Position:  Project officers Baladweyn and Mataban districts in Hiran Region.   

Reports to: CP/CRG Project Manager

  1. Organizational Background

SPL is looking for a project officers who will be responsible for the successful implementation of Child Protection, and Child rights governance components of SOM NORAD Project, which is an integrated project of Education, CP, CRG, and DRR.

SOMNORAD Project is implemented by Somali Peace Line in Abudwak, Balanbal, and Herale in Galgudud; Beledwein & Mataban in Hiran; Mogadishu in Benadir.

  1. Objectives of the position

To take the lead of the implementation of Child Protection, and Child Rights Governance components in SOMNORAD Project activities in Beledwein and Mataban Districts of Hiran Region.   

  1. Duties and responsibilities
  • Contribute to the implementation of child protection, and child rights governance components of the annual work plan through coalition of civil society organization that target children and other vulnerable population groups living in Baladweyn and Mataban
  • Assist in the reporting on program implementation and in the preparation of reports and project
  • Reports to the direct supervisor and second supervisor, detailing the outcome of reviews.
  • Undertakes daily visits to project sites in the IDPs camps to assess local conditions, identifies needs and gaps in child protection /GBV/educations assistance and potential interventions, monitors program implementation and ensures the appropriate use of SPL and partners' assets in the camps. This may include, on an exceptional basis, overnighting at project locations.
  • Effectively promotes the mainstreaming of child protection principles in other sectors through local advocacy with key partners including national authorities, UN agencies and NGOs. 
  • Facilitates capacity building workshops to community, and children; selects and compiles training and orientation materials for those involved in program implementation.
  • Ensure that program activities and outcomes are well-documented, and that analysis and reports are shared with the project team and the organization more widely as relevant.
  • Develop productive working relationships with all relevant stakeholders: international and local NGOs, schools and local authorities.
  • Ensures effective communication, coordination and collaboration with key stakeholders, represents SPL at inter-sectoral meetings and participates in joint assessments.
  • Monitor schools and undertake follow-up actions to analysis the schools progress and well as reporting child safeguarding incidents.
  • Undertake follow-up actions on program implementation activities, prepares reports, and drafts changes in the program work plans, as required.
  • Remain updated on the context of the focus region, and ensure that project activities remain relevant and responsive to the context
  • Represent SPL in relevant meetings at the state level and promote organizational goodwill among the community and state authorities in relevant interagency, consortium, and sector/clusters coordination meetings at the state level among CSOs and/or between CSOs, INGOs and authorities.
  • Ensure compliance of the state-level office with SPL policy and procedures and donor regulations and ensure submission of timely and accurate financial reports
  • Submit monthly reports; contribute to quarterly and end-of-project reports and annual reports

 

Skills and qualifications

  • Minimum university degree in social work, community development, business administration or related field
  • A minimum of three years’ work in a relevant field
  • General understanding of child protection, child rights, GBV, and education programming
  • Has refined training and facilitation skills
  • Proven abilities in managing successful community-based projects
  • General understanding of project management and monitoring techniques
  • Proven analytical, problem-solving skills and comfortable working under minimal supervision
  • Highly organized, efficient and able to meet key deadlines
  • Must have excellent oral and written communication skills
  • Proficient in typing, MS word, Microsoft excel and e-mail/internet programs

  • Probation: There will be a probationary period of three months
  • Hours: Standard working week is 40 hours a week.
