Terms of reference for consultancy to Integrate Budgets into the Accounting System

1. BACKGROUND

Youth Volunteers for Development and Environment Conservation (YOVENCO) was founded in 2001. YOVENCO is non-governmental, non-profit making and non-political organization with headquarters in Berbera and sub-offices in Hargeisa & Burao. YOVENCO is a local NGO which aims to improve the lives of the poor people in and around our society and the vulnerable especially women and children by improving their livelihood´s and protecting their rights through policy advocacy, awareness creation and mobilizing of resources.

YOVENCO in partnership with Save the Children is implementing WADUS project. The project aims to protect the most vulnerable and marginalized children, including children with disabilities, in Somaliland from multiple child protection risks and harms by building a child protection system which will be truly owned by the communities but will also have a strong link to relevant national laws and policies e.g. the Child Rights Act, the National Plan of Action for Children, the Child Protection Policy and the Alternative Care Policy, and the envisaged formal structures envisaged by these normative frameworks.

The project also has capacity-building components where YOVENCO and SCI jointly work to build the overall capacity of YOVENCO as per the organizational capacity-building plan.

1. CONSULTANCY OBJECTIVE

As part of the organizational capacity-building plan, YOVENCO is seeking a Finance and Accounting Consultant to support in the integration of the budgets into the accounting system.

1. SCOPE OF WORK

To Integrate Budget into Accounting System, the Consultant will work in close coordination with the Finance team and senior management in the integration of the budget into the QuickBooks Accounting System, which will ideally entail/include the following;

1. Review of YOVENCO’s Current Accounting system.
2. Update and integrate the Project budgets into the QuickBooks software
3. Train and provide technical guidance to YOVENCO Finance staff in applying QuickBooks.
4. KEY DELIVERABLES
5. Up to date Budget in the Organization’s QuickBooks system.
6. Training Report & Action Plan. The consultant will conduct training on the use and maintenance of the QuickBooks system with a training report and action plan of the same.
7. ROLES AND RESPONSIBILITIES

5.1. The CONSULTANT

1. Prepare a detailed technical and financial proposal detailing how the consultancy will be carried out, timelines as well as the methodology to be used in undertaking the assignment.
2. Present the reports as listed under the Key deliverables of this Consultancy.

5.2 YOVENCO

1. Provide the consultant with relevant documents for purposes of desk review.
2. Organize the availability of relevant staff for meetings and discussions pertaining to the consultancy
3. Organize meetings with YOVENCO’s stakeholders as may be determined by the consultant
4. Take care of the required logistics during meetings with stakeholders, partners, etc.

1. TIMELINE

The timelines for the consultancy will be defined and agreed with the selected consultant upon delivery of an inception report and successful contracting between the two parties. However, YOVENCO envisages that the consultancy should be completed in 20 days upon contract signing.

1. CONSULTANCY FEES

The fees of this consultancy will be agreed between the two parties before the commencement of the consultancy.

The ideal consultant will have:

• Proven work experience as a Financial Consultant, Financial Adviser or similar role
• Hands-on experience with accounting software and statistical packages
• Good knowledge of fiscal policies
• Excellent analytical skills, along with the ability to create detailed reports and spreadsheets
• Attention to detail
• Confidentiality
• Masters degree in Finance, Accounting, Economics or related field
• Additional certification (e.g. CFP or CFA) is a plus
