Job description
Strengthen Technical and Operational Capacities of DANWADAAG Target CBOs-Somaliland.
- About CARE International
CARE is a leading humanitarian organization fighting global poverty and providing lifesaving assistance in emergencies. Its programs go beyond meeting basic needs at the onset of an emergency to helping affected communities recover and rebuild their lives long after the crisis ends. CARE has been assisting communities in Somalia since 1981. CARE works in partnership with the government, international NGOs, civil society, leaders and local authorities to bring effective and lasting change to the most vulnerable communities. CARE currently works through three main programs: firstly, the Rural Women program which supports poor, rural women and girls in addressing long term underlying causes of poverty and vulnerability as well as social, cultural, political and economic obstacles towards positive change. We help women and girls improve their economic status, access education and support them to play a greater role in local leadership and conflict resolution. Secondly, the Urban Youth program focuses on job creation and livelihood opportunities for poor youth through interventions such as secondary education, vocational training, small business development and microfinance. Thirdly, the Emergency program provides direct humanitarian relief to victims of drought and conflict. CARE Somalia/Somaliland has three programmes namely Rural Women, Urban Youth and emergency. This project falls under Urban Youth.
- About Dan Wadaag Consortium
Danwadaag Project - with funding from the Embassy of the Kingdom of the Netherlands, is a consortium comprising of VNG International (Lead Agency), Free Press Unlimited, Media Ink and CARE Nederland, who will implement the project for a duration of 4,5 years (2021 – 2025), starting with 1st year containing an inception phase and the 4th year will contain a consolidation and exit phase.
The project entitled “Improving the social contract through inclusive and transparent Disaster Risk Management “aiming to build inclusive disaster risk management (DRM) capacity at the local level. The Overall objective (Impact) of the project is: ‘improved social contracts through increased resilience to external shocks’ whilst the strategic objective is ‘increased government legitimacy through efficient and effective disaster risk management (DRM) based on inclusive policies, strategies and services’. To the target communities (children, youth and adults including vulnerable groups), civil societies and knowledge institutes, media and public authorities for effective disaster risk management. The project aims to achieve the impact and strategic objective through the following outcomes:
Outcome 1: Communities can contribute to inclusive and transparent DRM through equitable access to information, resources and decision making processes
Outcome 2: CSOs have the legitimacy and capacity to contribute to inclusive and transparent DRM
Outcome 3: Public authorities have the legitimacy and capacity to coordinate and implement inclusive and transparent DRM
Outcome 4: Media have the capacity to contribute to inclusive and transparent DRM through disseminating relevant information and creating spaces for inclusive dialogue between public authorities, civil society and communities
- Background of The Assignment
CARE, through the DANDWADAAG Project, assessed the capacity of eight community-based organizations (CBOs) operating in the project's target districts (Hargeisa and Buroa). Local community organizations' capacity was evaluated in five areas: governance and strategy, finance, administration, and human resources, technical capacity, and networking and advocacy. A number of findings emerged in each category, and the program intends to strengthen the capacity of the target CBOs in addressing these findings/gaps. However, this assignment will attempt to assist CBOs in strengthening their governance and future planning. The majority of CBOs, according to the assessment, lack written rules and regulations. This makes it difficult for existing and new members to understand what is expected of them and what will happen if the rules are broken. According to the assessment, while some CBOs could articulate their organization's mission and values, they had never been agreed upon or documented. As a result, it may be difficult for CBOs to determine their path and provide guidance to their members in order to keep them focused on the CBO's goals.
As a result, this trainer will help CBOs build their capacity. The trainer will train executive members of CBOs on topics such as establishing a clear vision and mission for their organizations, clearly defining the roles and responsibilities of members, and developing a CBO governance policy manual and bylaws that provide guidance and information to help boards be effective decision-makers, and actively participating in the development of the organization's strategic plan.
- Specific Objective:
This assignment aims to help CBOs develop rules and regulations that have been approved by community and organization representatives, as well as to help CBOs develop missions and values that are shared by all stakeholders and are regularly used to guide project and activity decisions.
- SCOPE OF WORK
CARE will support CSO to improve their institutional governance by engaging a trainer who will provide training on institutional capacity building. The training will train 3-5 key personnel from each CBO. At the end of the training, the trainer will give the CBO 15 days of coaching to replicate the gained knowledge from the training in their organisations. The trainer will:
- Establish a clear vision and mission for the organization Key Objective: Each CBO's board will develop a vision that will serve as the organization's guiding document as it makes decisions about priorities, actions, and responsibilities. In addition, the board should create a mission statement that explains the organization's stated purpose.
- Clearly define roles and responsibilities: Board members understand the organization's structure, their role(s), and the duties and obligations that are expected of them.
- Develop a CBO governance policy manual and bylaws that provide guidance and information to help boards be effective decision-makers: Develop a policy manual and bylaws that require formal approval and amendment by the members.
- Be actively involved in the development of the organization’s strategic plan: Members are actively involved in the development of a multi-year strategic plan, which includes the establishment of key objectives, action items, outcomes, and performance targets that are in line with the needs of their community members.

Skills and qualifications
- Trainer is expected to have at least 8-9 years of training experience for CBO including her/his ability to train illiterate
- Can demonstrate her/his training approach which is applicable to illiterate people
- University degree in social science with a specific focus on community development
- Female trainer is strongly encouraged

The total allocated time for this assignment is 25 days (8 days training 2 days travel and 15 days coaching including report writing)
