External Consultancy for Comprehensive Project Verification, Outcome Assessment and Learning Documentation

Summary

CARE is seeking to procure the services of an external consultant to undertake comprehensive assessment Climate Resilience project in Somalia.

CARE is a humanitarian non-governmental organization committed to working with poor women, men, boys, girls, communities, and institutions to have a significant impact on the underlying causes of poverty. CARE seeks to contribute to economic and social transformation, unleashing the power of the most vulnerable women and girls.  CARE has been providing emergency relief and lifesaving assistance to the Somali people since 1981. CARE is implementing three mutually supportive programs and are designed along the humanitarian-development nexus: Education and Gender Equality: Builds the capacity of government institutions to provide gender responsive education services while building adolescents and young people’s life skills. It strengthens the capacity of feminist organizations and Savings Groups Networks and supports their collective advocacy. Climate Justice and Food, Water, and Nutrition: Contributes to increased food security and an improved nutritional status of vulnerable populations through promoting gender-responsive, climate-smart and sustainable crop and livestock production, diversifying livelihoods, linking pastoralists and smallholder farmers with financial services and markets, promoting WASH and nutrition, and strengthening early warning systems and family and community contingency planning. Humanitarian Assistance: Provide a wide range of humanitarian services covering food security and economic recovery as well as education, health, nutrition, WASH, and protection in emergencies, ensuring investments into recovery. We will continue to contribute to humanitarian coordination and promote gender-responsive emergency assistance with the help of Rapid Gender Assessments and the promotion of women’s leadership in response.

Project overview

CARE is implementing a climate resilience and rural livelihoods project that supports vulnerable rural communities to strengthen access to climate-resilient basic services, improve productive livelihoods, restore degraded natural resources, and enhance community-led planning and accountability.

The project applies an integrated resilience approach across water access, agriculture and livestock services, environmental restoration, community governance, gender and social inclusion, accountability, and institutional capacity strengthening. The project works with government institutions, local authorities, community structures, service providers and rural communities to improve resilience to drought, floods, land degradation, livelihood shocks and other climate-related risks.

As the project moves into an important review, learning and transition period, CARE intends to commission an external consultancy to conduct comprehensive verification, outcome assessment and learning documentation exercise. The assignment will generate independent evidence on project achievements, functionality and use of supported investments, emerging outcomes, sustainability, community perceptions, lessons learned and areas requiring follow-up.

The findings will inform project reporting, adaptive management, future programming, learning documentation and decision-making on the next phase of climate resilience programming.

Purpose of the Assignment

The purpose of the assignment is to conduct a comprehensive assessment of project achievements, outcomes, sustainability and learning. The consultancy will verify reported project results, assess the quality and functionality of completed interventions, collect community perception and outcome-level evidence, document lessons, and develop written and visual learning products.

The assessment should provide CARE with a credible evidence base on what has been delivered, what is functioning, what changes are emerging, what challenges remain, and what lessons should inform future climate resilience programming.

 Specific Objectives

The consultancy will:

•    Verify the existence, completeness, quality and functionality of key project interventions, assets, services and community structures.

•    Establish verified current values for selected project indicators and compare these with available project records, monitoring data and targets.

•    Assess emerging outcomes and community-level changes associated with project interventions.

•    Assess community perceptions of project relevance, quality, inclusion, participation, accountability and benefits.

•    Assess technical, institutional, financial, social and environmental sustainability of project investments.

•    Identify incomplete works, defects, non-functional assets, unresolved risks, safeguards concerns, accountability gaps and areas requiring corrective action.

•    Document lessons learned, good practices, implementation challenges and practical recommendations for future programming.

•    Produce written stories, analytical case studies, high-quality photographs, short videos, a learning brief and a presentation package.

Required Qualifications and Team Composition

The consultant/firm should propose a small but technically strong team with the qualifications and experience needed to deliver the assignment. The team should include, at minimum, the following roles:

Required qualification and experience

Team Leader / Evaluation / Climate Resilience Specialist

Advanced degree in evaluation, development studies, climate resilience, natural resource management, livelihoods, social sciences or a related field. At least 8–10 years of experience leading evaluations, verification exercises, outcome assessments or learning reviews, preferably in climate resilience, livelihoods, community development or fragile contexts. Strong experience in mixed-methods assessment, field team management, analysis and high-quality report writing

Gender and Inclusion Specialist

Relevant qualification in gender, social inclusion, protection, social sciences or related field. Strong experience assessing participation, inclusion, equity, community accountability and barriers faced by women, youth, persons with disabilities, displaced households, minority groups and other vulnerable groups. Must be able to guide gender-sensitive and do-no-harm data collection

Data Analyst / Data Manager

Strong experience in quantitative data management, digital data collection, data cleaning, survey quality checks and analysis. Ability to manage household/community survey data, verification datasets, GPS/photo records and produce clear tables, charts and evidence summaries. Experience with Kobo/ODK or similar platforms is required

Learning Specialist

Experience developing learning products from evaluation or assessment findings, including stories, case studies, learning briefs and presentation materials. Must be able to translate technical findings into clear, practical and evidence-based learning products for program improvement and future planning

Photographer / Videographer

Demonstrated experience producing high-quality photo and video documentation for development or humanitarian programming. Must be able to collect consent-based visual documentation, prepare captions, organize media files, and produce short videos that are respectful, ethical and evidence-based
