, design / propose silt cleansing ditches & cross culverts that are of self cleansing.

Identify erodible sections & propose best optimal design solutions including, but not limited to, check dams, chutes, energy dissipators, drop structures, silting basins, etc.

With due attention to downstream environmental impacts & safety of the general public, design stormwater conveyance & guiding measures such as channels, outfall structures, turnout ditches, etc.

Carry out cost estimation of the proposed & designed structures.

Prepare a comprehensive report for each road sub project.
Project reporting
This role reports to the line manager.
Skills and qualifications
Key competencies
-
Bachelors in hydrology / hydraulics engineering, civil engineering or equivalent is required.
-
Minimum of 10 years of post qualification experience in civil engineering practice including substantial engagement as a hydrologist / hydraulics engineer in design & construction of road projects is required.

Registration as a professional engineer with recognized institutions is desirable.
-
Previous work experience in Somalia or the East Africa subregion is desirable.

Ability to communicate in English, both verbal & written is required.
Team management
This role has no team management responsibility.
