Ministry of Environment and Climate Change

Title: Terms of Reference for Consultancy to develop Urban Waste Management Policy for Somaliland

INTRODUCTION

The Government of Somaliland, Ministry of Environment and Climate Change with the support

of the European Union funded Berbera Urban Development Project (BUDP) are together with UN-

Habitat, working to improve the Urban Waste Management Policy of Somaliland.

The Ministry of Environment and Climate Change is the national body with overall responsibility

in the management and protection of the environment in Somaliland. Their mandate includes the

development  and  implementation  of  sound  policies  and  procedures  aimed  at  lessening  the

environmental problems both in the rural and the urban setting.

UN-Habitat and Ministry of Environment and Climate Change (MoECC) have agreed to support

the process steered and owned by Ministry, for development of roadmap for elaboration of comprehensive National Waste management policy and set up milestones to achieve fully fledged national policy objectives.

BACKGROUND

The continual increase in Somaliland population increases the amount of solid waste being generated which is a major problem today, particularly because the policy guiding garbage pickups and number of sanitary landfills to receive the trash/ garbage are barely minimum or nonexistent. There is no single challenge of solid waste disposal systems; which is a combination of source reduction, recycling, composting, burning, and burying in open-dumps sites and sanitary landfill sites which is ideally the optimal way to manage solid wastes.

The inadequate technologies and skills of Municipalities and low public environmental awareness, waste litter has been crowding all major cities in Somaliland. Waste disposal problems arise from lack of appropriate policies and legal frame work for solid and liquid waste collection, recovery and disposal and inadequate waste management programs carried out by municipalities. Public awareness and community participation in support of Solid waste management is still weak in Somaliland. As a result, unresolved environmental problems has been accumulating for years, which lead to major issues such as increased air pollution due to indiscriminate burning of the waste, inappropriate disposal of plastic bags and health care effluents and wastes and the great risk of disease to the people of Somaliland, their livestock and vegetation.

The ministry of Environment is the national body with overall responsibility in the management and protection of the environment. This includes, the development and implementation of sound policies and procedures aimed at lessening the environmental problems both in the rural and the urban setting. Regarding the importance of the sustainable management of the urban environment, the Ministry established Department for Urban Environment Development on 2021.

UN-Habitat and Ministry of Environment and Climate Change (MoECC) agreed on support a process steered and owned by Ministry, for development of roadmap for elaboration of comprehensive National Waste management policy and set up milestones to achieve fully fledged national policy objectives.

The recruitment and development of qualified waste management consultant will be supported through and agreement between MOECC and UN-Habitat. The consultant will be responsible preparation of the roadmap in an inclusive, participatory and consensus-drive style, engagement various stakeholders from the central government and local authorities.

Consultant will be working under the overall coordination of the Ministry of Environment and Climate Change (MOECC) and direct supervision of Director of Urban Environment and Beautification and Director General. She/he will be responsible to manage, coordinate and document various consultation process linked to the roadmap linked elaboration and necessary background study.

She/he also will report to the Director of Urban Environment and Beautification and DG and closely collaborate with other department of ministry as well as with crucial line ministries linked waste and hygiene matters and assigned focal point of UN-Habitat.

Scope of Work/ Responsibilities

  • Develop Work plan, outlined methodology, approach, timeline, resources and risky mitigation strategy for consulting for review and approval of MoECC and UN-Habitat.

The work plan will define detailed deliverables in taking into account also the work to be developed by ministry. The work plan include risky and mitigation strategy like precautionary measures to COVID 19.

  • Develop a discussion paper on national waste management policy including consideration policy problems/issues, challenges and opportunities identification, policy goal definition, stakeholders and institutional mapping.
  • Develop consultation plan to engage with Central Government and local authorities.
  • Develop desk review study of relevant documents and information, including legal and policy frameworks, waste and sanitation administration system and comparative case studies.
  • Organize engagement activities and consult with relevant ministries, local governments and other stakeholders.
  • Draft roadmap on national waste policy and validate it.
  • Develop concept note for high level technical dialogue on waste management with aligned to the roadmap.
  • Organize and facilitate consultation and validation workshops.
  • Develop final draft of national Waste management policy (NWMP).
  • Support and facilitate NWMP approval process.
  • Submit both activity report and progress report to MoECC and UN-Habitat.

STAKEHOLDERS

The stakeholders of this consultancy include poor urban youth, women, IDPs, Somaliland Local Authorities, waste collector Companies, International and Local investors in the waste management sector and youth groups and other stakeholders as advised by UN-Habitat.

EXPECTED OUTPUTES AND DELIVERABLES

The consultancy is expected to run through duration of agreement between MOECC and UN-habitat and follow its implementation schedule, comprehensive work plan will be elaborated and approved with supervision of MoECC and UN-habitat with possible review for detailed deliverables : Review and approval will be undertaken jointly MoECC and UN-Habitat:

Skills and qualifications

Education:

A master degree in a policy development, Environmental Management, Public health, urban planning, and any other related fields. Waste management specialist is highly an advantage.

Work Experience

A minimum 7 to 10 years of demonstrable experience in working urban planning, Waste management, local governance matters. Work Experience in local authorities is advantage.

Language

Strong written and oral skills in both Somali and English are requirement.

Other skills

Knowledge of basic computer programs such as word, spreadsheet, emails, and internet search functions are essential. The same is the prevention skill and experience in moderation and mediation.
