Terms of Reference – Value Chains Consultant GIZ Project
Project Title: Enhancing Livelihoods through Climate-Adapted Generating Activities for Vulnerable Communities.
Background/project
The project aims to address the pressing challenges faced by vulnerable populations due to the impacts of climate change. In the South-West State, many communities are heavily reliant on traditional livelihoods that are increasingly threatened by climate variability, leading to reduced agricultural productivity and income instability. This project seeks to empower these communities through targeted interventions that enhance their adaptive capacities and promote sustainable income-generating activities.
To achieve this, the project focuses on three primary value chains: Semsem oil extraction, sorghum and maize flour production, and milk production. The project aims to facilitate climate-adapted income generation for vulnerable target groups by improving skills and knowledge in these areas. It specifically targets five hundred (500) individuals, of which three hundred (300) are women, ensuring that gender inclusivity is at the forefront of the initiative.
The project recognizes the importance of empowering women and marginalized groups, as they often bear the brunt of climate impacts and have limited access to resources and opportunities. Therefore, through community engagement and training, the project will enable beneficiaries to diversify their income sources and build resilience against climate change.
The consultant will conduct a gap analysis and beneficiary profiling to identify current challenges and opportunities within the targeted value chains. This will inform actionable strategies that not only enhance productivity and market access but also ensure that the needs of beneficiaries are met. Ultimately, the project aims to create a sustainable model for climate-resilient livelihoods that can be replicated in similar contexts.
Purpose of this Consultancy:
To deliver a comprehensive gap analysis report on three value chains: Semsem oil extraction, turning sorghum and maize into flour production, and milk production. Additionally, the consultant will conduct beneficiary profiling and present the findings to stakeholders.
Skills and qualifications
Consultant Profile
• Demonstrated knowledge of value chains in the context of agriculture, particularly sesame oil, maize flour, and milk storage
• Strong analytical, writing, and communication skills, with the ability to present findings clearly to diverse stakeholders
• Experience with beneficiary assessments and community engagement.
• Preferred educational background: degree in Agriculture, agribusiness, agriculture economics, or related field
• Preferably based in Baidoa and knowledge of local languages.
Scope of Work:
1. Gap Analysis:
• Assess the current state of the Semsem oil extraction, wheat and maize flour production, and milk production value chains.
• Identify gaps in production, processing, and marketing practices.
• Recommend actionable strategies to bridge identified gaps and enhance value chain efficiency.
2. Beneficiary Profiling:
• Conduct a thorough assessment of the beneficiaries involved in these three value chains.
• Focus on understanding their specific needs and the challenges they face.
• Provide recommendations for improving beneficiary involvement and maximizing the benefits they receive from the value chains.
3. Presentation of Findings:
Prepare a comprehensive report detailing the results of the GAP analysis and beneficiary profiling. Present the findings to stakeholders, highlighting key insights and actionable recommendations for improvement in both the value chains and beneficiary support.
4. Deliverables
• Detailed gap analysis report on the three value chains (Semsem oil extraction, sorghum, and maize flour production, and milk production) of the project:-
• Beneficiary profiling: Focusing on their needs and how they can be better supported.
• Presentation of findings to stakeholders. Summarizing the findings, key insights, and recommendations for improving the value chains and beneficiary involvement
5. Timeline:
• 40 days in a period of not more than two months and a half from the signature of the contract.
