1. Introduction
Social-Life & Agricultural Development Organization (SADO) was established in 1994 by
professionals committed to supporting vulnerable and marginalized communities in Somalia.
SADO is a non-partisan, non-governmental and not-for-profit organization headquartered in
Mogadishu, Somalia, with operational experience across the Horn of Africa.
SADO works to promote sustainable development and strengthen the resilience and well-being of
vulnerable communities through humanitarian assistance, community development and integrated
development programming. Its approach is grounded in rights, dignity, inclusion, accountability
and community participation.
SADO’s core areas of intervention include Peace and Governance, Education, Livelihoods and
Food Security, Water, Sanitation and Hygiene (WASH), with cross-cutting attention to gender,
human rights, protection and environmental sustainability.
SADO has established organizational structures, field-level operational capacity and experienced
personnel to implement humanitarian and development programmes in partnership with national
and international organizations, donors and other stakeholders.
The organization is committed to continuously strengthening its institutional systems, staff
competencies and organizational effectiveness to ensure quality programming, sound resource
management, donor compliance and accountability to communities and partners.

2. Organizational identity
2.1 Vision: A Horn of Africa in which vulnerable communities live in dignity and
security
2.2 Mission: To work with our partners in improving the quality of life of vulnerable
communities in Somalia through facilitating humanitarian aid and
sustainable development programs.
3. Background and rationale
SADO recognizes that strong organizational systems and competent staff are essential to ensuring
effective programme implementation, operational efficiency, accountability and compliance with
donor requirements.
As part of its organizational capacity-strengthening efforts under the Oxfam-supported SOMJR
project, SADO intends to conduct targeted training for 17 staff members drawn from Programmes,
Human Resources and Administration, Finance, Procurement and Logistics, and Senior
Management.
The training is designed to address identified capacity gaps and strengthen practical competencies
in critical areas that directly contribute to effective programme delivery and organizational
performance.
The capacity-strengthening initiative will focus on:
Logistics and supply chain management;
Human Resources and Administration management; and
Review and development of SADO’s 2027–2031 Strategic Plan.
The training will provide participants with practical knowledge, tools and approaches that can be
applied within their respective functions. It will also provide an opportunity for SADO to review
its strategic direction, organizational positioning, programme portfolio, institutional capacity,
sustainability and priorities for the next five years.
4. Overall objective
The overall objective of the assignment is to strengthen the institutional and technical capacity
of SADO staff to improve operational efficiency, programme quality, accountability,
compliance and organizational sustainability.
Specific Objectives
The training will specifically seek to:
1. Strengthen staff knowledge and practical skills in logistics, procurement and supply chain
management.
2. Enhance staff capacity in strategic Human Resources and Administration management.

3. Improve understanding and application of donor compliance requirements and internal
organizational procedures.
4. Strengthen coordination and collaboration among key organizational functions.
5. Identify and address critical capacity gaps within the targeted departments.
6. Review SADO’s strategic direction, organizational positioning and programme priorities.
7. Develop or refine SADO’s Strategic Plan 2027–2031 in consultation with relevant stakeholders.
8. Establish clear strategic priorities and organizational actions for the next five years.
Skills and qualifications
The consultant or training institution should demonstrate:

Proven experience in delivering organizational capacity-strengthening training;
Demonstrable expertise in logistics and supply chain management;
Strong expertise in Human Resources and Administration;
Proven experience in strategic planning and organizational development;
Experience working with humanitarian and development organizations;
Familiarity with donor compliance requirements and standards;
Experience working in Somalia or similar humanitarian contexts; and
Strong facilitation, communication and report-writing skills.
Preference will be given to consultants or institutions with relevant professional affiliations,
certifications or demonstrated recognition by reputable national or international professional
bodies.

specify the closing time and time zone.
