Star Media Development Centre (SMDC) is seeking qualified and experienced companies to act as procurement and supply partners for the Innovative Learning Management System (LMS) Project in Somalia.
The selected company(ies) will be responsible for sourcing, purchasing, delivering, installing, and commissioning ICT equipment for 15 secondary schools across Somalia.
Scope of Work
The assignment includes one or more of the following:
- Supply and installation of laptop computers
- Supply and installation of projectors and LED displays
- Provision of internet connectivity services
- Network cabling and ICT laboratory setup
- Support in awareness campaigns and stakeholder engagement (lot 1.1)
Project Locations
Mogadishu, Baidoa, Jowhar, Galkayo, Kismayo, and Garowe.
Eligibility Requirements
Interested companies must:
- Be legally registered in Somalia
- Hold a valid commercial license
- Have at least 7 years of relevant experience in ICT supply, installation, or procurement
- Demonstrate a track record of similar projects
Joint ventures are allowed.
Procurement Method
Selection will be conducted through Open Competitive Bidding – National (OCBN) in line with applicable procurement policies.

Star Media Development Centre (SMDC) is seeking an experienced and qualified training firm to support a pilot project aimed at strengthening digital learning and STEM education in secondary schools across Somalia.
Project Overview
This pilot initiative focuses on improving teaching quality through the integration of a Learning Management System (LMS) and enhanced STEM instruction in Mathematics and Physics.
Scope of Work
The selected firm will be responsible for:
- Delivering structured STEM training for high school teachers (Mathematics and Physics)
- Training teachers on the effective use of a Learning Management System (LMS)
- Providing computer literacy and digital skills training
- Developing high-quality training materials and resources
- Conducting hands-on, practical training sessions
- Preparing and submitting training reports and recommendations
Required Experience and Qualifications
Applicants must:
- Be a registered and legally recognized training firm
- Have at least 10 years of proven experience in teacher training and education capacity building
- Demonstrate strong experience in STEM education delivery (Math and Physics)
- Have prior experience in LMS implementation and teacher training (strong advantage)
- Include qualified experts in education technology and computer training
- Have experience working in fragile or developing education systems (preferred)

1. Background
The Innovative Learning Management System (LMS) Pilot Project aims to enhance access to quality STEM education in Somalia by deploying a culturally adapted digital learning platform across fifteen secondary schools.
Under Component 3: Enhancing Digital Literacy, the project focuses on developing structured, high-quality digital learning content in Mathematics and Science aligned with the Somali secondary school curriculum.
To support this initiative, SMDC seeks to engage an Independent Curriculum Development Consultant to design and develop interactive LMS-based lessons for both subjects.
2. Objective of the Assignment
The primary objective of this consultancy is to:
- Develop 100 interactive digital lessons (50 Mathematics and 50 Science)
- Ensure alignment with the Somali secondary school curriculum
- Deliver content in a bilingual format (English and Somali)
- Prepare lessons for integration into the Software LMS platform, ensuring usability, engagement, and accessibility
3. Scope of Work
3.1 Curriculum Design and Alignment
The consultant will:
- Review the Somali national secondary school curriculum (Form 1–4, with emphasis on Form 1 pilot level)
- Develop a structured lesson framework for Mathematics and Science
- Ensure alignment with curriculum learning outcomes, competencies, and assessment standards.
3.2 Lesson Development
The consultant will develop a total of 100 lessons:
- 50 Mathematics lessons
- 50 Science lessons
Each lesson must include:
- Clear concept explanations
- At least two worked examples
- Practice exercises with answers
- Real-life contextual examples (with Somali context where applicable)
- Visual aids (diagrams, charts, infographics)
- Short formative assessments suitable for LMS quizzes
3.3 Bilingual Content Development
All content must be developed in:
- English (primary instructional language)
- Somali (supporting explanations and key terminology)
The consultant will ensure the use of accurate, standardized terminology aligned with the project glossary.
3.4 LMS Integration Support
The consultant will:
- Structure content for LMS compatibility (SCORM-ready or equivalent format)
- Collaborate with SMDC and Software teams to:
- Upload and organize content
- Test usability within the LMS environment
- Ensure mobile accessibility and offline functionality where applicable
3.5 Quality Assurance
The consultant will revise and refine content based on feedback from:
- SMDC technical team
- Teachers from pilot schools
- Stakeholders and Parents
